Gov't orders drastic reduction of administrative procedures
VGP – The Government issued Resolution No. 258/NQ-CP dated August 31, 2026 envisaging major tasks and solutions for drastic reduction of administrative procedures in a bid to achieve double-digit growth rate between 2026 and 2030.
The Resolution targets to innovate the reform of administrative procedures in a comprehensive and substantive manner, drastically improve the business investment climate, sharpen national competitiveness, and spur economic growth through 2030.
By 2027, 100 percent of eligible administrative procedures shall be provided as full-process online public services while 100 percent of administrative procedure results shall be digitalized and reused.
By 2030, 100 percent of essential public services shall be received by Public Administrative Service Centers nationwide regardless of administrative boundaries.
By 2027, 100 percent of eligible internal administrative procedures among state administrative agencies shall be conducted electronically.
By 2027, 100 percent of eligible reporting regimes for enterprises shall be implemented electronically, and 100 percent of information, papers, and documents in administrative procedures related to production and business activities shall be submitted only once to state administrative agencies.
By 2030, all feedbacks and recommendations from individuals and organizations regarding administrative regulations shall be received, processed, and make public within the prescribed timeframe.
The National Public Service Portal shall operate smoothly and effectively as the single digital window of the nation.
To achieve the above objectives, the Government requires ministries, ministerial-level agencies, and provincial-level People's Committees to identify the reduction and simplification of administrative procedures and business conditions as a regular, continuous task.
The reform of administrative procedures must be implemented in a unified, synchronized, and focused manner, including procedures for citizens and enterprises as well as internal administrative procedures within state administrative agencies.
Administrative procedure reform must be aligned with power control, prevention and combat of corruption, and negative phenomena; the "ask-give" mechanism must be resolutely abolished.
The outcomes of administrative procedure reform must be linked with the evaluation and classification of cadres and civil servants, serving as an important criterion in personnel management.
