Management areas of Prime Minister Le Minh Hung and Deputy Prime Ministers

 1. Prime Minister Le Minh Hung, Secretary of the Government Party Committee

a) To lead, manage comprehensively all activities within the functions, duties and powers of the Government.

b) To oversee and direct the Ministry of Public Security and the Ministry of Foreign Affairs.

c) To directly oversee the following areas:

- Strategies for national defense, security and foreign affairs.

- Strategies and plans for national socio-economic development.

- National finance, credit, and financial strategies and policies; directions for State budget use.

- Foreign affairs and external relations.

- Personnel work, apparatus organization, administration reform, administrative boundary, general affairs in emulation and reward work.

- Coordination between the Government and the organs of the Party, the National Assembly, the Central Committee of the Viet Nam Fatherland Front, central agencies of socio-political organizations.

- General affairs in the fields of science and technology, innovation, and digital transformation.

d) To serve as: Chairman of the State Steering Committee for the East Sea and Islands; Chairman of the National Committee for Digital Transformation; Chairman of the Central Emulation and Reward Council; Head of the State Steering Committee for key national programs, works and projects; Head of the National Steering Committee for Cyber Safety and Security; Head of the Government's Steering Committee for Administration Reform; Chairman of other important national councils and committees.

2- Deputy Prime Minister Pham Gia Tuc, Vice Secretary of the Government Party Committee

a) To act as Standing Deputy Prime Minister.

b) To oversee and direct the Ministry of Industry and Trade, the Ministry of Construction, the Government Office, several areas of the Ministry of Public Security as assigned by the Prime Minister.

c) On behalf of the Prime Minister, directly oversee and direct the following areas:

- Industry, trade, oil and gas reserve and supply, logistics services.

- Energy supply, economical and efficient use of energy.

- Transport, traffic order and safety.

- Construction.

- Key national works, construction projects.

- Economic zones, industrial parks and processing zones.

- National planning, regional planning, provincial planning.

- General mechanisms and policies for bidding.

- Crime prevention and combat.

- Amnesty.

- Smuggling and trade fraud prevention and combat.

- International integration; oversee and direct negotiations and implementation of bilateral and multilateral commitments.

- Monitor the settlement of obstacles in long-delayed projects nationwide; directly provide instructions for handling obstacles in energy, infrastructure projects and other assigned projects.

- Coordination between the Government and the Supreme People's Court and Supreme People's Procuracy.

- Approving investment policies, directing, inspecting, expediting, and resolving difficulties and obstacles arising in the projects within his assigned management areas.

- Science, technology, innovation, and digital transformation of ministries, agencies and sectors within his assigned management areas.

d) To act as: Chairman of the National Planning Council; Chairman of the National Traffic Safety Committee; Chairman of the National Civil Aviation Security Committee; Chairman of the Subcommittee of the Viet Nam-Russia Intergovernmental Committee; oversee the Viet Nam-Laos Intergovernmental Committee; Head of the Central Steering Committee for Housing and Real Estate Market Policies; Head of the National Steering Committee for Prevention and Control of Smuggling, Trade Fraud and Counterfeit Goods; Head of the Steering Committee for handling obstacles in long-delayed projects nationwide; Chairman of other Councils and Committees under his assigned management areas.

dd) On behalf of the Prime Minister, direct the implementation of the Government's works when the Prime Minister is absent or as authorized by the Prime Minister.

3. Deputy Prime Minister Phan Van Giang 

a) Cum Minister of National Defense.

b) To oversee and direct the Ministry of National Defense, several areas of the Ministry of Foreign Affairs as assigned by the Prime Minister.

c) On behalf of the Prime Minister, oversee and direct the following areas:

- National defense and security affairs.

- Border affairs and issues related to the East Sea and islands.

- Foreign non-governmental aid, foreign non-governmental organizations.

- Relations between Viet Nam and regional and international organizations.

- Overseas Vietnamese work and issues related to foreign nationals in Viet Nam.

- Human right issues.

- Approving investment policies, directing, inspecting, expediting, and resolving difficulties and obstacles arising in investment projects within his assigned management areas.

- Science, technology, innovation, and digital transformation of ministries, agencies, and sectors under his assigned management areas.

d) To serve as: Chairman of the Central Council for National Defense and Security Education; Chairman of the Viet Nam-China Steering Committee for Bilateral Cooperation; Head of the Steering Committee for Human Rights; Chairman of other Councils and Committees within her assigned management areas.

dd) Implement other tasks assigned, or authorized by the Prime Minister.

4. Deputy Prime Minister Pham Thi Thanh Tra

a) To oversee and direct the Ministry of Home Affairs, the Ministry of Health, the Ministry of Culture, Sports and Tourism.

b) On behalf of the Prime Minister, directly oversee and direct the following areas:

- Regular issues in emulation and reward work, administration reform.

- Labor, employment, people with meritorious service to the revolution, gender equality.

- Salary and social insurance policies.

- Healthcare, population, families and children.

- Social affairs.

- Management of drug addiction treatment.

- Culture, tourism, and sports.

- Communication, press, and publication.

- The implementation of the National Target Program for Drug Prevention and Control through 2030, the National Target Program for Cultural Development for 2025-2035 period, and the National Target Program for Healthcare, Population, and Development for 2026-2035 period.

- Approving investment policies, directing, inspecting, expediting, and resolving difficulties and obstacles arising in investment projects within her assigned management areas.

- Science, technology, innovation, and digital transformation of ministries, agencies, and sectors within her assigned management areas.

c) Serve as: Chairmperson of the National Committee for AIDS, Drugs and Prostitution Prevention and Control; Head of the National Steering Committee for Population and Development; Head of the Central Intersectoral Steering Committee for Food Hygiene and Safety; Head of the State Steering Committee for Tourism; Head of the Central Steering Committee for Reforming Salary and Social Insurance Policies, and Incentives for People with Meritorious Service to the Revolution; Chairperson of other Councils and Committees within her assigned management areas.

d) Implement other tasks assigned, or authorized by the Prime Minister.

5. Deputy Prime Minister Ho Quoc Dung

a) To oversee and direct the Ministry of Agriculture and Environment, the Ministry of Science and Technology, and the Ministry of Ethnic and Religious Afffairs.

b) On behalf of the Prime Minister, directly oversee and direct the following areas:

- Ethnic and religious affairs.

- The implementation of the National Target Program on New Rural Development, Sustainable Poverty Reduction, and Socio-economic Development in Ethnic and Mountainous Areas for 2026-2030 period.

- Directly overseeing science and technology; innovation, development of innovation ecosystem nationwide and abroad; digital transformation.

- Issues related to semiconductor industry, artificial intelligence, etc.

- Natural resources and environment, climate change.

- Agriculture and rural development, new rural development, disaster prevention and control, search and rescue.

- Approving investment policies and directing, inspecting, expediting, and resolving difficulties and obstacles arising in investment projects within her assigned management areas.

c) To act as: Chairman of the National Council on Water Resources; Chairman of Viet Nam National Mekong Committee; Head of the Steering Committee for the implementation of the National Target Programs on New Rural Development, Sustainable Poverty Reduction, and Socio-economic Development in Ethnic Minority and Mountainous Areas for the 2026–2030 period; Head of the Central Steering Committee for Natural Disaster Prevention and Control, Head of the National Steering Committee on Green Growth; Chairman of Councils and Committees within his assigned management areas.

d) To implement other tasks assigned, or authorized by the Prime Minister.

6. Deputy Prime Minister Nguyen Van Thang

a) To oversee and direct the Ministry of Finance, the State Bank of Viet Nam, the Viet Nam Bank for Social Policies, the Viet Nam Development Bank, and the Deposit Insurance of Viet Nam.

b)  On behalf of the Prime Minister, directly oversee and direct the following areas:

- Planning and investment; macroeconomic forecasting and policy management.

- Finance and prices; monetary and banking affairs; capital market, stock market; financial investment sources; and state reserve.

- State budget expenditures, use of State budget reserves, financial reserve fund, foreign exchange reserve fund, and other funds of the State; issuance of Government debentures and bonds.

- Rearrangement and innovation of State-owned enterprises

- Development of types of enterprises

- Collective economy, co-operatives

- General mechanisms and policies on the management of public assets.

- Official development assistance and mobilization of concessional loans

- Foreign direct investment, outbound investment

- Issues related to the International Financial Center in Viet Nam

- Directly directing the handling of difficulties and obstacles related to projects in the land sector and other assigned sectors.

- Approving investment policies and directing, inspecting, expediting, and resolving difficulties and obstacles arising in investment projects within his assigned management areas.

- Science, technology, innovation, and digital transformation in the ministries, sectors, and fields within his assigned management areas.

c) To act as: Chairman of the National Advisory Council for Financial and Monetary Policies, Chairman of the National Steering Committee for ASEAN Single Window, National Single Window and Trade Facilitation; Chairman of the National Council for Sustainable Development; Head of the Steering Committee for Development and Reform of Collective Economy and Cooperatives; Head of the Steering Committee for Development and Renewal of Enterprises; Head of the Steering Committee for Settlement of Shortcomings and Weaknesses of Several Inefficient Projects and Enterprises of the Industry and Trade Sector, and Chairman of other Councils and Committees within his assigned management areas.

d) Implement other tasks assigned, or authorized by the Prime Minister.

7. Deputy Prime Minister Le Tien Chau

a) To oversee and direct the Ministry of Justice, the Ministry of Education and Training, and the Government Inspectorate.

b) On behalf of the Prime Minister, directly oversee and direct the following areas:

- Building of institutions and socialist law-governed State.

- Settlement of international disputes and complaints.

- Judicial reform.

- Education and vocational training.

- Anti-corruption, inspection, and settlement of complaints and denunciations.

- Approving investment policies and directing, inspecting, expediting, and resolving difficulties and obstacles arising in investment projects within his assigned management areas.

- Science, technology, innovation, and digital transformation in the ministries, agencies, and sectors within his assigned management areas. 

- The implementation of the National Target Program on modernization and quality enhancement of education and training for the 2026–2035 period

c) To act as: Chairman of the National Education and Human Resource Development Council, Chairman of other Councils and Committees within his assigned management areas.

d) To Implement other tasks assigned, or authorized by the Prime Minister./.
