Management areas of Deputy Prime Ministers

1. Deputy Prime Minister Le Minh Khai

a) Oversees and directs the following areas:

- Areas specified in Point a, Clause 3, Article 2 of Decision No. 1460/QD-TTg dated September 06, 2021.

- Trade; oil and gas reserve and supply; logistics service.

- General mechanisms and policies on public property management

- Approves investment policies for projects in assigned management areas

b) Oversee and direct the Ministry of Planning and Investment, Ministry of Finance, State Bank of Viet Nam, Government Inspectorate, Government Office, Committee for Management of State Capital at Enterprises, National Financial Supervision Committee, Viet Nam Development Bank, Bank for Social Policy and deposit insurance.

c) Chairman of National Councils and National Committees specified in Point C, Article 2 of Decision No. 1460/QD-TTg; Chairman of Councils for appraisal of sectoral planning schemes in assigned areas.

d) Undertakes other tasks assigned by the Prime Minister.

2. Deputy Prime Minister Tran Hong Ha

a) Oversees and directs the following areas:

- Industry

- Construction

- Transport

- Natural resources and environment

- National planning scheme, regional planning schemes, and provincial planning schemes

- Energy and energy savings

- Climate change adaptation

- Economic zones, industrial zones, processing zones

- Key national projects/works

- General mechanisms and policies on bidding

- Approves investment policies for investment projects in assigned management areas

b) Oversees and directs the Ministry of Industry and Trade, Ministry of Transport, Ministry of National Resources and Environment, Ministry of Construction, Viet Nam Academy of Social Sciences, Ha Noi National University, Ho Chi Minh City National University.

c) Chairman of National Planning Council; Chairman of National Council on Water Resources; Chairman of Viet Nam-Russia Inter-governmental Committee; Head of the State Steering Committee for key national programs, works, projects in energy sector; Head of the Central Steering Committee for housing and real estate market; Head of National Steering Committee for green growth; Chairman of Viet Nam Mekong Commission; Chairman of Councils, National Committees in assigned management areas.

d) Undertakes other tasks assigned by the Prime Minister

3. Deputy Prime Minister Tran Luu Quang

a) Oversees and directs the following areas:

- Diplomacy

- Official development assistance and concessional loans; foreign non-governmental aid, foreign non-governmental organizations

- International integration; negotiations and implementation of bilateral and multilateral commitments; ASEAN single window, national single window and trade facilitation.

- Foreign direct investment, outbound investment

- Viet Nam's relations with regional and international organizations; border affairs, East Sea-island affairs

- Overseas Vietnamese affairs, human rights affairs

- Ethnic minority affairs, religious affairs, poverty reduction and elimination, emulation and commendation affairs

- Traffic order and safety

- Crime prevention and control, smuggling and trade fraud combat

- Agriculture and rural development

- Flood and storm prevention and control, search and rescue work

- Science and technology

- Information and communication

- Approves investment policies for investment projects in assigned management areas

b) Oversees and directs the Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Agriculture and Rural Development, Ministry of Science and Technology, Ministry of Information and Communications, Committee for Ethnic Minority Affairs, and Viet Nam Academy for Science and Technology

c) Chairman of Viet Nam-China Steering Committee for Bilateral Cooperation; in charge of Viet Nam-Laos Inter-governmental Committee; Chairman of National Steering Committee for ASEAN Single Window, National Single Window and Trade Facilitation; Head of State Steering Committee for Land Border Demarcation and Marker Planting; Head of Steering Committee for Crime Combat; Head of National Steering Committee for Prevention and Control of Smuggling, Trade Fraud and Counterfeit Goods; Chairman of National Traffic Safety Committee; Chairman of National Civil Aviation Security Committee; Head of Steering Committee for Human Rights; Head of Central Steering Committee for Implementation of National Target Programs on new-style rural development for 2021-2025 period, sustainable poverty reduction for 2021-2025 period, and socio-economic development in ethnic and mountainous areas for 2021-2030; Head of Central Steering Committee for Natural Disaster Prevention and Control; Chairman of Councils for appraisal of sectoral planning schemes in assigned management areas.

d) Undertakes other tasks assigned by the Prime Minister

4. Deputy Prime Minister Le Thanh Long

a) Oversees and directs the following areas:

- Institutional building, building of law-governed socialist State, judicial reform

- International dispute settlement

- Amnesty

- Coordination between the Government and the People's Supreme Court and People's Supreme Procuracy

- Education and vocational training

- Labor, employment and social affairs

- Culture, sports and tourism

- Healthcare, population, family and children affairs

- Approves investment policies for investment projects in assigned management areas

b) Oversees and directs the Ministry of Justice, Ministry of Education and Training, Ministry of Labor, Invalids and Social Affairs, Ministry of Culture, Sports and Tourism

c) Cum Minister of Justice until the successor is appointed

d) Chairman of National Council for Education and Human Resource Development, Chairman of Central Council for Defense-Security Education; Chairman of National Committee for AIDS, Drug and Prostitution Prevention and Control, Chairman of National Council for Sustainable Development and Competitiveness Improvement, Head of State Steering Committee for Tourism, Head of Central Inter-disciplinary Steering Committee on Food Safety; Chairman of Councils for Appraisal of Secrtoral Planning Schemes under assigned management areas

dd) Undertakes other tasks assigned by the Prime Minister./.
