Hai Phong tops public administration services and reform indexes in 2025
VGP - The northern city of Hai Phong took the lead in the 2025 Satisfaction Index of Public Administrative Services (SIPAS 2025) and the 2025 Public Administration Reform Index (PAR INDEX 2025) for provincial People’s Committees.
According to the Ministry of Home Affairs, the measurement of SIPAS 2025 was conducted nationwide with 36,000 survey questionnaires distributed across 720 communes and wards in 34 provinces and centrally governed cities. A total of 35,649 valid responses were collected, achieving a response rate of 99.03 percent.
The SIPAS index consists of a system of indicators, including 37 indicators reflecting citizens' perceptions and evaluations, 51 indicators measuring satisfaction levels, and 10 indicators reflecting people's needs and expectations. Together, these indicators provide a comprehensive picture of the service quality of administrative agencies.
The results show that citizens' satisfaction level in 2025 reached 83.09 percent, down 0.78 percentage points compared to 2024 and 0.43 percentage points higher than in 2023.
The top three localities nationwide were Hai Phong, Quang Ninh, and Dong Nai. In contrast, the three localities with the lowest scores were Lai Chau, Lang Son, and Cao Bang.
Meanwhile, the PAR INDEX is an important tool for evaluating administrative reform outcomes. It helps ministries, sectors, and localities clearly identify their strengths, shortcomings, and limitations to improve governance effectiveness and the quality of public services. The year 2025 marked the 14th year that this index has been implemented at the provincial level.
In 2025, the Ministry of Home Affairs conducted nearly 99,700 survey questionnaires, including more than 35,600 responses from citizens to measure satisfaction with the services provided by administrative agencies.
At the ministerial level, the average value of the administrative reform index reached 87.2 percent, an increase of 2.77 percentage points compared to the previous year. Six out of twelve ministries scored above the average level.
According to the rankings, the Ministry of Justice achieved the highest score at 95.48 percent, which was 14.47 percentage points higher than the Ministry of Health - the worst performer.
At the provincial level, PAR INDEX 2025 continued its upward trend, with the average score reaching 89.96 percent—the highest level ever recorded and an increase of 1.59 percentage points compared to 2024.
In this year's rankings, Hai Phong topped the nation with a score of 95.37 percent.
It was followed by the northern Quang Ninh with 93.16 percent; Dong Nai with 93.10 percent; Ninh Binh with 93.08 percent; and Ha Noi with 92.90 percent.
Meanwhile, Cao Bang ranked bottom with overall score of 82.73 percent./.
