The 2013 amnesty once again shows the leniency policy of the Party, State, and the traditional humanity of Viet Nam for the prisoners who have actually shown repentance.

Standing Vice Chairman of the President's Office Giang Son said the amnesty consideration and approval process has been implemented in a tight, accurate, open and fair manner, ensuring democracy.

The amnesty doesn't discriminate or restrict to any offender whether they are Vietnamese or who have foreign citizenship. Anyone eligible in accordance with the regulation may get the amnesty.
