Legislative body approves Law on Science, Technology and Innovation

VGP – The National Assembly on Friday approved the Law on Science, Technology and Innovation to spur research and development of science, technology and innovation in Viet Nam.

The law, consisting of 73 articles, shall come into effect on October 1, 2025.

Under the law, the State shall give priority to building infrustructure for science and technology research and innovation, key national laboratories, and infrastructure connectivity between research institutes, education establishments and enterprises.

The State shall invest in developing universities into centers for science and technology research and innovation; gradually formulate high-quality research centers to train quality workforce.

The law targets to promote technology transfer and application of research outcomes into reality, assist enterprises in innovation and technological creation and mastery.

In particular, the Law stipulates the exclusion of criminal liability under the Penal Code for risks occurring in the process of research, testing, and application of scientific, technical, and technological advances. The Government will specify this in detail, including criteria for determining acceptable risks and procedures for assessing compliance with procedures and legal regulations.

The State will adopt preferential policies and specific mechanisms to attract and make good use of domestic and foreign talents, experts and scientists.

Organizations and individuals performing research tasks are granted ownership of the results for commercialization and receive at least 30 percent of the income from the applied products, and are exempted from or have their personal income tax reduced from this income.

The Ministry of Science and Technology shall be responsible for measuring overall effectiveness, using the results as a basis for allocating resources and deciding on the assignment of subsequent tasks./.
