Party Central Committee's Conclusion on streamlining political system's apparatus
VGP – General Secretary To Lam has signed for isssuance of the Conclusion No. 121-KL/TW of the 13th-tenure Party Centtral Committee on rearranging and streamlining the political system's organizational apparatus.
Accordingly, the Party Central Committee adopted the plan to rearrange and streamline the political system's organizational apparatus as follows:
For Party agencies
End the operation of the Central Commission for External Relations and transfer the its functions and tasks to the Ministry of Foreign Affairs.
End the operation of the Party Committee of the Central Agencies Bloc, the Party Committee of the Central Enterprises Bloc, the Party delegations and Party executive committees at central and provincial levels.
Establish four Party Committees directly under the Party Central Committee: The Party Committee of the Central Party Agencies; the Party Committee of the National Assembly, the Party Committee of the Government, the Party Committee of the Fatherland Front of Viet Nam and central mass organizations.
Establish the Central Commission for Communication, Education and Mass Mobilization by merging the Central Commission for Communication and Education and the Central Commission for Mass Mobilization.
Supplement new functions and tasks to the Central Economic Commission and change its name to the Central Commission for Central Policy and Strategy.
For the National Assembly Committees:
End the operation of the Committee for External Relations and transfer its tasks to the Committee for National Defense and Security, the Office of the National Assembly, and the Ministry of Foreign Affairs.
Rename the Committee for National Defense and Security as the Committee for National Defense, Security and External Relations.
Set up the Law and Judicial Committee by merging the Law Committee and the Judicial Committee; set up the Economic and Financial Committee by merging the Economic Committtee and the Finance-Budget Committeee; set tup the Culture and Social Affair Committee by merging the Social Afair Committee and the Culture Committee.
For the Government agencies:
Merge the following ministries: The Ministry of Planning and Investment and the Ministry of Finance; the Ministry of Transport and the Ministry of Construction; the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment; the Ministry of Information and Communications and the Ministry of Science and Technology; the Ministry of Labor-Invalids and Social Affairs and the Ministry of Home Affairs.
Set up the Ministry of Ethic Minorities and Religions on the basis of the Committee for Ethnic Miniority Affairs receiving functions, tasks and structural organization from the Ministry of Home Affairs.
The Party Central Committee agreed on the policy to reorganize the inspection system on the basis of rearranging the Government Inspectorate and current system of local inspection agencies, and specialized inspection agencies.
The Party Central Committee also agreed on the policy not to organize district-level police.
Clarifying responsibilities of central and local authorities
The Party Central Committee requested that the "revolution" on rearranging and streamlining the political system's apparatus must continue to be accelerated to further improve the efficiency of the political system to meet the requirements of the new era of national development.
The Party Central Committee also requested that authorities at all levels should continue perfecting the overall structural organization of the political system apparatus.
The Party Central Committee assigned the Government to focus on concretizing the Party's guidelines and policies to build a professional, modern, transparent, open and effective administration regime.
The Party Central Committee requested for further clarification of the powers and responsibilities of the National Assembly, the Government, executive agencies, judicial agencies; responsibilities between the central and local levels, between local administration levels; speeding up power decentralization in the direction that the central level will focus on building institutions and strategies while localities shall decide what to do and be responsible for that.
Particularly, the Party Central Committeee requested for reviewing, amending and supplementing legal documents that are overlapping and hindering development to remove bottlenecks and create new driving forces for development.
The Party Central Committee suggested the need to enhance autonomy, activeness, innovation and self-responsibility of agencies and units in association with improving accountability of the leaders of the agencies and units.
The Party Central Committee requested for continued rearrangement of administrative units, reduction of intermediate administrative levels in line with reality, and expansion of development zoom for localities.
For the contingent of cadres, civil officers and public employees, the Party Central Committee requested for strong innovation in recruitment, evaluation, promotion, training, and use of cadres, civil officers and public employees of the political system.
The Part Central Committee also requested for stepping up administration reform, comprehensive innovation of processing administrative procedures, delivery of public services that are not bound to administrative boundaries./.
