General Secretary To Lam's Special Envoy meets President Putin

VGP – Russian President V. Putin said that his country always attaches importance to ceaselessly advancing the Comprehensive Strategic Partnership with Viet Nam.

Foreign Minister Le Hoai Trung, Special Envoy of General Secretary To Lam meets with Russian President V. Putin in Moscow, Russia, February 24, 2026.

President Putin made the above statement during his reception for Mr. Le Hoai Trung, Special Envoy of General Secretary To Lam, in Moscow on February 24.

Putin once again congratulated on the success of the 14th National Party Congress and expressed his belief that Viet Nam will successfully realize its strategic priorities and targets in the new era of the nation's rise.

Putin affirmed that General Secretary To Lam is his close friend, expressing his wish to soon welcome General Secretary To Lam to Russia.

Putin said he stands ready to maintain regular contacts and exchanges with General Secretary To Lam on strategic issues and cooperation between the two countries.

He suggested the two countries should further improve the quality and effectiveness of bilateral cooperation in key pillars such as energy, oil and gas, and military techniques, while expanding cooperation in the domains of nuclear energy, science-technology, and transport.

Mr. Le, who is the Foreign Minister, conveyed General Secretary To Lam's message to President Putin, affirming the Party, State and people of Viet Nam are resolved to build a peaceful, independent, democratic, prosperous, civilized, and happy Viet Nam that firmly advances to socialism.

In its new development era, Viet Nam wishes to continue deepening the Comprehensive Strategic Partnership with Russia for the benefits of each country and for peace, stability and sustainable development in the region and the world, said Le.

The same day, Le also held talks with Russian Foreign Minister S. Lavrov./.
