Guidance on how to implement National Single Window

VGP – The Ministry of Finance and three relevant ministries have recently published a joint circular on the implementation of the National Single Window (NSW).

The new joint circular relates to the Ministry of Finance (MoF), the Ministry of Agriculture and Rural Development (MARD), the Ministry of Natural Resources and Environment (MoNRE); and the Ministry of Health (MoH).

It regulates organizations and individuals carrying out export, import, transit activities; having rights and relevant obligations in relation to export, import, and transit activities to conduct administrative procedures on the NSW.

Account registration via NSW Portal

Declarants access to address www.vnsw.gov.vn to register accounts.  

Under the fresh joint circular, the NSW Portal is in charge of receiving e-documents, related information, and digit signatures of declarants.

The MoF provides one-stop-shop administrative procedures on exports and imports in contracts; exports and imports for processing contracts with foreign traders; exports and imports of processing enterprises; and exports and imports on the spot.  

The MARD covers administrative procedures on granting of imported aquatic food quality certifications and import licences of agricultural seeds, and fertilizers.    

The MoNRE offers administrative procedures on cross-border transportation of harmful wastes; import registration of HCFC substances.

The MoH provides NSW administrative procedures on import of cosmetics and medical equipment./.
