Birth of first revolutionary Government

On August 28, 1945, the Provisional Government of the Democratic Republic of Viet Nam was formed and led by President Ho Chi Minh, marking the first unified revolutionary Government in the country's history with 13 ministries.

Reflecting on the past 80 years, Pham highlighted the Government's resilience under the leadership of the Party, President Ho Chi Minh, the Politburo, and successive General Secretaries, stressing its relentless pursuit of "national independence linked with socialism" and the people's well-being.

He underscored eight historic milestones, including the establishment of the revolutionary Government, the protection of the August Revolution's achievements, the victory over French colonialists at Dien Bien Phu, the triumph over American imperialists leading to national reunification, and the reconstruction of the country.

The Government also spearheaded reforms, international integration, and socio-economic development while safeguarding independence, sovereignty, and national security.

Strategic breakthroughs for new era

Moving forward, the Prime Minister reassured the Government's determination to materalize the strategic goals set by the 13th National Party Congress. These include achieving GDP growth of over 8 percent in 2025 to create a foundation for double-digit growth in the 2026–2030 period, prioritising socio-economic development alongside environmental protection, and strengthening Party building as the "key pillar."

He reaffirmed that the Government will continue to pursue three strategic breakthroughs: establishing a new growth model, restructuring the economy, and accelerating industrialisation and modernisation. At the same time, it is advancing the "four pillars" of science-technology and innovation, digital transformation, international integration, lawmaking and enforcement, and private sector development.

Pham noted with delight that Viet Nam has essentially completed the goal of eliminating temporary and dilapidated housing nationwide—334,234 houses—five years ahead of schedule.

Infrastructure development and digital transformation have emerged as bright spots, with the country set to surpass targets by completing more than 3,000 km of expressways and 1,000 km of coastal roads this year, alongside major upgrades in airports, seaports, and digital infrastructure.

The Prime Minister stressed that despite challenges, successive governments have always shown strong resolve and unity with the people and armed forces, creating historic accomplishments across all fields.

On behalf of the Government, he called on officials, civil servants, and public employees to uphold a strong sense of responsibility and wholeheartedly serve the nation. He also urged compatriots, soldiers, overseas Vietnamese, and the business community to join hands in building a strong, democratic, prosperous, civilized, and happy country.

The Government leader expressed sincere thanks for the support of international partners and friends, and called for their continued cooperation with Viet Nam in its renewal and integration process, contributing to the country's rapid and sustainable development./.
