Legislature approves revised Capital Law
VGP - The 16th National Assembly (NA) on Thursday passed the Capital Law (revised) at its ongoing first working session.
The revised law alllows Ha Noi to have greater autonomy as it specifies 199 special powers for the capital city.
Notably, the Municipal People's Council shall decide on policies for urban renovation and redevelopment.
The law clarifies Ha Noi authorities' powers in managing planning and development space, especially underground space.
In addition, it introduces new policies in the fields of education and healthcare, and allows the application of special mechanisms for large and important projects.
Regarding finance and the state budget, it adds more flexible mechanisms for budget management and for selecting targeted beneficiaries of incentives in order to promote priority sectors.
The law also allows Ha Noi to use its local budget to invest in cross-regional projects related to infrastructure, environment, and essential services./.
