New regulations on tasks, organizational structure of Forestry Administration

VGP – The PM has recently issued Decision No. 28/2017/QD-TTg stipulating the function, tasks, rights and the organizational structure of the Viet Nam Administration of Forestry (VNFOREST) under the Ministry of Agriculture and Rural Development (MARD), as a replacement for Decision No. 59/2014/QD-TTg dated October 22, 2014.

According to the new decision, VNFOREST is an organization under the MARD with the function of consulting and assisting the MARD Minister to implement State management and organize law enforcement over forestry issues nationwide, and performing public services within its State management scope in accordance with the law.
 
VNFOREST is tasked with submitting draft laws and resolutions of the National Assembly and the NA Standing Committee, draft decrees and resolutions of the Government, draft decisions and directives of the PM, and mechanisms, policies and other documents, to the MARD Minister.
 
It is also obliged to guide and inspect the implementation of regulations on forest protection, forest development and forest product management; to guide the building of a system of special-use and preventive forests on a national scale; to restore and develop forests; and to inspect and summarize reports on forest product manufacturing, processing and preservation.
 
Concerning the organizational structure, VNFOREST consists of 15 units, including the Planning and
Financial Department; the Department for Science, Technology and International Cooperation; the Legal and Inspection Department; the Department for Managing Special-Use and Preventive Forests; the Forest Development Department; the Forestry Production Development Department;  the administration’s Office; Forest Protection Department; the CITES Management Authority of Viet Nam; Tam Dao National Park; Ba Vi National Park; Cuc Phuong National Park; Bach Ma National Park; Cat Tien National Park and YokDon National Park.
