New policies take effect in May 2026

VGP – Three Decrees on sanctioning of administrative violations in electricity field, product and packaging recycling responsibility, and fines for e-cigarette smoking shall take effect in May, 2026.

Sanctioning of administrative violations in electricity field

The Government promulgated Decree No. 133/2026/ND-CP dated April 4, 2026 regulating the sanctioning of administrative violations in the field of electricity.

Under the Decree, in cases where house owners collect electricity fees from the tenant exceeding the regulated rate, they shall be fined from VND20-30 million.

The Decree shall take effect on May 25, 2026.

Product and packaging recycling responsibilities

The Government promulgated Decree 110/2026/ND-CP on detailed implementation of several articles of the Law on Environmental Protection regarding the responsibilities of producers and importers for recycling products and packages and for treating waste.

Under the Decree, producers and importers shall have to recycle products and packages according to mandatory rates and standards.

The Decree also specifies certain exemptions from recycling responsibilities. For example, a business with annual revenue below VND30 billion shall be exempted from recycling responsibilities.

E-cigarette smokers shall be fined up to VND5 million

E-cigarette smokers shall be fined up to VND5 million from May 15, 2026, according to the Government's Decree No. 90/2026/ND-CP dated March 30, 2026.

An individual shall be fined between VND5 million to VND10 million for allowing others to use e-cigarettes or heated tobacco products at locations owned or managed by his/herself.
