The agencies subjected to relocation include the city's Department of Culture and Sports, the Institute of Literature, the Ha Noi Population Division, the Ha Noi Blind Association, the Northern Power Corporation, the Ha Noi Power Corporation, the National Power Transmission Corporation, Dien Luc Hotel, the city's Citizen Reception Office, as well as the Hoan Kiem Power and the State Treasury's Office.

The affected households will be relocated to Dong Anh district.

Following the relocation, a new underground space will be buit with three underground floors functioning as malls and parking lots. The entrances will be located near Dinh Liet Street.

The Sword Lake, its surrounding areas, and the Old Quarters, located in the center of Ha Noi, have always been considered the heart of the capital city, as well as its spiritual and cultural hub.

The streets surrounding the lake have been turned into a pedestrian zone during weekends since October 2016 as part of the city authorities' effort to promote the value of the area. Since the change, many cultural, artistic, and entertainment activities have been held around the lake.

Thousands of visitors come to the pedestrian zone surrounding Hoan Kiem Lake every weekend to enjoy the environment and culture of Ha Noi – the City for Peace.

As a city-level tourist area, these zones are set to become the first in the city to implement vehicle restrictions as part of an initiative aimed at curbing air pollution./.
