THE GOVERNMENT'S REGULAR MEETING IN OCTOBER 2022

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing some articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;

Pursuant to the Government's Decree No. 39/2022/ND-CP dated June 18, 2022, promulgating the working regulation of the Government;

Based on the discussion of the Government members, inputs of delegates and the conclusion of the Prime Minister at the Government's regular meeting in October, held on October 29, 2022,

DECIDES

I. Regarding the socio-economic situation in October and the first ten months of 2022; tasks and solutions for the last months of 2022

The Government unanimously assessed that: In October, the world changed faster, and the global situation become more and more complex; Risk factors escalated in terms of level, scope, and complexity on a global scale. Inflation, interest rate increase, and dollar appreciation led to depreciation of many other major currencies. Growth slowed and the risk of economic recession became clearer... Meanwhile, our country's economy had a high level of openness and limited ability to withstand external shocks, therefore, the direction and administration continued to receive high attention. Efforts was made to promptly respond to fluctuations in the international and domestic context and at the same time properly fulfil recurrent tasks, which became increasingly heavier and more complex, as well as solving the long-standing backlog problems, in accordance with the situation and practical requirements.

In this context, thanks to the drastic action of the whole political system, under the leadership of the Party, led by General Secretary Nguyen Phu Trong; the initiative, active companionship and close coordination of the National Assembly and agencies in the political system; the joint effort and consensus of the people and the business community; the attention and support of international friends; drastical, flexible, creative, and timely directive and operational measures were taken so that appropriate and effective policies could be developed and implemented to resolve newly arising problems at the Government, the Prime Minister, all levels, sectors and provinces. The socio-economic situation in October and 10 months of 2022 continued to see positive signs of economic recovery as well as important and comprehensive results in many fields.

In principle, the macro-economic conditions were relatively stable, inflation was controlled, positive economic growth was achieved, major balances of the economy were ensured in difficult conditions. Money market, interest rate level, basic exchange rate remained relatively stable. The average consumer price index (CPI) in 10 months increased by 2.89%. State budget revenue in 10 months was estimated at 103.7 percent of the forecast, up 16.2% over the same period in 2021. Import-export turnover in 10 months reached USD 616.24 billion, up 14.1% over the same period last year. Trade surplus was estimated at USD 9.4 billion. Realized FDI capital reached USD 17.45 billion, up 15.2% over the same period. Strong steps were taken to drastically resolve weak credit institutions and prolonged loss-making projects.

The index of industrial production (IIP) in 10 months increased by 9% over the same period. Agriculture sector developed stably. Food security was guaranteed. Export turnover of agricultural products reached about USD 45 billion; rice exports were over 6 million tons. Trade, services, and tourism saw positive recovery. Total retail sales of consumer goods and services in 10 months increased by 20.2% over the same period. Production and business activities prospered. The number of enterprises entering and re-entering the market in 10 months reached over 178.5 thousand enterprises, up 38.3% over the same period. Many prestigious international organizations continued to give positive assessments of Vietnam's economic situation.

Due attention was paid to the COVID-19 prevention and control, and health care for the people. Culture, society, physical training, and sports continued to be actively promoted while due attention was paid to preserving the cultural values of the nation. The labor market continued to recover. Social security administration was implemented practically, effectively, and timely. The people's living standards continued to improve. Policies on ethnicity, religion and belief, child protection, for the advancement of women, and gender equality received due attention. Administrative reform and anti-corruption were promoted, contributing to consolidating and strengthening people's trust. Defence and security were maintained. Political security, social order and safety were ensured. Foreign affairs activities were carried out effectively. Viet Nam was elected to the United Nations Human Rights Council for the term of 2023 - 2025, which further affirmed the role and prestige of Viet Nam in the international arena.

However, our economy still had numerous limitations and inadequacies and continued to confront many challenges. Inflationary pressure remained high; prices of input materials fluctuated strongly. There was a local shortage of petroleum supply. The disbursement of public investment capital and implementation of some policies under the Socio-economic Recovery and Development Program and National Target Programs did not yet meet the requirements. Progress on planning remained slow. The stock markets, corporate bonds, real estate still carried a lot of risks; the restructuring of some weak credit institutions still faced many difficulties; bad debt tended to increase. Production and business activities in some industries and fields were still difficult; there was a shortage of local workers, especially high-quality workers in some industries, fields, and locations. The life of a part of the people was still difficult. Wages and incomes of cadres, civil servants, public employees, and employees were still low. A part of cadres, civil servants and public employees quitted or changed jobs, there was a shortage of drugs, equipment and medical supplies at some medical examination and treatment establishments. Some cases of social evils, domestic violence, abuse of women and children, fire and explosion, and online fraud were relatively complicated...

In the coming time, it was forecasted that the world situation will continue to evolve rapidly, complicatedly, and unpredictably in terms of politics, security, economy, and social condtions; the Russian-Ukrainian conflict might be prolonged; the world's economic growth might slow down; economic recession as well as financial, currency, energy and food security risks might surge further. In the country, difficulties and challenges might prevail opportunities and advantages. Inflation pressure, exchange rate, interest rate might increase; epidemics, climate change, natural disasters, droughts, storms, and floods would continue to develop abnormally, affecting the life, production, and business activities.

The Government required ministers, heads of ministerial-level agencies, heads of government-attached agencies, and chairpersons of provincial-level People's Committees to continue closely coordinating, synchronously and effectively performing tasks and solutions proposed in their respective fields; closely monitor the situation, respond promptly and accurately, avoid sudden change of regulations; take good advantage of opportunities. The more difficult, challenging and complicated the local context is, the more calm, confident, and wise the political system must be to take advantage of favorable factors to resolve difficulties and challenges, promote national unity in providing direction and administration, to achieve the priority targets on macroeconomic stability, inflation control, growth promotion, and ensuring major balances of the economy. Attention should be paid on the following:

1. The State Bank of Viet Nam shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Operate monetary policy cautiously, firmly, proactively, flexibly, effectively, closely and in alignment with expansionary fiscal policy that is reasonable and focused as well as other policies. Accordingly, the State Bank of Vietnam was requested to manage interest rates, exchange rates and credit flexibly, in line with the situation, take measures to intervene in the foreign exchange market when necessary, according to regulations, ensuring stability of the money market and the system of credit institutions, take measures to limit foreign currency hoarding, conversion of assets in Vietnamese dong into foreign currencies, and prevent dollarization and goldification in the economy.

b) Provide sufficient credit capital for the economy, focusing on production and business, priority areas and growth drivers; strictly control credit in risky areas. Timely grasp the situation, have appropriate solutions to support and direct commercial banks to meet capital needs of traders importing oil and gas and coal, contributing to solving economic difficulties and ensuring energy security.

c) Strengthen information and communication, contributing to stabilizing the money market, bolstering market confidence and psychology of investors, the people, and businesses.

2. The Ministry of Finance shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Focus on implementing Decree No. 65/2022/ND-CP dated September 16, 2022 amending and supplementing some articles of Decree No. 153/2020/ND-CP dated December 31, 2020 regulating private offering and trading of corporate bonds in the domestic market and the offering for sale of corporate bonds in the international market; review and promptly remove difficulties and obstacles in the implementation process, stabilize the corporate bond market, and report to the Government for amendment (if necessary). Deputy Prime Minister Le Minh Khai was assigned to direct the implementation of this task.

b) Have solutions to promptly handle short-term difficulties related to corporate bonds and promote the healthy, efficient, and sustainable development of the market in the medium and long term; soon report on the assessment of each type of bond, the maturity of private sector corporate bonds in the fourth quarter of 2022 and 2023, and propose solutions to handle the situation proactively, appropriately, and effectively.

c) Assume the prime responsibility for, and closely coordinate with the Ministry of Industry and Trade in, immediately adjusting relevant costs in the formula for calculating the base price of oil and gas (the freight transport costs of oil and gas from abroad to Vietnamese ports, insurance costs, and business expenses, etc.) to be appropriate and close to the actual situation; determine the legal basis and authority to propose to competent authorities for consideration and decision-making (if any).

3. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with agencies and provinces in monitoring the situation of newly registered FDI capital, taking effective measures to attract FDI capital and promoting the linkages between domestic enterprises and FDI sector in the global supply chain. Urgently complete and submit to the Government for consideration and promulgation the National Program on increasing labor productivity in December 2022.

4. The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Take drastic measures to further expand and diversify markets, export products and supply chains, especially advantageous export products. Organize the effective implementation of signed free trade agreements (FTAs) and continue to promote the signing of new FTAs.

b) Innovate trade promotion activities and develop markets towards promoting the application of information technology and digital transformation; strengthen communication and provision of support for enterprises about markets and export products.

c) Synchronously implement solutions to ensure the supply of oil and gas for the domestic market; administer oil and gas prices in accordance with the regulations; strengthen inspection and supervision of the market, strictly handle violations. Review and soon propose amendments and supplements to Decree No. 95/2021/ND-CP and Decree No. 83/2014/ND-CP on oil and gas trading according to shortened order and procedures and complete the consultation with affected subjects, ensuring new regulations' alignment with the actual situation, be open, transparent, effective, and harmonize the interests of the State, businesses, and people. The amendments was requested to be submitted to the Government in November 2022.

d) Review progress, promptly remove difficulties and obstacles to soon put large industrial projects into operation, contributing to economic growth.

5. The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Continue to focus on directing and implementing early measures to restore production and effectively overcome the effects of flood in the Central region and Central Highlands provinces. Closely monitor the weather, natural disasters, epidemics, crops and livestock production, proactively direct and guide provinces to promptly deploy appropriate and effective solutions, ensuring adequate supply of food and foodstuffs for domestic consumption and export, especially in the last months of the year and the Lunar New Year 2023.

b) Urgently issue documents to guide provinces to remove difficulties and obstacles in the adjustment of forest protection, development planning, and planning for 3 types of forests at provincial level, prepare and complete dossiers for submission to competent authorities to consider and decide on the change of forest use purpose to another purpose for the implementation of investment projects, especially public investment projects, ensuring their feasibility and compliance with relevant regulations (by November 25, 2022); complete and submit to the Government for promulgation a Decree amending and supplementing some articles of Decree No. 156/2018/ND-CP dated November 16, 2018 detailing the implementation of some articles of the Law on Forestry in December 2022.

c) Study and develop a project to improve forest quality to conserve forest ecosystems and prevent natural disasters and submit them to competent authorities for consideration in accordance with regulations, avoiding duplication with strategies, Programs and schemes on forest protection and development that had been approved in the past, and ensuring their feasibility.

d) Expeditiously develop an Action Plan to thoroughly address the EC's recommendations to combat illegal, unreported, and unregulated (IUU) fishing, and remove the "Yellow Card" warning soon. It was requested that the Action Plan be submitted to the Prime Minister in November 2022.

6. The Ministry of Construction shall assume the prime responsibility for, and coordinate with agencies and provinces in continuing to remove difficulties for real estate development projects, especially social housing, worker housing, and low-income people to increase the real estate market's supply; closely coordinate with the State Bank of Viet Nam and the Ministry of Finance to review and strictly implement regulations on collateral loans related to real estate projects.

7. The Ministry of Transport shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Accelerate the implementation of key traffic works, ensure the commencement of the Eastern North-South Expressway Project in the 2021-2025 period, and the construction of the Long Thanh International Airport Project in December 2022; provide technical assistance, coordinate to remove difficulties and obstacles for component projects passing through the respective province under the management of the People's Committee, ensuring their progress and quality.

b) Concentrate on completing dossiers on solutions to handle problems and inadequacies in some BOT traffic infrastructure investment projects to submit to the National Assembly at the nearest meeting; actively work with agencies of the National Assembly to report, provide explanation and clarification on relevant contents.

c) Coordinate with the Ministry of National Defense, relevant ministries, agencies, and the People's Committee of Ho Chi Minh City to direct relevant units to hand over the ground for implementation of the T3 terminal project at Tan Son Nhat airport according to regulations and direction of the Prime Minister in Document No. 204/TB-VPCP dated July 13, 2022, of the Government Office. Deputy Prime Minister Le Van Thanh was assigned to direct this task in November 2022.

8. The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Assume the prime responsibility for, and coordinate with relevant ministries and agencies in collecting people's opinions on the draft Law on Land (revised) according to Plan No. 329/KH-UBTVQH15 dated September 30, 2022, of the Standing Committee the National Assembly and under the direction of the Government and the Prime Minister.

b) Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Justice and relevant agencies in expeditiously studying and supplementing the provisions on the allocation of land to investors in case the investor has been  approved according to provisions of Clause 3, Article 29 of the Law on Investment in 2020, in the draft Decree amending and supplementing some articles of the Decree detailing the implementation of the 2013 Law on Land.

c) Promote negotiations on the "Political Declaration on Establishing a Just Energy Transition Partnership" between Viet Nam and G7 countries and development partners in the spirit of the Politburo's direction and report to competent authorities for consideration and decision-making; assess the feasibility of infrastructure, technology and finance for the transition from coal power to renewable energy; impacts of the financial package on the budget and public debt; ensure fairness, justice, feasibility, and suitability to the country's development conditions and the world's development trends in order to promote potentials and advantages, take advantage of opportunities and solve challenges in a timely manner in the most effective manner, ensuring energy security, economic security and national security.

9. The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with concerned agencies in directing and guiding provinces to prepare conditions to support people with meritorious services, social protection beneficiaries and people in poverty...to celebrate the Lunar New Year 2023 safely, economically, and adequately.

10. The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with agencies and provinces in effectively implementing measures to promote and stimulate domestic tourism; propose specific solutions to expand visa-free entry, increase visa duration to Vietnam, etc. to attract international tourists; organize conferences to promote international tourism; develop and finalize the draft Directive of the Prime Minister on promoting and attracting international tourists to Vietnam in the new situation, and report to the Prime Minister in December 2022. Organize the ninth national Sports Congress according to plan and ensuring its highest quality; urgently submit the planning of the national tourism system, the network of cultural and sports facilities. Coordinate with relevant agencies to research and develop a national target program on cultural development according to Conclusion No. 42-KL/TW dated October 20, 2022, of the 6th Plenum of the 8^th Central Committee on socio-economy tasks in 2022 - 2023.

11. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with agencies and provinces in promoting research, transfer and application of science and technology, and develop the science and technology market; select key investments in some potential fields of the country's advantage to step by step approach the regional and international level. Focus on developing national innovation and start-up ecosystems.

12. The Ministry of Health shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Continue to closely follow the developments of the COVID-19 pandemic, the emergence of new strains, proactively and effectively respond to the COVID-19 pandemic and other diseases. Work closely with the Ministry of Education and Training to strengthen communication and formulate appropriate and effective solutions to promote vaccination for students.

b) Continue to renovate the health financing mechanism, implement an appropriate roadmap for the correct and adequate calculation of medical service prices; review the autonomation of hospitals. Expeditiously coordinate with ministries and sectors to remove difficulties and immediately amend inadequacies in regulations on procurement and focus on quickly solving shortages and ensuring supplies of drugs and medical equipment to meet medical treatment demand.

c) Assign the Ministry of Health to assume the prime responsibility and coordinate with the Ministries of Planning and Investment, Finance, Justice and other related ministries and agencies to urgently amend and supplement Decree No. 98/2021/ND- CP dated November 8, 2021, on the management of medical equipment according to shortened order and procedures and submit it to the Government in November 2022.

13. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Prepare the Government's report on the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 on renewal of curricula, textbooks, and general education at the request of the National Assembly.

b) Direct, guide and deploy the recruitment teachers with the number decided by the Politburo for each province for the school year 2022 - 2023; overcome the shortage of local teachers and improve the quality of teachers; coordinate with the Ministry of Home Affairs in adjusting the salary and allowance regime for teachers.

c) Actively coordinate with the Ministry of Health, the Ministry of Information and Communications, the press agencies, and provinces to strengthen communication and advocacy for parents and students to have their children vaccinated against COVID-19 in due time and full amount.

d) Assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs and relevant agencies in expeditiously promulgating documents specifying the volume of high school cultural knowledge in vocational education institutions for the lifelong learning benefits and entitlements of learners. This task must be completed by November 30, 2022. assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs in promoting streamlining and stimulating combining both vocational and cultural learning at vocational education institutions.

14. The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with agencies and provinces in, continuing to review, improve and institutionalize regulations of the Party and the National Assembly on cadres, civil servants, and public employees such as timeline for imposing disciplinary measures, the recruitment, use and management, contract regime in state administrative agencies and public non-business units.

15. The Ministry of Justice shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Review and promptly report to the Government and the Prime Minister for adjustment and removal of limitations and inadequacies in mechanisms, policies, and laws according to their competence. Actively recover assets in criminal economic and corruption cases.

b) Assume the prime responsibility for, and coordinate with the Government Office and relevant ministries and agencies in reviewing the use cases of the Government's Resolution to solve practical problems arising in the past time, and report to the Government in January 2023.

16. The Government Inspectorate shall assume the prime responsibility for, and coordinate with agencies and provinces in expeditiously promulgating inspection conclusions for the inspections for which the direct inspection period has ended; at the same time, continue to inspect and urge the post-inspection of the inspection conclusions that have been issued. The Government Inspectorate was requested to step up the prevention and combat against corruption and negative activities.

17. The Ministry of National Defense shall direct the entire army to strictly maintain readiness; preserve independence, sovereignty, and territorial integrity; firmly grasp the situation, promptly advise, and effectively handle situations, avoid passiveness, or being surprised; have plans to be ready for natural disaster prevention and control, search, and rescue.

18. The Ministry of Public Security shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Develop and finalize the draft Decree amending decrees related to the submission and presentation of paper household registration books and paper temporary residence books and submit it to the Government for promulgation in December 2022. Continue to promote the execution of solutions to fulfill the targets of the Law on Residence 2020 on the removal of household registration books and temporary residence books that expire after December 31, 2022.

b) Conduct an overall review and inspection and speed up the implementation of fire prevention and fighting and rescue nationwide, minimizing human and property damages caused by fires and explosions. Synchronously deploy solutions to ensure traffic order and safety, organize traffic separation and regulation, prevent congestion on key traffic routes, strictly handle cases of alcohol concentration violations when driving, illegal racing, especially during the 2022 World Cup.

c) Strengthen measures to ensure political security, social order, and safety. Assume the prime responsibility for, and coordinate with relevant ministries and branches in developing a plan to ensure economic security, especially financial, banking and energy security during the year-end and Lunar New Year 2023. Focus on combating against crime, especially cybercrime, gambling, and organized gambling in cyberspace during the 2022 World Cup. Strictly handle according to the law acts of spreading false information affecting economic security, national and ethnic interests, infringing upon the legitimate rights and interests of organizations and individuals, if needed, initiate criminal prosecution, investigation, and handling to fortify deterrence against those acts.

19. The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with agencies and provinces in synchronously, comprehensively, and effectively implementing external activities and international integration. Properly implement high-level foreign affairs programs; deepen relations with other countries; raise the level of multilateral diplomacy; and step-up economic diplomacy, cultural diplomacy, external information, and citizen protection.

20. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Strongly promote national digital transformation, develop digital economy and digital society; digital transformation of businesses, especially small and medium-sized enterprises using Vietnamese digital platforms (Make in Vietnam), increasing the number of people operating online, forming digital habits and digital culture. Formulate mechanisms, policies, and resources to support press agencies in technological innovation and digital transformation to improve their capacity to orient information in cyberspace. Promote the popularization of online services using the national domain name ".vn"; and organize the national forum on the development of Vietnamese digital enterprises in December 2022.

b) Urge and guide ministries, branches, and provinces to implement and evaluate essential information technology components and standards and norms for connection with the national database on population, serving the implementation of Project 06 in November 2022.

c) Guide media agencies according to their functions and tasks to proactively provide objective, accurate, timely and effective information, timely record and praise collectives and individuals who have made great efforts and achieved noteworthy results in various fields; focus on fighting against bad, poisonous, and untruthful information; strictly handle violations; promote policy communication, especially about the results achieved in socio-economic management and development.

21. The Committee for Management of State Capital at Enterprises shall assume the prime responsibility for, and coordinate with agencies and provinces in further promoting the arrangement, restructuring and improvement of operational efficiency of State-owned enterprises under its management. Focus on handling loss-making and inefficient enterprises and projects under their management authority.

22. The Viet Nam Social Insurance shall assume the prime responsibility for, and coordinate with provinces in drastically implementing solutions to complete the assigned health insurance coverage rate in 2022.

23. Ministries, agencies and provinces shall, based on their assigned functions, tasks, and powers, focus on improving their capacity and effectiveness in directing and administering and responding to policies in a proactive, timely, flexible, scientific, and effective manner, resolutely avoid confusion and oscillation, subjectiveness, negligence, ensuring alignment to the practical situation and meeting practical requirements. It was requested to:

a) Tighten discipline and order in administration, uphold the responsibility of the leader; further promote the sense of responsibility, "dare to think, dare to act" spirit, solidarity, unity, effort, proactive and close coordination, efficiency, determination to take the strongest action to overcome challenges; promote innovation, mobilize, and bring into play all resources effectively.

b) Strengthen the discipline in delivering speech, improving the efficiency of information and communication, ensuring objectivity, honesty, and timeliness, contributing to creating social consensus, consolidating, and enhancing the trust of the market, investors, and people.

c) Ministers and heads of ministerial-level agencies shall actively follow-up with discussions and opinions of National Assembly deputies and voters to promptly report and explain to the National Assembly and voters, answer questions about hot arising issues of public interest and concerned by National Assembly deputies.

d) Strictly implement the tasks and solutions mentioned in Directive No. 15/CT-TTg dated September 16, 2022; Official Dispatch No. 79/CD-TTg dated October 27, 2022 of the Prime Minister on key tasks and solutions on the direction and management of the macro-economy in the last months of 2022 and early 2023, closely monitor developments in the international and regional situation, the adjustment of policies of countries and partners to actively analyze, forecast, promptly administer and propose appropriate solutions to deal with arising problems.

dd) Closely monitor the market supply and demand and prices, proactively implement the program to stabilize the market and prices, especially in the last months of 2022 and the Lunar New Year 2023. According to the regulations, strictly handle acts of smuggling, counterfeiting, speculation, hoarding, so as not to destabilize markets and prices; in which, focus on strictly controlling the operation of oil and gas retail stores in the area, ensuring the smooth and continuous supply of oil and gas.

e) Accelerate the formulation and approval of national, sectoral, regional, and provincial master plans according to the provisions of the Law on Planning, Resolution No. 61/2022/QH15 dated June 16, 2022, of the National Assembly and the direction of the National Assembly and the Prime Minister.

g) Continue to implement synchronously and effectively the COVID-19 prevention and control program. Actively grasp information, forecast, and closely follow up with developments and situations to promptly direct the prevention and response to natural disasters, storms, and floods. Relevant ministries, branches, and provinces in the Central region, especially Quang Tri, Thua Thien - Hue, and Da Nang shall urgently overcome the consequences of recent floods and stabilize people's lives after floods.

h) The Ministry of Transport and the People's Committees of the provinces shall review and direct the quick remediation of traffic routes, especially the important ones, which have been eroded by rain and flood, ensuring the fastest and safe traffic flow.

i) Ministries of Justice, Labor - Invalids and Social Affairs, Health, and Viet Nam Social Insurance under the guidance of the Ministry of Information and Communication shall urgently upgrade and complete relevant specialized information systems connected with the public service software connecting the two groups of administrative procedures: registration of birth, registration of permanent residence, issuance of health insurance cards for children under 6 years of age and registration of death declarations, cancellation of permanent residence registration, and funeral allowance implemented by the Ministry of Public Security before November 10, 2022. Pilot this system in Ha Noi City and Ha Nam province from November 15, 2022, as a basis for nationwide replication as of January 2023.

k) Ministries and ministerial-level agencies shall review laws related to the Law on Land (revised) and report to the Government for the Ministry of Justice to synthesize and adjust the annual law- and ordinance-making program 2023 according to regulations; urgently review, propose amendments and supplements to inappropriate provisions related to the implementation of public investment projects and disbursement of public investment capital, and submit them to the Government for reporting to the competent authorities.

l) Ministries, branches, and provinces shall urgently amend and supplement documents under their competence that require submission and presentation of household registration books and paper temporary residence books issued before December 31, 2022; focus on implementing the tasks assigned in Resolution No. 131/NQ-CP dated October 6, 2022, of the Government.

II. The Socio-Economic Development and Recovery Program (the Program)

The Government basically agreed with Report No. 7756/BC-BKHĐT dated October 28, 2022, of the Ministry of Planning and Investment. To date, more than VND 66.3 trillion has been disbursed. The Prime Minister assigned the list and levels of central budget capital from the Program for 94 tasks and projects with a total capital of VND 147.138 trillion and additional estimates in 2022 for projects with a total capital of about VND 38 trillion.

However, the disbursement of the Program's policies tended to slow down in recent months; The allocation and assignment of development investment capital expenditure plans under the Program encountered some difficulties. To further accelerate the implementation of the Program in the last months of 2022, the Government required:

1. The Ministry of Finance shall urgently issue a document amending the contents under its management in Circular No. 12/2016/TTLT-BKHCN-BTC guiding the spending and management of the Science and Technology Development Fund of Enterprises.

2. The State Bank of Viet Nam shall quickly synthesize difficulties and obstacles in the implementation of Decree No. 31/2022/ND-CP dated May 20, 2022, of the Government on 2% interest rate support from the state budget for loans of enterprises, cooperatives, business households; report and propose to the Prime Minister in accordance with the instructions in Document No. 6995/VPCP-KTTH dated October 17, 2022, of the Office Government. If necessary, promptly propose competent authorities a plan to adjust the capital source to another program to improve the effectiveness of support policies.

3. Ministries, agencies and provinces shall promptly approve investment decisions and prepare necessary conditions for the implementation of investment projects under the Program, ensuring the schedule and quality as required.

4. The Ministry of Labor, Invalids and Social Affairs shall conduct a specific assessment on the implementation results of the policy on housing rent support for employees and propose a plan to deal with the remaining undisbursed money. If necessary, the Ministry could propose the transfer to other policies that have room for implementation.

5. Assign the Ministry of Health, the Ministry of Labor, Invalids and Social Affairs to expeditiously complete the plan to allocate VND 932 billion in the fields of health, social security, labor, and employment, and send it to the Ministry of Planning and Investment before November 15, 2022. For projects that have been notified by the Prime Minister of the list and level of capital, but provinces separated them into independent projects for investment policy approval, the Ministry of Health and the Ministry of Labor, Invalids and Social Affairs according to their assigned functions, tasks and competence, based on regulations, lists and capital levels announced by the Prime Minister, shall give opinions and directions and guide provinces to complete investment procedures, ensuring the process's compliance with objectives, principles, criteria and subjects specified in Resolution No. 43/2022/QH15 of the National Assembly, Resolution No. 11/NQ -CP dated January 30, 2022 of the Government and guiding documents and announcements of the Prime Minister's capital plan.

III. Disbursement of public investment capital

The Government basically agreed with Report No. 7757/BC-BKHĐT dated October 28, 2022, of the Ministry of Planning and Investment. Accordingly, the total state budget investment plan in 2022 was VND 580,261,248 billion. By October 31, 2022, total disbursement capital was estimated at 51.34% of the plan assigned by the Prime Minister, lower than the same period in 2021 (55.80%). However, the absolute amount disbursed in 2022 was higher than the same period in 2021 at VND 40,387 billion.

The task of disbursing public investment capital in 2022 remained rather heavy, the remaining disbursement volume was quite large. The government required:

1. Ministries, central agencies, and provinces to focus on disbursing the highest amount of the assigned central budget capital plan in 2022. Direct investors to drastically and synchronously implement the goals, tasks and solutions set out in the Government's Resolution No. 124/NQ-CP dated September 15, 2022, the Resolutions of the Regular Meeting government; Directive No. 19/CT-TTg dated October 17, 2022, of the Prime Minister. Uphold financial discipline and order, strictly handle violations hindering the disbursement of capital; individualize the responsibility of the leaders in case of slow disbursement and associated assessment on the level of completion of the assigned tasks.

2. Ministers, heads of central agencies, chairpersons of provincial-level People's Committees shall directly lead, direct, inspect and review, prioritize allocating sufficient capital for project in completion and transitional phases; arrange the order of priority to start new projects in 2023, focus on properly preparing for investments, completing investment procedures, preparing the best conditions for project implementation and improving the project readiness, feasibility, and capacity to implement projects so that they can be implemented right from the beginning of 2023; focus on completing key projects, creating new impetus for sectoral, field and local development. Implement a clear and specific mechanism of assignment and coordination in terms of authority and responsibilities among agencies and units in completing project investment procedures. Step up the application of information technology in planning from the stage of designing, appraising, allocating and announcing plans for each program and project.

3. Ministers, heads of central agencies and chairpersons of People's Committees at all levels urgently complete investment procedures for projects that are expected to arrange medium-term public investment plans for the 2021-2025 period upon request in Resolution No. 16/NQ-CP dated July 31, 2022 of the Government and Directive No. 17/CT-TTg dated October 5, 2022 of the Prime Minister; and submit them to the Ministry of Planning and Investment and the Ministry of Finance before November 15, 2022.

4. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Review current regulations on public investment and transitional projects with adjustments to the level to make decision on investment policies and investment decisions between the 2014 Law on Public Investment and the 2019 Law on Public Investment to propose solutions to solve existing problems.

b) Coordinate with the Ministry of Finance in enlisting projects that complete investment procedures and are eligible for assignment of medium-term public investment capital plans for the 2021-2025 period and report them to the Prime Minister and the Government before November 23, 2022, according to regulations.

5. The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with concerned ministries and agencies in studying and amending regulations on compensation, support and resettlement in the process of finalizing the Law on Land (revised), including considering and proposing in accordance with the law on the permission to perform some activities in order to record the current land status (measurement, tally, origin verification) as soon as the project has been included in the annual land use plan approved by the competent authorities in order to accelerate the completion of the site clearance work.

6. The Ministry of Construction shall assume the prime responsibility for, and coordinate with agencies and provinces in amending according to its competence the guiding documents on construction, including regulations on the competence to appraise construction investment feasibility study reports by a specialized construction agency; the authority to inspect the pre-acceptance test during the construction and when the work has been completed; and the time to provide compensation and resettlement support for the project.

7. The Ministries of Construction and Transport shall assume the prime responsibility for, and coordinate with agencies and provinces in reviewing, studying, and amending and supplementing legal regulations related to the system of norms and standards, unit price of specialized materials and equipment in urban railways.

IV. The implementation of the 3 National Target Programs

The Government basically agreed with Report No. 7762/BC-BKHĐT dated October 28, 2022, of the Ministry of Planning and Investment; and requested:

1. Ministries, sectors and provinces to drastically implement the Government's Resolutions and Directive No. 19/CT-TTg dated October 17, 2022 of the Prime Minister on accelerating the disbursement of public investment capital, implement the three National Target Programs in the last months of 2022 and improve the quality of public investment planning in 2023, Notice No. 337/TB-VPCP dated October 26, 2022 of the Government Office on Conclusions of Permanent Deputy Prime Minister Pham Binh Minh, Head of the Steering Committee at the 2nd online session of the Central Steering Committee for National Target Programs for the period of 2021 - 2025 with provinces.

2. Ministers of Ministries and Heads of agencies including the Committee for Ethnic Minority Affairs, the Ministry of Information and Communications, the Ministry Industry and Trade shall promptly issue guiding documents according to their assigned competence to implement national target programs and clarify the responsibilities of organizations and individuals that caused delays to programs' progress, and report to the Prime Minister on implementation results. The Ministry of Industry and Trade urgently shall issue guiding documents on electricity and electricity system criteria to accelerate the implementation of the National Target Program on building new rural areas.

3. The Ministry of Construction shall soon issue documents guiding the implementation of the management and operation of works, maintenance process, and the maintenance cost levels of works invested and built under specific mechanisms prescribed in Article 38 of Decree 27/2022/ND-CP.

4. The People's Committees of provinces and centrally-run cities shall urgently complete the allocation and assign the remaining unallocated capital in 2022; at the same time, urgently complete the appraisal and approval of investment projects, speed up the implementation and disbursement of the 2022 capital plan assigned by the Prime Minister.

5. The Committee for Ethnic Minority Affairs was requested to urgently review obstacles in the implementation of the National Target Program for socio-economic development in ethnic minority and mountainous areas to promptly remove and resolve them according to their competence or report to competent authorities for consideration and resolving.

6. Ministries, branches and provinces that are the governing bodies of the national target programs were requested to report on the implementation results of the National Target Programs under the guidance of the lead agencies of the respective National Target Program, and send it to the Ministry of Planning and Investment and agencies in charge of the National Target Program before the 25th of every month; proactively handle and propose plans to handle local recommendations in Appendix II attached to Report No. 7762/BC-BKHDT dated October 28, 2022 of the Ministry of Planning and Investment, and report to the Prime Minister on the implementation results before November 15, 2022.

The Government Office was assigned to monitor, urge, summarize and report to the Government and Prime Minister the implementation results of this Resolution./.
