General Phan Van Giang receives U.S. Acting Secretary of the Navy Hung Cao

General Phan congratulated Hung Cao upon his appointment as U.S. Acting Secretary of the Navy, expressing his belief that he would support and continue to further promote the relations between Viet Nam and the U.S. and the two defense ministries.

He said that both sides have maintained effective and practical defense cooperation, with a focus on such areas as delegation exchange, training, peace-keeping operations, cybersecurity, maritime security, military medicine, humanitarian assistance among others.

Phan called for continued fruitful implementation of the agreements signed between the two countries, particularly in the fields of delegation exchange, training, maritime security, defense industry, and cooperation between armed forces.

As Viet Nam and the U.S. signed the Memorandum of Understanding on advancing cooperation in addressing war consequences in October 2025, General Phan suggested the U.S. translate its commitments, including the provision of additional US$130 million for dioxin remediation project at Bien Hoa Airbase, and work together with Viet Nam to complete the project by 2030.

General Phan also promised that Viet Nam will coordinate closely with the U.S. in search for U.S. servicemen missing in action.

He called on the U.S. to enhance sharing of information, documents and personal artifacts related to Vietnamese martyrs and to assist Viet Nam in strengthening AND analysis capacity, thus contributing to the successful implementation of Viet Nam's nationwide 500-day campaign aimed at intensifying the search, recovery and identification of Vietnamese martyrs.

Phan took the occasion to invite U.S. officials and defense firms to attend the 3rd Viet Nam International Defense Expo scheduled to take place in Ha Noi in December this year.

Hung Cao, for his part, spoke highly of the defense ties between the two countries, particularly in maritime cooperation. He expressed his support for stronger collaboration between the two defense ministries./.
