National action program on civil registration, vital statistics approved
VGP - The Government has approved a National Action Program on Civil Registration and Vital Statistics for 2026–2030 to ensure all civil status events are registered promptly, accurately, and in line with the law.

The program sets ambitious birth registration and digitization targets, aiming for 95 percent on-time registration by 2028 and 98.5 percent by 2030.
Registration of children born alive within one year will reach 98 percent by 2028 and 99 percent by 2030 (based on international statistical standards).
All children born in health facilities will receive Birth Certificates, with 95 percent of records digitized by 2028.
The plan also includes retrospective digitization of Birth Certificates—100 percent for registrations from January 1, 2016 onward (Phase 1) and for all pre-2016 registered citizens still alive by 2030 (Phase 2), ensuring every living Vietnamese citizen holds a valid legal Birth Certificate.
For updates of marital status upon changes due to divorce or marriage annulment, by 2028: 100 percent of data on divorce cases (based on court judgments or decisions that have taken legal effect from January 1, 2026 onward) will be synchronized from the Supreme People’s Court database into the Electronic Civil Status Database and recorded in the civil status registry by competent civil registration authorities.
Steering committee on civil registration, vital statistics
The program paves the way for the establishment of a steering committee on civil registration, vital statistics chaired by the Minister of Justice.
The steering committee also comprises other members including representatives of the Government Office, the Ministries of Health, Public security, Foreign Affairs, Finance, Home Affairs, Education and Training, Culture, Sports and Tourism, Science and Technology, the Supreme People's Court, the Viet Nam Television and the Viet Nam News Agency.
Earlier, Viet Nam made a major stride in its journey toward building a comprehensive, transparent, and people-centered data system with the official launch of the first-ever National Civil Registration and Vital Statistics (CRVS) Report for the period 2021–2024 on April 25, 2025. As Viet Nam accelerates its digital transformation and prepares for future demographic shifts, its civil registration and vital statistics system will remain a cornerstone of effective governance, human rights protection, and inclusive development./.
