Major policies take effect in November 2025

VGP – New policies on compulsory social insurance and online money transfer shall take effect in November 2025.

The Government issued Decree No. 274/2025/ND-CP on detailed implementation of several articles of the Law on Social Insurance.

The Decree, scheduled to come into effect from November 30, specifies cases of late payment of compulsory social insurance/umemployment insurance premiums, and evasion of compulsory social insurance/ unemployment insurance premiums.

Criteria for identifying disadvantaged ethnic minorities

The Government promulgated Decree No. 255/2025/ND-CP on criteria for identifying disadvantaged ethnic minorities for the 2026-2030.

Under the Decree, ethnic minorities shall be considered having disadvantaged conditions if meeting the following criteria:

having multidimensional poverty rate higher than the national average multidimensional poverty rate among ethnic minorities. having the population of less than 10,000 people.

The Decree shall take effect on November 15, 2025.

Ratings of credit organizations

The State Bank of Viet Nam issued Circular No. 21/2025/TT-NHNN on credit rating of credit organizations and foreign bank branches, scheduled to take effect on November 1, 2025.

Under the Circular, credit organizations and foreign bank branches shall be rated on an annual basis in terms of capital safety, product quality, governance capacity, performance, and liquidity.

The ratings shall serve as the basis for the Central Bank to decide whether or not it allows credit organizations and foreign bank branches to expand network and launch new products.

New regulations on online money transfers

The State Bank of Viet Nam issued Circular No. 27/2025/TT-NHNN on detailed implementaiton of several articles of the Law on Anti-Money Laundering.

Under the Circular, domestic money transfer of VND500 million or above must be reported to the Central Bank's Anti-Money Laundering Department.

The same requireent shall also be applicable if the value for international online money transfer transactions is US$1,000 or more, including other foreign currencies of equivalent value./.
