RESOLUTION

THE GOVERNMENT'S REGULAR MEETING IN NOVEMBER 2022

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;

Pursuant to the Government's Decree No. 39/2022/ND-CP dated June 18, 2022, promulgating the working regulation of the Government;

Based on the discussion of the Government members, inputs of delegates and the conclusion of the Prime Minister at the Government's regular meeting in November, held on December 01, 2022,

DECIDES

1. Regarding the socio-economic situation in November and the eleven months of 2022; the implementation of the Programs on socio-economic recovery and development; the disbursement of public investment capital and national target programs; tasks and solutions for the last month of 2022

The Government unanimously assessed that: In November, the world had changed faster, and the global situation became more and more complex; Risk factors escalated in terms of level, scope, and complexity on a global scale. Domestically, the economy continued to recover but many difficulties and challenges persisted, especially in the fields of credit, banking, corporate bonds, securities, and real estate. In that situation, the Government provided strong, flexible, creative, and timely direction in formulating and implementing the Resolutions and Conclusions of the 6th Plenum of the Central Committee and the Resolution of the Fourth Session of the 15th National Assembly. Three working groups were established, focusing on handling important, urgent, and newly arising issues in the banking sector, corporate bond markets, securities, and real estate. All levels, branches and provinces were requested to focus on solving difficulties for the people and businesses.

Thanks to the drastic determinations of the whole political system under the leadership of the Party, the joint effort and consensus of the people and the business community, with the cooperation and support of international friends, positive socio-economic results were achieved in many fields in November and the eleven months of 2022. Macro-economic conditions were basically stable, inflation was kept under control, major balances of the economy were ensured. The average consumer price index (CPI) in eleven months increased by 3.02% over the same period in 2021. Interest rates and exchange rates were properly managed. State budget revenue in eleven months was anticipated at 116.1% of the estimate, up 17.4% over the same period. Import-export turnover in 11 months reached USD 673.8 billion, up 11.8% over the same period; trade surplus was estimated at USD 10.6 billion. Realized FDI capital reached USD 19.7 billion, up 15.1%, the highest level compared to the same period over the past 5 years.

The index of industrial production (IIP) in eleven months increased by 8.6% over the same period. Agriculture witnessed stable developments; food security was guaranteed. Trade and services recorded growth; total retail sales of consumer goods and services in 11 months increased by 20.5% over the same period, international visitors in 11 months reached nearly 3 million arrivals, up 21 times over the same period last year. The number of enterprises registering for new establishment and returning to operation in 11 months reached nearly 195 thousand, up 33.2% over the same period. Many prestigious international organizations continued to make positive assessments of Viet Nam's socio-economic development results and prospects.

Due attention was paid to the prevention and control of COVID-19 and newly arising diseases. The fields of culture and society, ensuring social security and improving people's lives were duly concerned. The prevention and combat against corruption and administrative reforms were promoted, contributing to consolidating and strengthening people's trust. National defence and security were maintained; political security, social order and safety were ensured; External activities and international integration were strengthened, further affirming the role and prestige of Viet Nam in the international arena.

However, the country's economy still had several limitations and shortcomings and continued to face many difficulties and challenges. Due actions weren't taken to understand, analyze, forecast on the situation, and provide timely policy response in some fields. Industrial production and exports tended to slow down. Inflationary pressure remained high, especially due to external influences. Markets of corporate bonds, securities, and real estate faced liquidity, cash flow issues and looming risks. There were many challenges in the restructuring of weak credit institutions and ensuring capital access for enterprises. Bad debts tended to increase. The deployment of the 2% interest rate support policy remained slow. Enterprises in several fields and areas had to cut down their production and business, reduce labor, working hours, and ask employees to take alternate leave, which affected income and life of a part of employees.

In the coming time, it was forecasted that the world situation would continue to be complicated and unpredictable, with many risks and great challenges looming ahead, both in terms of politics, security, economy, and society; the Russian-Ukrainian conflict would be protracted. The world's economic growth would decline sharply and there were signs of economic recession in many countries. The domestic economy would recover, but difficulties and challenges might outweigh opportunities and advantages. Given the modest scale, limited openness and resilience of the economy, some major export markets might be tightened, production and business activities would likely be narrowed. Epidemics, climate change, natural disasters, storms, and floods would continue to develop abnormally, greatly affecting people's lives and production and business activities.

The Government requested ministers, heads of ministerial-level agencies, heads of government agencies, chairpersons of provincial-level People's Committees to continue consistently implementing the targets of maintaining macroeconomic stability, inflation control, growth promotion, ensuring major balances of the economy; closely monitor and follow up with the international and domestic situation, promptly provide policies, strengthen the effectiveness and efficiency of state management and administrative discipline and order; proactively resolve tasks under their authority; strive to achieve the set goals and targets of 2022 at the highest quality. Attention should be paid to the following:

1. Ministries, agencies, and provinces, based on their assigned functions, tasks and powers:

a) Focus on removing difficulties and obstacles on institutions, mechanisms, policies, and legal regulations according to their respective promulgating levels. Improve responsibilities of the leadership, enhance the coordination efficiency between ministries and agencies in handling their work. If needed, ministers and heads of ministerial-level agencies shall report and work directly with the Government's leaders to promptly remove problems and solve urgent tasks in accordance with the working regulations of the Government.

b) Closely monitor international and regional developments, policy adjustments of major countries and partners in fiscal, monetary, trade, investment, and other important policies to provide timely analysis, forecasting, proactive direction, administration or propose appropriate solutions to cope with arising problems, especially in management of domestic production, supply-demand balance and maintaining price stabilization. Proactively propose and quickly develop plans to adjust the prices of goods and public services managed by the State which are in the roadmap to apply market prices. It was requested that their socio-economic impacts and other impacts on the economy's price level be carefully assessed.

c) Concentrate on the disbursement of the assigned central budget investment plan in 2022 at the highest level; drastically and synchronously implement the goals, tasks and solutions set out in Resolution No. 124/NQ-CP dated September 15, 2022, of the Government as well as directions of the Government and the Prime Minister. Strengthen inspection, examination, and supervision to ensure publicity and transparency; strictly handle violations and acts that hinder the progress of capital allocation, implementation, and disbursement of capital plans. Promote reform of administrative procedures, application of information technology in public investment procedures; strengthen post-audit in disbursement of public investment capital. Accelerate the implementation of tasks and solutions within the framework of the socio-economic recovery and development programs, and the national target programs.

d) The People's Committees of the provinces and centrally run cities shall promptly promulgate documents on management, administration, and implementation of national target programs in their respective provinces; drastically implement solutions to speed up the disbursement of capital for the implementation of national target programs, striving to complete the assigned schedule in 2022, ensuring their efficiency and compliance with the law. The Ministry of Information and Communications and the Committee for Ethnic Minority Affairs shall promptly issue or submit to the competent authorities for promulgation documents guiding the implementation of the national target program for socio-economic development in ethnic minority areas and mountainous areas before December 15, 2022.

dd) The Ministry of Finance, the State Bank of Viet Nam, the Ministry of Public Security and the Provincial Party Committees, City Party Committees and People's Committees of provinces and centrally run cities shall closely coordinate to appropriately and timely formulate plans when there are complicated developments related to the settlement of savings and corporate bonds...so as not to affect the macroeconomic stability, the socio-economic development of the country.

e) The Ministry of Industry and Trade, the Ministry of Finance and other agencies and provinces according to their assigned functions, tasks, and powers, shall closely monitor market supply and demand, prices, and actively implement market and price stabilization programs, especially in the last months of 2022 and the Lunar New Year 2023 to maintain the market and price stability.

g) Focus on directing and expeditiously organizing the effective implementation of the Prime Minister's Decision No. 1479/QD-TTg dated November 29, 2022, on the approval of the Plan to rearrange state-owned enterprises and enterprises having state-owned investment capital in the period of 2022 - 2025 and Decision No. 360/QD-TTg dated March 17, 2022, of the Prime Minister on restructuring state-owned enterprises, focusing on state-owned corporations and groups in the period of 2021 - 2025.

h) Develop plans and implement activities to take care of and visit policy families, people with meritorious services, and people with difficult circumstances to celebrate the Lunar New Year 2023. Strictly implement Directive No. 19- CT/TW dated November 18, 2022, of the Secretariat on the organization of the Lunar New Year 2023.

i) The National Steering Committee 389 shall strengthen inspection and urge the Steering Committee 389 of ministries, sectors, provinces and functional forces in the implementation of the Plan on combating smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2023 on key routes and areas, focusing on essential commodities such as oil and gas, alcohol, beer, tobacco, confectionery, and counterfeit goods, goods violating food hygiene and safety requirements, prohibited goods such as drugs, firecrackers, and wild animals; strictly handle those who conduct acts of smuggling, selling counterfeit goods, speculation and hoarding.

k) Relevant ministries and agencies, according to their assigned functions and tasks, shall actively and expeditiously assume the prime responsibility for, and coordinate with relevant agencies in, preparing reports and documents to ensure their quality and submission timeliness to the Standing Committee of the National Assembly for the December 2022 session and the second Extraordinary Session of the National Assembly.

l) Ministries and agencies shall coordinate with the Ministry of Justice and the Ministry of Natural Resources and Environment to propose additions to the 2023 Law and Ordinance-making Program to institutionalize Resolution No. 18-NQ/TW dated May 16. 6 in 2022 of the Party Central Committee on continuing to renovate and improve institutions and policies, enhance the effectiveness and efficiency of land management and use, and create motivation to turn our country into a developed country.

m) Ministries, agencies, and provinces shall urgently implement the provision and integration of public services according to Decision No. 422/QD-TTg dated April 4, 2022, of the Prime Minister. The Government Office was assigned to urge and inspect the implementation of this task.

2. The State Bank of Viet Nam shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Actively, flexibly, and synchronously operate monetary policy tools, closely and effectively coordinate with fiscal and other policies, contributing to maintaining macroeconomic stability and inflation control; develop and ensure major balances of the economy, support economic growth recovery to timely adapt to developments at home and abroad. Operate interest rates and exchange rates in line with market conditions and monetary policy objectives.

b) Timely remove obstacles, provide credit capital to meet the needs of enterprises, channel credit to production and business fields and priority areas, including key agricultural sectors supplying products for export, to create growth motivation; continue to strictly control credit risks in high-risk areas. Ensuring liquidity and safety of the banking system in association with strengthening the system's inspection and supervision. Formulate solutions to limit foreign currency hoarding, transfer of assets in Vietnamese dong into foreign currencies, dollarization and goldification in the economy.

c) Effectively implement the Scheme on restructuring the system of credit institutions in association with bad debt settlement in the 2021-2025 period, focusing on handling bad debts and weak credit institutions. Urgently review and study to amend Circular No. 22/2019/TT-NHNN dated November 15, 2019, which appropriately regulate the use of state treasury deposits at credit institutions, complete this amendment before December 15, 2022. Review and study to amend Circular No. 16/2021/TT-NHNN dated November 10, 2021, to strengthen the responsibility of credit institutions in the purchase and sale of corporate bonds, to improve their credit, enhance information transparency and tightly control associated risks.

d) Direct credit institutions to urgently consider giving priority to lending to social housing, worker housing, and low-cost commercial housing projects that are effective, have high repay-ability, and comply with the legislation.

dd) Carefully evaluate the implementation of the 2% interest rate support policy through the commercial banking system to provide appropriate solutions, and urgent amendments and supplements according to their competence or propose to competent authorities to amend and supplement provisions that are not practical to promote and facilitate the disbursement; promptly propose competent authorities to adjust capital to other programs to improve the effectiveness of those support policies.

3. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) On the basis of Resolution No. 138/NQ-CP dated October 25, 2022 of the Government on the National Master Plan for the period 2021 - 2030, with a vision to 2050, urgently study and absorb the Conclusion 45 - KL/TW dated November 17, 2022 of the Party Central Committee on the orientation of the National Master Plan for the period of 2021 - 2030, with a vision to 2050 to complete the dossier of the National Master Plan, report to the Prime Minister to consider and submit to the National Assembly for consideration and approval.

b) Regularly monitor, urge, and inspect the implementation of Resolution No. 108/NQ-CP dated August 26, 2022 of the Government on the implementation of Resolution No. 61/2022/QH15 dated June 16, 2022 of the National Assembly on continuing to strengthen the effectiveness and efficiency of the implementation of planning policies, laws, and a number of solutions to remove difficulties and obstacles, accelerate the formulation, and improve the quality of planning for the 2021-2030 period.

c) Assume the prime responsibility for, and coordinate with Ministries of Agriculture and Rural Development, Labor - Invalids and Social Affairs, Finance, Justice, the Committee for Ethnic Minority Affairs, and relevant ministries and agencies to collect recommendations of provinces on difficulties and obstacles in the implementation of National Target Programs to resolve difficulties and guide the implementation the according to their competence, or report to competent authorities according to regulations latest by December 15, 2022.

d) Assume the prime responsibility for, and coordinate with the Ministry of Finance and the Ministry of Justice in reviewing the recommendations of ministries, agencies and provinces on the time to adjust the central budget capital plan in 2022 between projects of ministries, agencies and provinces. On that basis, report and propose specific plans, clarifying the legal basis and decision-making authorities; and promptly report to Deputy Prime Minister Le Minh Khai for direction before submitting to competent authorities before December 10, 2022.

dd) Expeditiously formulate and submit for promulgation a Resolution on the Government's action plan to implement the Politburo's resolutions on socio-economic development, national defense and security assurance in the Red River Delta region, the Northern Midlands and Mountains, the North Central Coast, and the Central Coast by 2030, with a vision to 2045.

e) Synthesize and collect inputs of ministries and agencies, finalize the draft resolution on tasks and solutions to improve the business environment and national competitiveness by 2023, and submit it to the Government in December 2022.

4. The Ministry of Finance shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Continue to implement solutions to increase revenue, expand revenue base, especially from e-commerce, digital platforms... and fight against tax loss, strengthen inspection, examination, supervision, and combat tax evasion, ensuring correct and sufficient tax collection according to regulations. Study the continued implementation of the promulgated tax, fee, and land rental support policies, including environmental protection tax on gasoline, jet fuel...; and report to the Prime Minister before December 15, 2022.

b) Urgently evaluate, review, and propose the amendment of Decree No. 65/2022/ND-CP (amending and supplementing a number of articles of Decree No. 153/2020/ND-CP) on offering for sale and trading of corporate bonds in the domestic market and offering corporate bonds to the international markets; ensure the process's publicity and transparency, as well as legitimate rights and interests of investors, and safety and security of financial and monetary markets.

5. The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Continue to strongly develop the domestic market and expand and diversify markets, export products and supply chains, step up trade promotion activities, especially export products of the nation's advantage; effectively take advantage of signed free trade agreements (FTAs); proactively and actively take measures to deal with technical barriers, measures, and trade remedy lawsuits against Vietnamese exports.

b) Assume the prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Justice, relevant ministries and agencies, and the Viet Nam Electricity Group in considering and deciding on the implementation of a roadmap for adjusting electricity prices according to their competence in accordance with the conclusions of the Standing Government at Notice No. 151/TB-VPCP dated November 30, 2022 of the Government Office; properly fulfill tasks on communication to create social consensus.

c) Assume the prime responsibility for, and coordinate with the Ministry of Finance and relevant agencies in synchronously and effectively implementing solutions to ensure the supply of oil and gas for the domestic market in all situations as prescribed; absolutely prevent the occurrence of shortages or disruptions in petroleum supply in the end of 2022 and the Lunar New Year 2023

6. The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Continue to focus on directing and implementing measures to prevent and combat natural disasters and minimize their damage; ensure adequate supply of food for domestic consumption and export, especially during the Lunar New Year 2023.

b) Expeditiously perform the tasks assigned at Points b and d, Clause 5, Section I of Resolution No. 143/NQ-CP dated November 4, 2022 on the regular Government's meeting in October 2022 to resolve difficulties and obstacles in adjusting forest protection and development planning, planning for 3 types of forests at provincial level, making and completing dossiers and submitting them to competent authorities for consideration and decision-making on the policy to change forest use purposes to other purposes to implement investment projects; amend and supplement a number of articles of Decree No. 156/2018/ND-CP dated November 16, 2018 detailing the implementation of a number of articles of the Law on Forestry; develop an Action Plan to thoroughly address the EC recommendations on combating illegal, unreported and unregulated fishing (IUU) so as to quickly remove the "Yellow Card" warning.

c) Assume the prime responsibility for, and coordinate with the Ministry of Industry and Trade in directing provinces to plan and develop planting and rearing areas for agricultural products to meet the requirements and objectives of the Scheme on increasing the official export of goods.

d) Assume the prime responsibility for, and coordinate with the Ministry of Health and provincial-level People's Committees in implementing solutions to prevent and control rabies in livestock and poultry; proactively prevent and combat hunger and cold for livestock and poultry in the northern mountainous provinces.

7. The Ministry of Construction shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Focus on implementing the tasks of the Working Group, which were established under Decision No. 1435/QD-TTg dated November 17, 2022, to review, urge, and provide guidances to remove difficulties and obstacles in implementing real estate projects of provinces and businesses...; promptly report to competent authorities for solutions.

b) Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the State Bank of Viet Nam and relevant agencies and provinces in making an overall and clear assessment of the supply and demand of the real estate market according to segments; carefully review businesses, real estate projects, houses, people wishing to buy houses to assess the overall shortage of capital and propose effective, appropriate and feasible solutions; and streamline administrative procedures to speed up the implementation of real estate projects, especially social housing, worker housing, low-cost commercial housing, and increase the market supply.

c) Expeditiously study and propose amendments to Decree No. 100/2015/ND-CP on social housing development and management, and report to the Prime Minister in December 2022.

d) Concentrate on completing the development of the information system on housing and real estate market; connecting and sharing data of house ownership certificates issued before 2009; connecting and sharing data on design, purchase, and acceptance of housing projects; connecting and sharing data on house number and construction permits of works and houses.

8. The Ministry of Transport shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Accelerate the implementation of key traffic works, ensure the commencement of the East North-South Expressway construction project in the 2021-2025 period, and the construction of the Long Thanh International Airport Project in December 2022.

b) Direct and guide the transportation of passengers and goods at the end of 2022 and the Lunar New Year 2023, ensuring people's convenience and safety.

9. The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Closely monitor weather developments, proactively provide forecasts and warnings of unusual weather phenomena, contributing to the prevention, combat, mitigation, and timely overcoming of consequences of natural disasters.

b) Expeditiously implement the tasks assigned at Points b and c, Clause 8, Section I of Resolution No. 143/NQ-CP dated November 4, 2022 on the regular Government's meeting in October 2022 on research and supplementing the provisions on the allocation of land to investors for cases in which an investor has been approved as prescribed in Clause 3, Article 29 of the Law on Investment 2020. Those provisions shall be supplemented to the draft Decree amending and supplementing a number of articles of the Decree detailing the implementation of the 2013 Law on Land. Promote the negotiation of the "Political Declaration on the Establishment of a Just Energy Transition Partnership" between Viet Nam and G7 countries and development partners. Study and propose the establishment of an interdisciplinary working group to develop a plan to implement the Declaration on Just Energy Transition in accordance with the regulations, and report to the Prime Minister.

c) Guide and urge provinces to make provincial-level land use plans for the 2021 - 2025 period and submit them to competent authorities for approval in accordance with the Law on Land; report to the Prime Minister the progress of local land use planning before December 20, 2022.

d) Receive and provide explanation to inputs of the National Assembly deputies on the draft Law on Land (revised), complete the dossier of the draft Law; assume the prime responsibility for, and coordinate with concerned ministries and agencies in collecting the people's inputs on the draft Law under Plan No. 329/KH-UBTVQH15 dated September 30, 2022, of the Standing Committee of the National Assembly and under the direction of the National Assembly and the Prime Minister.

dd) Assume the prime responsibility for and cooperate with Ministries of Construction, Health, Information and Communication, Finance, Public Security, the Government Office and relevant agencies to study and formulate solutions to enrich and clean up data on land and houses in the National Land Database; connecting and sharing with the national database on population to serve the state management of land, housing, real estate transactions, medical facilities... and handle administrative procedures of people and businesses related to land and houses latest by December 2022.

10. The Ministry of Labor, Invalids and Social Affairs shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Direct and guide provinces to prepare conditions to support people with meritorious services, social protection beneficiaries, and people in poverty, etc. to celebrate the Lunar New Year 2023 in a safe, economical, merry, and healthy manner.

b) Direct and guide provinces to encourage enterprises to take practical measures to care for and improve the material and spiritual life of employees, especially during the Lunar New Year 2023; make full payment of salaries and year-end bonuses to employees, take measures to encourage employees to return to work soon after Tet, closely monitor labor demand in the area to formulate a plan to connect labor supply and demand, preventing labor shortage after Tet; support workers in difficult conditions to celebrate Tet; prevent labor disputes and strikes before, during and after the Lunar New Year 2023.

c) Monitor labor reduction in enterprises facing difficulties, especially during the new year and the Lunar New Year 2023, and promptly report to the Prime Minister; guide enterprises to implement regimes and policies for employees in accordance with regulations. Assume the prime responsibility for, and coordinate with the Ministry of Public Security, the Viet Nam General Confederation of Labor, the Viet Nam Social Insurance, and relevant provinces in reviewing the list of workers who have lost their jobs through synchronizing national database on population, especially in industrial parks and concentrated export processing zones so that urgent supporting policies could be implemented.

d) Expeditiously update and improve the public service system connected to the inter-connected public service software and the social security database to perform the group of public services on death registration for subjects with meritorious services and social protection beneficiaries; complete the aggregation of data of related subjects in December 2022 for data cleaning and integration with the population data.

11. The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with agencies and provinces in promoting tourism promotion activities; develop new tourism products; actively coordinate with ministries and agencies to research and amend regulations to create more favorable conditions in attracting international tourists; focus on successfully organizing the 9th National Sports Festival in 2022.

12. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Promote research, technology transfer and innovation, application of science and technology and develop science and technology market to increase labor productivity; select key investment in several potential fields with stronger competitive advantages to step by step approach the regional and international levels.

b) Report to the Prime Minister the cooperation results with the World Intellectual Property Organization (WIPO) and relevant agencies in building and testing the set of local innovation indexes in 2022; and propose the official implementation plan from 2023.

13. The Ministry of Health shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Continue to closely follow the developments of the COVID-19 situation, the emergence of new strains, formulate an effective response plan to the COVID-19 pandemic in all situations; proactively take measures to prevent and promptly handle dengue fever and other epidemics. Strengthen the direction of COVID-19 vaccination. Completely handle the shortage of drugs, medical supplies, and equipment.

b) Urgently evaluate guidelines and policies on hospital autonomy, the implementation of the roadmap for calculation of prices of medical services, and report to the Government and the Prime Minister according to their competence in December 2022.

c) Urge, inspect and guide nationwide medical examination and treatment facilities to connect and share electronic birth certificates and electronic notices with the inter-connected public service software to create favorable conditions for people in performing birth registration.

d) Assume the prime responsibility for, and coordinate with the Ministry of Transport to agree on a model for connecting and sharing drivers' health examination data at medical facilities that are eligible to serve the e-renewal and re-issuance of driving licenses; direct and guide medical facilities to implement accordingly.

14. The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with agencies and provinces in actively and effectively implementing the new general education program; coordinate with ministries and agencies to formulate solutions to enhance food safety and school health; implement Resolution No. 35/NQ-CP dated June 4, 2019 of the Government to mobilize social resources to invest in education and training to achieve the set targets and Directive No. 14/CT-TTg dated August 31, 2022 of the Prime Minister on strengthening conditions to ensure the effective implementation and quality of preschool and general education. Work closely with the Ministry of Home Affairs to amend salary and allowance regimes for teachers.

15. The Ministry of Home Affairs shall coordinate with ministries and agencies in urgently completing draft Decrees defining the functions, tasks, powers and organizational structure of ministries, ministerial-level agencies and agencies attached to the Government; and submit them to the Government for consideration and promulgation as soon as possible.

16. The Ministry of Justice shall assume the prime responsibility for, and coordinate with agencies and provinces in continuing to improve the quality of law-making; actively urge and coordinate with ministries and agencies to finalize law projects, propose law formulation, promptly report to the Government for approval and report to the National Assembly for inclusion in the law- and ordinance-making program in 2024, and making adjustments to the law- and ordinance-making program in 2023.

17. The Government Inspectorate shall assume the prime responsibility for, and coordinate with agencies and provinces in expeditiously finalizing and submitting to the Government a draft Resolution promulgating the National Strategy on anti-corruption by 2030; organize the thorough understanding and implementation of the Law on Inspection in 2022, soon complete and submit to the Government for promulgation documents detailing the Law on Inspection while ensuring their quality and progress.

18. The Ministry of National Defense shall take the initiative in formulating plans to maintain national independence, sovereignty and territorial integrity in all situations, avoid passiveness and unpreparedness; direct functional forces to actively participate in natural disaster prevention and control, search and rescue; direct the Border Guard and Coast Guard to strengthen patrols, control and strictly manage land and sea borders, fight smuggling, and firmly protect territorial sovereignty.

19. The Ministry of Public Security shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Absolutely protect the safety of key objectives, works, important political, cultural, and social events of the country. Ensuring security in key areas and fields, especially financial, monetary and investment security; firmly grasp the situation, proactively implement measures to promptly handle complex circumstances in terms of security and order, especially mass gathering activities due to influences of economic cases and incidents.

b) Strengthen fire and explosion prevention and fighting, ensure traffic order and safety; focus on suppressing all kinds of crimes, especially high-tech crimes, online fraud, new types of crimes; speed up the investigation and handling of key cases; properly prevent and fight against corruption and negativity; prevent, investigate and strictly handle acts of spreading bad, toxic and untruthful news; effectively deploy focus attacks and suppression of crimes during the year-end and the Lunar New Year 2023, ensuring security, social order and safety.

c) Expeditiously complete the draft Decree on protection of personal data and submit it to the Government for submission to the Standing Committee of the National Assembly for comments before the Government promulgates it.

d) Assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs and other ministries and agencies in studying and proposing amendments to the provisions of the Law on entry, exit, transit, and residence of foreigners in Viet Nam, in terms of procedures, processing time, number of times and number of days of stay in Viet Nam so as to create more favorable conditions for attracting international tourists.

20. The Ministry of Foreign Affairs shall carefully, safely, and effectively prepare high-level foreign affairs activities; continue to deepen relations with partners, strengthen the interlocking of political interests and trust. The Ministry was assigned to assume the prime responsibility for, and coordinate with agencies and provinces in formulating plans and effectively implementing Directive No. 15-CT/TW dated August 10, 2022 of the Secretariat on economic diplomacy in service of national development by 2030; implement synchronously, comprehensively and effectively foreign affairs, international integration and economic diplomacy, making the most of external resources and contributing to promoting socio-economic development.

21. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with agencies and provinces to:

a) Finalize the request for elaboration of the Law on Digital Technology Industry and submit it to the Government for comments and addition to the 2023 law- and ordinance-making program. Urge and guide ministries, branches, and provinces to assess essential information technology components, standards, and norms for integration with the National Database on Population, serving the implementation of the Project on Development of an Application of data on population, identification, and electronic authentication for national digital transformation in the period of 2022-2025, with a vision to 2030.

b) Direct media agencies, the Viet Nam Television, the Voice of Viet Nam, the Viet Nam News Agency and other agencies and provinces to promote information and communication about activities of the Party's and State's leaders, activities directed and deployed by the Government and the Prime Minister, especially remarkable socio-economic results. Promote policy communication, focusing on the issues that have been resolved or settled with the Government's direction, the effective disease control, advanced examples, examples of good people and good deeds, so as to attract investment and reinforce the image of Viet Nam as a safe destination...Highlight the determination and efforts of the Party, the Government, ministries, agencies and provinces, the participation of the people and businesses; promptly reflect the problems revealed from reality, minimize unverified subjective information which could create confusion in the public; continue to promptly respond to false and provoking information.

22. The Government Office shall assume the prime responsibility for, and coordinate with the Ministry of Public Security, the Ministry of Justice, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Health, and Viet Nam's Social Insurance to guide the City People's Committee of Ha Noi, the People's Committee of Ha Nam province, support to address difficulties and obstacles in the process of piloting the inter-connected public service software; organize a preliminary review and report to the Prime Minister in December 2022, before scaling up nationwide from January 2023.

23. The Committee for Ethnic Minority Affairs shall urgently implement the Prime Minister's instructions in the Notice of Conclusion No. 343/TB-VPCP dated November 1, 2022, on handling difficulties and obstacles in implementing the national target program for socio-economic development in ethnic minority and mountainous areas; and report to the Prime Minister the implementation results before December 25, 2022.

24. The Committee for Management of State Capital at Enterprises shall urgently complete the restructuring plan for the remaining 4 out of 12 projects. Focus on handling loss-making and inefficient enterprises and projects under its authority. The Committee was assigned to direct state-affiliated corporations and groups to actively study and invest in large and pervasive projects to further contribute to economic development and enhance the leading role of state-owned enterprises; and urgently approve and submit for approval the Scheme on restructuring state-owned enterprises for the period of 2021 - 2025.

25. The Viet Nam Social Insurance shall assume the prime responsibility for, and coordinate with ministries, agencies, and provinces in drastically implementing solutions to complete the assigned health insurance coverage rate in 2022; and coordinate with ministries and agencies in effectively implementing social insurance and health insurance policies, especially policies on unemployment insurance, health insurance, and social security support.

II. Solutions for implementing the Law on Residence 2020 and paper household registration books and paper temporary residence books annulled after December 31, 2022

The Government required ministries, agencies and People's Committees of provinces and centrally run cities to:

1. Accelerate the implementation of tasks to ensure the implementation of the Law on Residence 2020 on the fact that paper household registration books and paper temporary residence books will officially be annulled from after December 31, 2022. Announce the application of population data and citizen identification and build a database system to connect and share information with the National Population Database.

2. Propagate and disseminate regulations on the use value of chip-based citizen identification cards and electronic identification accounts to banking transactions (specified in Article 20 of the Law on Public Identity, Clause 5, Article 13 of Decree No. 59/2022/ND-CP dated September 5, 2022, of the Government on electronic identification and authentication), and solutions to replace household registration books in administrative procedures and civil transactions...

3. Complete the assigned tasks in Resolution No. 121/NQ-CP dated September 11, 2022, Resolution No. 131/NQ-CP dated October 6, 2022:

a) Expeditiously complete the amendment, supplement, and replacement of the Circular within its promulgation competence that requires the submission and presentation of household registration books or temporary residence books or requests to produce papers and documents certifying residence status in carrying out administrative procedures to comply with the provisions of the Law on Residence 2020.

b) Direct and guide functional agencies to consistently, synchronously, and effectively deploy methods to apply population data and citizen identification replacing paper household registration books and paper temporary residence books in administrative procedures and civil transactions.

c) Synchronously deploy solutions to complete the technical infrastructure connection to the information system for handling administrative procedures at ministerial and provincial levels, meeting the requirements of data connection and sharing with the population database according to the provisions of Circular No. 46/2022/TT-BCA dated November 4, 2022, of the Ministry of Public Security.

d) Urgently digitize data, create a shared database to ensure network security, network information safety, and information security before connecting to the National Population Database.

III. Regarding the draft resolution on the main tasks and solutions for the implementation of the socio-economic development plan and the state budget estimates in 2023

1. Ministries and agencies shall closely follow the conclusions and resolutions of the Central Committee and the National Assembly on the socio-economic development plan and state budget estimates in 2023; the conclusions, Resolutions and directions of relevant authorities; the actual situation and requirements for direction and administration, to continue to give direct comments on the Government's draft Resolution on key tasks and solutions to implement the socio-economic development plan and the state budget estimates in 2023. Accordingly, Ministries and agencies were requested to clearly define themes and directions for socio-economic development in 2023, and clarify specific targets in their respective sectors and fields of management, as well as key tasks, solutions and specific projects to be implemented in 2023 in order to overcome previous shortcomings and limitations; focus on solving backlog tasks, and effectively handle routine tasks and unscheduled tasks associated with strengthening inspection and urging the implementation of tasks and programs of the Government and the Prime Minister; and urgently send them to the Ministry of Planning and Investment to organize and finalize the draft Resolution.

2. The Ministry of Planning and Investment was assigned to synthesize, collect and provide explanations to inputs raised at the meeting and comments from the ministries and agencies mentioned in Clause 1 above; continue to improve, collect inputs from ministries, agencies and provinces, on that basis, report to the Prime Minister for consideration and comments before finalizing and reporting at the Government's online conference with provinces to implement the conclusions of the Central Committee and the Resolution of the 15th National Assembly on the socio-economic development plan in 2023.

The Government Office was assigned to monitor, urge, synthesize and report to the Government and Prime Minister the implementation results of this Resolution./.
