Historic milestone in Viet Nam's local governance
VGP – The National Assembly on Monday approved the Law on Organization of Local Administrations, marking a historic milestone in Viet Nam's local governance.

Under the revised Law, for the first time in Viet Nam's history, local governance shall be organized into two levels: provincial and communal levels (two-tier local administration system). The district-level administrations have been dissolved.
In addition, there shall be special administrative-economic units established by the National Assembly.
This strong revolutionary move will increase autonomy and promote proactiveness and creativity of local administrations while upholding the role and responsibility of leaders of local administrations.
In addition to the new law, the Government promulgated 28 decrees on decentralization and delegation of authority last week.
These decrees clarify the authority of the central Government and local administrations, indicating the country's strong innovaion in public governance.
Under these decrees, the Government has decided to delegate 2,718 out of 6,738 tasks to local administrations, including 1,470 tasks delegated to provincial-level administrations and 1,248 tasks to communal levels.
The above figures show that the Government does not only delegate authority to provincial-level administrations but also communal-level administrations.
Also last week, the National Assembly adopted a resolution on reorganization of provincial-level administrative units. Accordingly, Viet Nam has 34 provinces and cities compared to previously 63./.
