At the invitation of President of the Russian Federation V.V. Putin, General Secretary of the Central Committee of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam To Lam paid a State visit to the Russian Federation from September 7 to September 9, 2026.

General Secretary of the Central Committee of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam To Lam held a retreat and talks with President of the Russian Federation V.V. Putin; met with Prime Minister of the Russian Federation M.V. Mishustin, Chairman of the Federation Council of the Federal Assembly of the Russian Federation V.I. Matviyenko, Chairman of the State Duma of the Federal Assembly of the Russian Federation V.V. Volodin, Chairman of the United Russia Party and Deputy Chairman of the Security Council of the Russian Federation D.A. Medvedev, Aide to the President and Chairman of the Maritime Council of the Russian Federation N.P. Patrushev, and Chairman of the Central Committee of the Communist Party of the Russian Federation G.A. Zyuganov.

General Secretary of the Central Committee of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam To Lam laid wreaths at President Ho Chi Minh Square and the Tomb of the Unknown Soldier; received representatives of the War Veterans' Association and the Russia-Viet Nam Friendship Association; met with leaders of several leading Russian corporations. In the presence of President V. Putin and senior leaders of both countries, the Lev Tolstoy International Peace Prize Foundation awarded its 2026 Prize to General Secretary of the Central Committee of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam To Lam in recognition of his significant contributions to strengthening peace and cooperation among nations.

The talks and meetings took place in an atmosphere of traditional friendship, sincerity, and trust inherent in the relations between the two countries. The leaders of Viet Nam and Russia held extensive exchanges of views on the status and prospects of Viet Nam - Russia relations, and agreed on measures to further promote the Comprehensive Strategic Partnership between the two countries.

The General Secretary of the Central Committee of the Communist Party of Viet Nam and President of the Socialist Republic of Viet Nam highly appreciated the achievements of the Russian Federation in economic development, ensuring public welfare, and elevating the country's prestige in the international arena.

The President of the Russian Federation recognized the impressive achievements in socio-economic development of Viet Nam and its active participation in addressing regional and global issues, expressing confidence that under the leadership of the Communist Party of Viet Nam headed by General Secretary and President To Lam, Viet Nam will continue to successfully achieve the strategic national development goals set forth by the 14th National Congress of the Communist Party of Viet Nam.

Based on the outcomes of the visit, the Socialist Republic of Viet Nam and the Russian Federation declare as follows:

FOUNDATIONS, PRINCIPLES, AND OBJECTIVES OF RELATIONS

1. The relations between Viet Nam and Russia were established in 1950, characterized by fraternal friendship, profound trust, and mutual support. These qualities were manifested with particular clarity during the years when the heroic Vietnamese people waged their struggle for national liberation and the defense of independence and freedom. In 2001, the two countries established a Strategic Partnership, which was elevated to a Comprehensive Strategic Partnership in 2012.

2. The two sides affirm that the traditional friendship and Comprehensive Strategic Partnership between Viet Nam and Russia have withstood the test of time and all geopolitical shifts, constituting an invaluable asset of the two peoples; the consolidation and development of bilateral relations remain a long-term strategic choice and a top priority in each country's foreign policy.

3. Building upon past achievements, and desiring to harness existing potential and rich experience of cooperation across multiple fields, Viet Nam and Russia will continue their efforts to strengthen and diversify areas of cooperation for the benefit of both peoples, and for peace and stability in the Asia-Pacific region and the world.

4. Viet Nam and Russia build their relations on mutual trust, long-term vision, effective cooperation in all fields, and comprehensive strategic coordination, in accordance with the fundamental principles of international law and the United Nations Charter, based on equality and mutual benefit, with a firm resolve to cooperate closely across all fields within both bilateral and multilateral frameworks.

5. The two sides agree to develop the Viet Nam - Russia Comprehensive Strategic Partnership in the new period with high political and strategic trust; balanced and sustainable economic, trade, and investment foundations; defense and security cooperation as a strategic pillar; energy and oil and gas as a strategic breakthrough; science-technology, innovation, and human resources as primary drivers; and culture and people-to-people exchange as a connecting bridge between the two nations, adaptable to global developments and delivering concrete benefits to the citizens, localities, and enterprises of both countries.

MAIN DIRECTIONS OF BILATERAL COOPERATION

Political and Diplomatic Relations

The two sides affirm that high political trust is the core and solid foundation for implementing comprehensive cooperation in other fields, agreeing to maintain regular and substantive political dialogue through delegation exchanges and contacts at all levels in a spirit of trust and constructiveness, thereby promoting the steady development of bilateral relations, implementing reached agreements, and identifying prospective new areas of cooperation.

7. The two sides agree to enhance inter-party cooperation through delegation exchanges, cadre training, expert exchanges, joint research, political-ideological education for youth, and the promotion of cultural values, literary heritage, and arts of both nations.

8. The two sides will continue to strengthen parliamentary cooperation by maintaining delegation exchanges and contacts between parliamentary leaders, leveraging existing cooperation mechanisms, enhancing oversight of the implementation of international treaties, agreements, and high-level commitments; refining the legal framework to facilitate key cooperation projects in strategic sectors; enhancing cooperation between parliamentary committees and parliamentary friendship groups; and continuing mutual consultation and support at international and regional inter-parliamentary forums.

Defense and Security

9. The two sides affirm that defense and security cooperation is a strategic pillar of the Comprehensive Strategic Partnership and emphasize that such cooperation is not directed against any third party and is fully compliant with international law. The two sides highly appreciate the significant contributions of Viet Nam and Russia to global peace and stability, including Viet Nam's participation in United Nations peacekeeping operations, disaster response, and search and rescue operations.

10. The two sides agree to step up delegation exchanges at all levels, particularly at high levels, to effectively implement signed cooperation documents and existing mechanisms; enhance cooperation among armed services and branches, in humanitarian mine action, maritime security, and safety of navigation; promote high-quality personnel and expert training; and expand scientific-technical and military-technology cooperation.

11. The two sides commit to strengthening cooperation in combating extremism and radicalization, especially among the youth. In this context, both sides emphasize the need to enhance coordination and experience-sharing between competent authorities of both countries.

12. Pursuant to the Intergovernmental Agreement on Cooperation in Ensuring International Information Security dated September 6, 2018, the two sides will continue coordinated efforts to prevent the misuse of information and communications technology (ICT) for terrorist, extremist, or criminal purposes, as well as interference in internal affairs or infringement upon state sovereignty; enhance the sharing of information and experience to counter plots, intentions, and activities aimed at internal interference or affecting institutions, policies, and laws by hostile forces or foreign special services.

The two sides aim to strengthen practical cooperation in ICT, including promoting the initiative to establish an Asia-Pacific Regional Cybercrime Center under the auspices of the United Nations Office on Drugs and Crime (UNODC); stress the importance of establishing universal, legally binding norms under UN auspices to form an equitable international information security system; welcome the successful signing ceremony of the United Nations Convention against Cybercrime on October 25–26, 2025; and support its early entry into force.

The two sides express readiness to expand cooperation in combating all forms and manifestations of crime, including ICT-enabled crimes, and to continue cooperation between their law enforcement agencies.

Trade and Economic Relations

13. The two sides continue to pay special attention to trade and economic cooperation; coordinate closely and effectively within the framework of the Intergovernmental Commission on Trade-Economic and Scientific-Technological Cooperation, its subcommittees, and working groups to implement the Master Plan for Viet Nam - Russia Cooperation Development up to 2030 and other joint agreements to increase bilateral trade turnover, while promoting cooperation in science-technology, artificial intelligence (AI), digital economy, green energy, maritime economy, and climate change adaptation.

14. The two sides will continue to leverage the advantages of the Free Trade Agreement between the Socialist Republic of Viet Nam and the Member States of the Eurasian Economic Union (EAEU); remove barriers to bilateral trade; support exporters and investors; and strengthen effective coordination in banking-finance, industrial manufacturing, agriculture, and ICT, including AI.

15. Viet Nam encourages Russian investment in high value-added projects featuring technology transfer, innovation, and human resource training. Russia will study prospects for expanding investments in Viet Nam in energy (including renewable energy), manufacturing and processing industries, circular economy, ICT, logistics, infrastructure development, high-tech agriculture, pharmaceuticals, healthcare, tourism, and culture.

Russia supports Vietnamese business investments in Russia in textiles, consumer goods, furniture manufacturing, handicrafts, and tourism.

Fuel and Energy

16. The two sides consider cooperation in the fuel and energy sector as a strategic breakthrough in Viet Nam - Russia relations, contributing to energy security for both nations. On this basis, the two sides agree to enhance the efficiency of ongoing projects and expand oil and gas cooperation in Viet Nam and Russia in accordance with national laws and international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). The two sides will expedite prospective areas of cooperation regarding the supply of Russian crude oil and liquefied natural gas (LNG), and the construction of necessary infrastructure in Viet Nam for receiving, processing, and storing hydrocarbon products.

The two sides will continue exploring the participation of Russian organizations in modernizing existing power plants in Viet Nam and constructing new power generation facilities, including offshore wind power projects.

17. The two sides note that the signing of the Intergovernmental Agreement on Cooperation in the Construction of a Nuclear Power Plant in the Socialist Republic of Viet Nam in Moscow on March 23, 2026 opened a new chapter in Viet Nam - Russia relations. The construction and operation of the plant—prioritizing absolute nuclear and radiation safety, drawing on Russia's best practices, adhering to mutually agreed timelines and localization ratios, and ensuring economic efficiency—will help secure a stable power supply, train highly qualified Vietnamese specialists, create jobs, and provide a broader impetus for Viet Nam's socio-economic and technological development.

The two sides will continue implementing the project to construct the Center for Nuclear Science and Technology in Viet Nam—a major cooperative milestone in the peaceful use of atomic energy.

Transport and Logistics

18. The two sides affirm mutual interest in close cooperation in transport and logistics, including the construction of urban metro systems in Viet Nam, railway modernization, enhancement of multimodal transport via Viet Nam - China - Russia rail-sea routes, and exploring potential participation in the International North-South Transport Corridor (INSTC) initiative and cooperation on the Northern Sea Route.

19. The two sides will expand cooperation between the Maritime Council of the Russian Federation and relevant Vietnamese ministries and agencies in maritime affairs, including commercial shipping, shipbuilding, port infrastructure development, personnel training, marine scientific research, and marine ecosystem protection.

Industry and Agriculture

20. The two sides will create favorable conditions for Vietnamese and Russian investors to operate and execute industrial and agricultural projects in both territories.

21. The two sides emphasize the importance of strengthening cooperation in agriculture, forestry, and fisheries, including increasing the supply of high-quality agricultural products and facilitating their market entry into both countries, while encouraging joint ventures in these sectors.

Science and Technology, Education, Training, and Healthcare

22. The two sides affirm continued cooperation in science, technology, education, and human resource training, highly valuing the events organized in 2026 within the framework of the Year of Russia – Viet Nam Science and Education Cooperation.

23. The two sides agree to promote the pivotal role of science, technology, innovation, and digital transformation; strengthen joint research cooperation, particularly in peaceful use of tomic energy, digital technologies, AI, biotechnology, new materials, energy and automation, and high-tech agriculture; and promote cooperation in technology transfer.

24. The Vietnamese side expresses gratitude to the Government of the Russian Federation for annually granting scholarships to Vietnamese citizens in key fields crucial for Viet Nam's economic development, prioritizing strategic technologies, fundamental research, quantum technology, nuclear energy, and supporting disciplines. The two sides will enhance expert and scholar exchanges, facilitate university and research institute partnerships, and support links between tech enterprises in R&D and tech deployment, transitioning toward a "project-based training" model, alongside short-term training visits by Russian experts to Viet Nam in culture, arts, and sports.

The two sides stress the importance of Russian language teaching in Viet Nam and Vietnamese language teaching in Russia; agree to expedite the operationalization of the Pushkin Russian Language Center in Ha Noi; and promote the establishment of a Russian educational institution in Viet Nam funded and managed by the Russian Government in compliance with national laws.

25. The two sides recognize the importance of continued support for the Viet Nam - Russia Tropical Center in conducting applied, basic, and marine research, including the utilization of the research vessel "Academician Gagarinsky" transferred as a non-refundable gift by Russia in 2025.

26. The two sides affirm that the first human spaceflight by Soviet citizen Yuri Alekseyevich Gagarin 65 years ago, on April 12, 1961, represented a historic milestone for human civilization, opening unprecedented horizons.

The two sides support the use of space systems, ground infrastructure, and space technology achievements exclusively for peaceful purposes and sustainable development, including climate monitoring, emergency response, natural resource management, agriculture, transport, communications, and digital transformation.

27. The two sides express readiness to strengthen healthcare cooperation, expand medical and pharmaceutical training, conduct joint scientific research, hold expert conferences, support joint ventures between medical research entities and pharmaceutical firms, promote R&D investment and joint production of pharmaceuticals and biomedicine, and enhance regulatory dialogue. Both sides will consider recognizing marketing authorizations issued by Russia and the EAEU for drug registration in Viet Nam and vice versa, in accordance with Vietnamese law and international treaties to which Viet Nam is party.

Cultural and Humanistic Cooperation

28. The two sides agree to effectively implement the Cultural Cooperation Program for 2025–2027, hold regular Culture Days, Festivals, and Film Weeks; coordinate the "Russian Cultural Season in Viet Nam" in 2027; and expedite the establishment of a Vietnamese Cultural Center in Russia.

29. The two sides will continue cooperation in physical culture and sports, opposing the politicization of sports and the discriminatory use of major sporting events against athletes, while promoting equitable international sports cooperation based on Olympic movement principles.

30. Viet Nam and Russia support expanding labor cooperation and boosting tourist exchanges by increasing regular direct flights and charter flights, simplifying entry procedures for Vietnamese citizens entering Russia toward a visa-free regime for ordinary passport holders, elevating tourism service quality, and organizing promotional forums and exhibitions.

The two sides reaffirm their commitment to maintaining favorable conditions for Vietnamese citizens living, working, and studying in Russia, and for Russian citizens living, working, and studying in Viet Nam.

31. The two sides welcome expanded humanistic exchanges, maintaining ties between leading press outlets, journalist associations, archiving agencies, friendship societies, and social organizations, while preserving national identity, cultural diversity, and traditional values.

32. The two sides intend to enhance information cooperation to promote an objective image of both countries and the Comprehensive Strategic Partnership globally, strengthen media cooperation, and counter disinformation on bilateral relations, including using appropriate tools to address third-party misinformation.

33. The two sides will foster local-level cooperation within bilateral and multilateral frameworks, including organizing the Russia – Viet Nam Local Cooperation Forum to enhance socio-economic and cultural ties, contributing to a broader Asia-Pacific dialogue space.

MAIN DIRECTIONS OF INTERNATIONAL COOPERATION

34. The two sides firmly uphold the outcomes of World War II enshrined in the United Nations Charter; oppose attempts to distort World War II history; and emphasize patriotic education, intergenerational continuity, and preserving the memory of the struggle against Nazism, fascism, and militarism.

Both sides treasure their shared history.

The two sides advocate for a more equitable and sustainable multipolar world order based on full adherence to the principles and rules widely recognized in international law; expanding opportunities for mutually beneficial and respectful cooperation among countries. Both sides agree to affirm that every nation's right to choose its development model and political, economic, and social system tailored to its conditions and people's will.

35. The two sides do not support unilateral coercive measures incompatible with international law and unapproved by the United Nations Security Council, nor do they support ideologically driven divisions.

The two sides affirm strict adherence to sovereign equality and international obligations regarding state immunity and state property, including foreign reserves, opposing initiatives aimed at freezing, seizing, or confiscating foreign state assets.

36. The two sides express resolve to enhance coordination within the United Nations, including the United Nations General Assembly; oppose the politicization of United Nations specialized agencies and international bodies; and uphold the central coordinating role of the United Nations in peace, security, and sustainable development.

The two sides support enhancing United Nations efficiency, democratization, and reform; continuing close cooperation in the United Nations and international multilateral mechanisms; and providing mutual support in elections to the executive boards of these organizations.

The two sides support mutually beneficial UNESCO cooperation in education, science, culture, sports, and communication, affirming their shared resolve to strengthen UNESCO as a universal humanistic intergovernmental forum fostering multilateral, professional, and respectful dialogue.

38. The two sides stand ready to joint international efforts against traditional and non-traditional security challenges, including terrorism, extremism, transnational crime, armed conflict, illicit drug trafficking, externally instigated coups, climate change, disasters, and epidemics.

39. The two sides will strive to ensure information security, food security, and the effective implementation of the 2030 Agenda for Sustainable Development.

40. The two sides support building an inclusive, open, transparent, equal, and indivisible security architecture in Eurasia based on respect for international law and the United Nations Charter, eliminating root causes of conflict, and ensuring peace, stability, development and legitimate interests of all countries. To these ends, both sides call for enhancing bilateral and multilateral cooperation through dialogue and coordinated action.

The two sides note the initiative to draft a Eurasian Charter of Diversity and Multipolarity in the 21st Century.

41. The two sides support international arms control, disarmament, and non-proliferation efforts toward a world free of weapons of mass destruction in order to build a world free of these weapons that is safer for all countries.

The two sides stress the need to prevent an arms race in outer space, supporting early negotiations on a legally binding international instrument based on the draft treaty on the prevention of the placement of weapons in outer space, and endorsing the political commitment initiative on the non-first placement of weapons in space.

42. The two sides emphasize full compliance with and strengthening of the 1972 Biological Weapons Convention (BWC) and the 1993 Chemical Weapons Convention (CWC).

43. The two sides advocate for regional efforts to establish an inclusive, open, transparent, equal, and indivisible security architecture in Asia-Pacific based on international law, peaceful settlement of disputes, and non-interference in internal affairs, opposing actions that undermine regional dialogue. Both sides oppose acts undermining the strengthening and expansion of regional dialogue.

44. The two sides affirm their commitment to strengthening coordination within APEC as a key non-politicized, non-discriminatory economic forum. Russia fully supports Viet Nam's hosting of APEC 2027. Viet Nam welcomes and backs Russia's bid to host APEC 2035. Both sides request members to positively consider these bids based on consensus to ensure APEC's continuity.

45. The two sides affirm the comprehensive and unified character of the 1982 UNCLOS as the legal framework governing all activities in oceans and seas. The two sides agree to coordinate actions to ensure maritime safety, security, and freedom of navigation and overflight, and trade; advocating restraint, non-use or threat of force, and peaceful resolution of disputes in accordance with UNCLOS 1982.

Russia supports the full and effective implementation of the 2002 Declaration on the Conduct of Parties in the East Sea (DOC) and welcomes efforts toward creating an environment conducive to negotiations to reach an effective, substantive Code of Conduct (COC) consistent with UNCLOS 1982.

46. Russia supports ASEAN centrality in the Asia-Pacific regional architecture and values the principles of the Treaty of Amity and Cooperation in Southeast Asia (TAC) established on February 24, 1976. Viet Nam and Russia will actively and constructively participate and coordinate in ASEAN-led mechanisms such as EAS, ARF, and ADMM+; continue support for national initiatives introduced within the framework of these mechanisms for the common good.

The two sides agree to enhance and deepen the Russia - ASEAN Strategic Partnership, promoting comprehensive and effective cooperation in energy, trade, investment, ICT, counter-terrorism and transnational crime, defense cooperation, maritime cooperation, science, education, human resource traning.

Both sides agree to promote the effective implementation of the Comprehensive Plan of Action (2026–2030) for Russia-ASEAN Strategic Partnership.

47. The two sides support regional economic integration and connectivity initiatives, including the Greater Eurasian Partnership while strengthening ASEAN - EAEU economic cooperation, including the implementation of the Cooperation Program between the Eurasian Economic Commission and ASEAN for 2026-2030.

Both sides will promote the expansion of the relations between ASEAN and EAEU, and between ASEAN and the Shanghai Cooperation Organisation (SCO).

48. Russia highly values Viet Nam's balanced and objective stance on the Ukraine crisis, welcoming Viet Nam's readiness to participate in efforts for a political-diplomatic solution to the crisis and the restoration of regional stability on the basis of taking into account legitimate security interests of all sovereign states.

Ha Noi and Moscow commit to complying with international law and United Nations Charter principles, working toward resolving the conflict related to Ukraine by eliminating its root causes to achieve a sustainable peace, expressing deep concern over civilian casualties, and calling for restraint in supplying weapons to the conflict zone.

49. The two sides agree to explore establishing a bilateral Viet Nam - Russia Maritime Dialogue mechanism to enhance trust and mutual understanding, creating a mechanism for regular exchanges on maritime issues and fostering practical cooperation in the areas of mutual interest.

50. The two sides affirm that the State visit to the Russian Federation by General Secretary and President To Lam is of paramount significance for promoting the Comprehensive Strategic Partnership and mutually beneficial cooperation across various domains.
