The plan aims to develop biotechnology into a key foundational sector that drives innovation in agriculture and environment growth model based on science, technology, innovation, and digital transformation.

It seeks to achieve mastery of core and strategic technologies, foster an ecosystem of biotechnology enterprises and strategic technology products, and enhance competitiveness serving for green, circular, and sustainable agriculture.

By 2045, Viet Nam aims to master next-generation biotechnology, strategic biotechnology, and gene-editing technologies, which will be applied to develop industrial-scale products and establish a techno-economic sector capable of supplying high-quality and safe products to both domestic and international markets.

According to the plan, Viet Nam will form a market for agricultural and environmental biotechnology, helping position the nation as one of the world and region's leading biotechnology countries for smart biotechnology production and services.

Under the plan, businesses are expected to increase their investment scale and growth by 70 percent. Biotechnology products are targeted to replace at least 60 percent of imported products, while the biotechnology industry will contribute 15 percent of the sector's value added.

Key tasks and solutions

To achieve these objectives, the Plan outlines six priority tasks and solutions:

(1)Develop science and technology to support growth in the agriculture and environment sectors.

(2) Build and strengthen biotechnology capabilities, including infrastructure, human resources, and research capacity.

(3) Develop biotechnology industry for agriculture and the environment.

(4) Establish and improve legal and policy frameworks to promote biotechnology industry development.
