New regulations on prize-winning electronic games for foreigners

VGP - The Minister of Finance issued Circular No. 39/2022/TT-BTC dated June 24, 2022 detailing the implementation of several articles of the Government's Decree No. 121/2021/ND-CP on the business of prize-winning electronic games for foreigners.

Under the Circular, fees for grant, extension of certificate of eligibility for the business shall be VND150,000,000.

Fees for re-grant, adjustment of certificate of eligibility for the business shall be reduced to VND5,000,000 from the current VND20,000,000.

The Circular shall take effect from August 8, 2022, replacing Circular No. 11/2014/TT-BTC and Circular No. 57/2017/TT-BTC.

The certificate of eligibility for the business shall be issued by the Ministry of Finance, according to the Government's Decree No. 121/2021/ND-CP on business in prize-winning electronic games for foreigners in Viet Nam.

The subjects who are allowed to play at the prize-winning electronic games sites are foreigners and overseas Vietnamese who lawfully enter Viet Nam by using their passports or international travel documents issued by foreign authorized agencies, and still have valid visa.

The above subjects must have full capacity for civil conduct as prescribed by Vietnamese law and voluntarily abide by the Games Rules and the provisions of the aforesaid Decree.

The business of electronic gaming for prizes is a "conditional business line" in Viet Nam, thus it shall be subject to strict control of authorized agencies./.
