Under the plan, the city's population is expected to reach 18 million by 2030 and over 27 million by 2050. Its workforce is projected to increase to 8.2 million by 2030, 10.7 million by 2045, and 11,3 million by 2050.

The city is envisioned to become an economic, cultural, social, scientific, technological and innovation hub in Asia, before achieving the long-term status as a global, smart, modern, and comprehensive metropolis comparable to the world's leading cities.

The city targets to gradually transform its growth model mainly based on capital, land, and labor to a new one that is primarily driven by productivity, science, technology, innovation and high-value services.

The 2026-2030 period focuses on four core pillars: breakthrough technology, innovation, strategic infrastrucure, and urban services.

For the 2031-2035 period, the city will focus on leveraging framework infrastructure efficiency while shifting strongly toward a knowledge based economy in the next phase (2036-2045) and maintaining sustainable growth to secure its position as a global city in post-2045 period.

The city's five growth poles include: international financial services (Central Core); innovation (East); industry, high-tech, and logistics hub (North); seaports, free trade zone, international logistics, and energy hub (South); urban, education, and healthcare hub (West)./.
