Gov’t prepares for NASC sessions

VGP - PM Nguyen Tan Dung has assigned the Cabinet members to prepare reports and draft laws at the upcoming 21st, 22nd and 23rd sessions of the National Assembly Standing Committee (NASC).

Regarding the 21st session which is planned to convene from September 9-24, Minister of Public Security Tran Dai Quang was asked to work with the Ministry of Justice (MOJ) and relevant agencies to compile a report on crimes, legal violations and crime prevention work in 2013.

He will prepare another report on the Ministry’s judgement execution in 2013 and send it to the MOJ for making the Government’s general report, and develop an amended draft Law on People’s Public Security Forces.

To prepare for the 23rd session, Minister Quang was also required to coordinate with relevant agencies and prepare a draft Ordinance on the Mobile Police.

Minister of National Defense Phung Quang Thanh was asked to make a report on the army’s judgement execution in 2013 and send it to the MOJ for making the Government’s general report and develop amendments and supplements to the Law on Viet Nam People’s Army Officers.

Minister of Finance Dinh Tien Dung was entrusted to make a report on the 2013 implementation of the Law on Thrift Practice and Anti-Wastefulness, as well as a draft report on explanations and suggestions to amend this Law.

To prepare for the 22nd session on October 7-11, he was asked to write reports on State budget plans for 2013 and 2014 and explanation on issuing Government bonds for National Highways No.1 and No. 14.

The Law on amendments and supplements to the Law on Environmental Protection as well as the report on explanations and suggestions to the Land Law (amended) will be prepared by Minister of Natural Resources and Environment Nguyen Minh Quang.

Minister Quang was also asked to coordinate with relevant agencies to prepare the draft Law on amendments and supplements to the Land Law, which will be reported at the 22nd session.

Minister of Justice Ha Hung Cuong was required to work with the Ministry of Public Security, Ministry of National Defense and relevant agencies to prepare the Government’s general reports on judgement execution, crimes and legal violations, and crime and legal violation prevention in 2013.

He was also requested to prepare the draft Law on amending and supplementing some articles of the Law on Notarization for the 22nd session.

Reports on the implementation of policies and laws related to the recruitment, training, promotion of State employees; and on pilot project on abolishing the People’s Councils at district and ward levels will be compiled by Minister of Home Affairs Nguyen Thai Binh.

Minister Binh will also work with relevant agencies to draw up a report on the implementation and outcomes of administrative boundary expansion of Ha Noi.

Minister of Health Nguyen Thi Kim Tien will report about the implementation of policies and laws on medical insurance in the 2009-2012 period and a draft law on some amended and supplemented articles of the Law on Healthcare Insurance.

Minister of Agriculture and Rural Development Cao Duc Phat was assigned to prepare a draft report on explanations and adjustments to the draft Law on Plant Protection and Quarantine.

Minister of Labor, Invalids and Social Affairs Pham Thi Hai Chuyen was tasked to compile a draft report on explanations and adjustments to the draft Law on Employment.

Government General Inspector Huynh Phong Tranh will deliver a report on anti-corruption in 2013 and prepare a draft report on explanations and adjustments to the draft Law on Citizen Reception.

To prepare for the 22nd session, General Inspector Tranh will develop a report on addressing citizens’ complaints and denunciations in 2013.

Meanwhile, Minister of Planning and Investment Bui Quang Vinh was required to prepare reports on implementing the 2013 socio-economic development plan, the socio-economic development plans for 2014, 2015 and the 2011-2015 period, and on reviewing the three-year implementation of the 2011-2015 National Target Program.

Minister of Industry and Trade Vu Huy Hoang will prepare and submit a report of a master hydropower planning scheme a the 22nd session.
