Number of localities may be reduced to around 34
VGP – The Party Central Committee will consider reducing the number of provinces and centrally run cities to around 34 during its upcoming plenum in April this year, General Secretary To Lam told revolutionary vetarans in Da Nang on Friday.

The Party Central Committee will also consider dissolving district-level administrations and reducing the number of communes to around 5,000, said the Party chief.
The above move is part of the Party's efforts to overhaul the political system to improve the efficiency of the political system and save budget for development investment.
The dissolution of district-level administrations aims to create a three-tier administration model (central, pronvicial and communal levels) instead of the current four-tier administration system (central, provincial, district and communal levels).
Following the rearrangement of localities and communes, the central administration will focus on national-level development strategies, foreign affairs, and security while local administrations will focus on specific issues in their own administrative boundaries.
To stressed the important role of communal-level administrations as they are the direct authorities to organize the implementation of all polices and resolutions adopted by the Party and State.
According to a draft resolution of the National Assembly Standing Committee compiled by the Ministry of Home Affairs, 54 out of 63 provinces and centrally run cities will be rearranged while 11 others (Ha Noi, Hue, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An and Ha Tinh) will remain unchanged.
