First of all, legislation formulation and enforcement work must be put under direct leadership of the Party, General Secretary To wrote.
From this perspective, leaders of ministries and ministerial-level agencies shall have to directly lead legislation formulation and take prime responsibility for the quality of policies and legislation in their assigned management areas.
Second, legislation formulation thinking must be innovated in the direction of ensuring state management requirements, encouraging creativity, unleashing all development resources.
Legal regulations must be stable, simple and easy to implement in favor of people and businesses.
In the immediate future, it is necessary to focus on building a legal environment that is favorable, open, transparent, safe and low-cost; fully cutting and streamlining unreasonable investment conditions.
It is also necessary to substantially ensure the right to freedom of business, property rights, freedom of contract, and equality between businesses of all economic sectors.
The Party leader called for focusing on building legislation on science, technology, innovation and digital transformation.
Thirdly, the Party chief called for creating breakthroughs in law enforcement, giving priority to law enforcement to promote socio-economic, scientific, technological, innovation and digital transformation development.
He stressed the need to build a culture of law compliance, focus on explaining laws and guiding the application of laws, regularly evaluate the effectiveness of laws.
Fourth, General Secretary To called for improving the effectiveness of international cooperation by enhancing the capacity of Vietnamese agencies and organizations.
This process aims to help Viet Nam fully implement international legal obligations; effectively participate in the formulation of international institutions and legislation and shaping of international legal order; and effectively resolve emerging legal issues.
Fifthly, breakthrough solutions should be adopted to improve the quality of human resources for legislation formulation and enforcement.
