In his closing remarks at the national conference held on Sunday to disseminate the contents of the Resolution, the top Vietnamese Party leader said the 14th National Party Congress concluded successfully, opening up a new phase of national development, with a long-term vision, clear goals, high political determination of the entire Party, people and armed forces.
The Congress marked an important step foward in the country's revolutionary cause; reflecting the mettle, wisdom and leadership capacity of the Party in shaping the future of our nation in the face of profound and complex evolution of the international landscape.
The Resolution adopted at the Congress is the profound summation of theory and reality, reflecting the will and aspiration of the entire Party and people to successfully build a peaceful, independent, democratic, prosperous, civilized, and happy Viet Nam, steadily advancing to socialism.
Today's conference aims to unify will and actions in order to translate the Resolution of the 14th National Party Congress into reality.
To transform the Resolution into a unified action program within the entire Party, people and armed forces, General Secretary stressed the need for strong, drastic and extensive innovation of development mindset, growth model, and especially implementation organization capacity as currently the most fundamental bottleneck lies not in the policies, but in the capacity to transform policies into concrete results.
In order to meet the increasingly high demand of the national development process in the new stage, the General Secretary emphasized the need to resolutely shift the mindset from "talk" to "action". Accordingly, each Party committee, each Party organization, each Party member, and especially each leader who holds managerial/leadership role must uphold the sense of responsibility and take the lead in translating policies into reality.
Against that backdrop, General Secretary To Lam highlighted five decisive factors determining successfull implementation of the Resolution of the 14th National Party Congress:
(i) improving the capacity to concretize the Resolution into policies and laws to ensure the consistence between the strategic goals of the Party and the legislation system of the State and the enforcement capacity of the political system;
(ii) reforming implementation methods and strengthening enforcement discipline, making enforcement discipline a principle of action of the whole political system;
(iii) taking development effectiveness and public satisfaction as the highest measure of succes;
(iv) building a contingent of cadres capable of organizing implementation and daring to think, act, and bear responsibility for the common good;
(v) linking the implementation of the Resolution to innovating the Party leadership method and improving national governance efficiency.
Responsibilities of National Assembly, Government, Fatherland Front, and local administrations
The Party leader urged the National Assembly to promote its law-making and supreme supervision roles, ensuring all the Party's guidelines and orientations are timely and comprehensively translated into feasbile laws and policies.
The National Assembly needs to contribute to improving the quality of institutions, consolidate State management discipline, and create a stable, transparent and favorable legal enviroment for fast and sustainable development.
The Government, ministries and agencies must initiate a strong shift from issuing policies to organizing the implementation of policies, taking real development results as the measure of performance capacity.
The Government needs to focus on formulating strong growth poles, key economic regions, new-generation special economic zones capable of competing with those in the region and the world.
The Government also needs to create new development spaces capable of underpinning growth and promoting the restructuring of the economic in an intensive manner.
The Government needs to consider improving the capacity to mastering technologies, joining and mastering supply chains in vital fields as the strategic task to ensure economic security, improve the resilience of the economy, and consolidate national standing in the regional and global value chains.
Intersectoral and inter-regional coordination mechanisms should be innovated strongly to implement strategic infrastructure projects, formulate new development spaces and major value chains.
The Viet Nam Fatherland Front and socio-political organizations must promote supervisory role, gain practical public feedbacks on policies, and mobilize people and businesses in implementing the Resolution.
Each socio-political organization must trully be a trusted brigde between the Party, State and people, contributing to consolidating public trust and creating high public concensus in the implementation of major policies.
Local administrations must trully be the first to organize the implementation of the Resolution and bring about real results in promoting sustainable growth, improving living standards, quality of online public services, and business environment.
Long-term development efficiency and public satisfaction shall be the measure of the performance of local administrations.
Local administrations shall not rely on central government or blindly copy others' success models. Instead, they must promote self-reliance and creativity, dare to think, dare to act and dare to take responsibility in accordance with the national legal framework and the Party's common guidelines.
In the new development stage, discipline and responsibility must be placed first. Task allocation must be accompanied by clear mechanisms for inspection, evaluation, and accountability./.
