Phan made the above statement while addressing the 13th ASEAN Defence Ministers' Meeting-Plus (ADMM+) held in Cebu, the Philippines, on September 29.
The meeting was attended by defence ministers and representatives of the defence ministries of the 11 ASEAN member states and eight dialogue partner countries including Australia, India, Japan, New Zealand, South Korea, the U.S., Russia and China.
The Vietnamese official suggested ASEAN and its partners intensify dialogue in the spirit of upholding international law and regional commitments, while respecting the independence, sovereignty and legitimate interests of all countries.
Efforts should be made to manage differences, strengthen trust, and foster peaceful relations and cooperation for mutual development, he underlined.
He called for maintaining and promoting ASEAN's central role, its capacity for connectivity and inclusiveness, and its ability to reconcile differences and build consensus based on shared principles.
It is necessary to further enhance the effectiveness of cooperation within the ADMM+ mechanism, prioritizing areas of shared interest that align with the needs and strengths of the participating parties, and making the ADMM Experts' Working Groups more effective, said Phan.
He took the occasion to express his gratitude for the countries' support for Viet Nam and India to co-chair the ADMM+ Experts' Working Group on Cyber Security for the 2027–2030 cycle.
Phan called on nations to strengthen capabilities to respond to emerging challenges by expanding cooperation in relevant fields, enhancing experience-sharing, and fostering connections among research agencies, academies, training institutions and young military officers.
Regarding AI and emerging technologies, he stressed the need to promote a responsible approach consistent with international law and serving the common goals of peace, stability and security.
He expressed his hope that leaders of defence ministries and armed forces from other countries would visit Viet Nam and attend the third Viet Nam International Defense Expo, scheduled to take place in Ha Noi from December 10-13, to strengthen solidarity, close ties and mutual political trust, and work together to contribute to maintaining peace and stability in the region and the world.
On the sidelines of the 13th ADMM+, Phan held meetings Indian Defense Minister Rajnath Singh, Russian Deputy Defense Minister Aleksei Yuryevich Krivoruchko, and U.S. Assistant Secretary of War for Indo-Pacific Security Affairs John Noh./.
