Gov't releases timelines for vehicle emission inspections

VGP - The Prime Minister has issued Decision No. 13/2026/QĐ-TTg on national technical regulations on emissions for motorcycles and mopeds.

The Decision specifies the timeline for starting emission inspections for motorcycles and mopeds as follows: 

a) From July 1, 2027, Ha Noi and Ho Chi Minh City - the two biggest cities in Viet Nam, shall be the first localities to carry out vehicle emission inspections. 

b) From July 1, 2028, the remaining centrally governed cities, namely Hai Phong, Da Nang, Hue, and Can Tho shall begin vehicle emission inspections.

c) From July 1, 2030, remaining provinces shall start vehicle emission inspections. Depending on actual conditions, these provinces may decide to apply earlier deadlines.

According to the Decision, motorcycles manufactured or imported before 2008 shall apply level 1 while motorcycles manufactured or imported from 2008 through the end of 2016 shall apply level 2.

Motorcycles manufactured or imported from 2017-June 30, 2026 shall apply level 3 and motorcycles manufactured or imported from July 1, 2026 shall apply level 4.

Mopeds manufactured or imported before 2016 shall apply level 1 while mopeds manufactured or imported from 2017-June 30, 2027 shall apply level 2. Mopeds manufactured or imported from July 1, 2027 shall apply level 4.

From January 1, 2028, motorcycles and mopeds operating in Ha Noi and Ho Chi Minh City must comply with emission standards of level 2 or higher.

Under the Decision, motorcycles and mopeds entering "low-emission zones" in the capital city must meet stricter emission requirements in accordance with resolutions issued by the Ha Noi People's Council.
