Hà Nội aims to create breakthrough in personnel quality

VGP - In 2009, Hà Nội will focus on personnel quality to create breakthrough in fulfilling the 5-year socio-economic development plan 2006-2010, said the City’s Party Secretary Phạm Quang Nghị at a meeting on December 20.

Hà Nội Party Secretary Phạm Quang Nghị: The capital will focus on improving personnel  quality

The Secretary urged the city's bodies to speed up the implementation of the NA's resolution on the capital's administrative expansion, focusing on personnel arrangement and rotation to enhance and improve their performance.

Hà Nội must actively reform its business environment, assist enterprises to boost production, stimulate demand and step up infrastructure development, said Secretary Phạm Quang Nghị.

He also revealed that the capital will strive to upgrade competitiveness index.

To reach the target of 9.5-10% of economic growth, all the districts will give priorities to development of services, review and strictly manage key and urgent projects, and vigorously promote agricultural and rural development.

In 2009, Hà Nội sets to earn an export turnover increase of 20%. The capital plans to create 126,000 jobs, reduce poverty rate down to 14% and build more social houses for low-income groups.

The city will spend VND 220 billion to solidify its dyke system, VND 88 billion to repair irrigation works and VND 115 billion for urban embellishment.
