Full Viet Nam-Chile Joint Statement
VGP - Below is the full Viet Nam-Chile Joint Statement issued on the occasion of President Luong Cuong's official visit to Chile from November 9-11, 2024.
1. At the invitation of H.E. Mr. Gabriel Boric Font, President of the Republic of Chile, H.E. Mr. Luong Cuong, President of the Socialist Republic of Viet Nam paid an official visit to the Republic of Chile from November 9-11, 2024.
2. During the visit, President Luong Cuong and President Gabriel Boric Font engaged in in-depth discussions on the Viet Nam-Chile relations and exchanged views on regional and international issues of common concern. President Luong Cuong also met with Senate President José Garcia Ruminot and Speaker of the Chamber of Deputies Karol Cariola, hosted reception for Mayor of the Commune of Santiago Irací Hassler, delivered a policy speech at the University of Chile, and met with executives of several Chilean enterprises.
3. During the talks between President Luong Cuong and President Gabriel Boric Font, the two leaders underlined the importance of President Luong Cuong's visit, the first visit by a Vietnamese President to Chile in 15 years, and reaffirmed their commitment to further deepen the bilateral relations. Both sides reviewed the historic milestones shaping the bilateral ties, emphasizing that this year marks the 55th anniversary of the historic meeting between President Ho Chi Minh and Salvador Allende (in 1969) who laid foundation for the establishment of diplomatic relations between the two countries in 1971.
4. President Luong Cuong commended Chile's recent achievements in socio-economic development and diplomacy, contributing to increasingly enhancing Chile's role and engagement in the region and the world. For his part, President Gabriel Boric expressed his admiration for Viet Nam's great achievements over the past nearly 40 years since the introduction of the renewal and international integration policy as well as its recent socio-economic development outcomes.
5. President Luong Cuong and President Gabriel Boric expressed their pleasure and highly valued the friendship and cooperation between the two countries. The two leaders agreed to continue deepening the Comprehensive Partnership established between the two countries in 2007 and reaffirmed their commitment to promote peace, stability, cooperation an sustainable development in Asia-Pacific and the world.
6. The two leaders agreed to boost high-level exchanges to chart orientations for the development of the Viet Nam-Chile relations through bilateral visits and contacts at international conferences and multilateral forums. At the same time, both sides underscored the importance of enhancing cooperation between legislative bodies, local administrations, academic institutions and people-to-people exchanges in order to further deepen the Viet Nam-Chile Comprehensive Partnership.
7. The two leaders acknowledged the growth in bilateral economic and trade exchanges, underscored the importance of promoting trade and investment for development and prosperity in each country. From this perspective, the two leaders underlined the importance of the Viet Nam-Chile Free Trade Agreement signed 2014, as well as the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) to which both countries are signatories, for the bilateral trade ties. The two leaders agreed to continue enhancing coordination to improve the effectiveness of the implementation of these trade deals.
8. The two leaders committed to expanding bilateral to the areas of mutual interest, such as defense, security, agriculture, sustainable development, renewable energy, science, education, culture and tourism. Both sides shared the need to further open markets for each other's agricultural products in a bid to diversify bilateral trade and contribute to enhancing food security in each country.
9. The two leaders spoke highly of the Vietnamese Government's decision to open the defense attaché office in Chile and the Chilean Government's decision to open the agricultural attaché office in Viet Nam. Both sides expressed their belief that these initiatives would contribute to expanding and enriching the bilateral ties.
10. The two countries reaffirmed their commitment to promoting multilateralism and strengthening collaboration at multilateral mechanisms such as the United Nations, the World Trade Organization (WTO), the Asia-Pacific Economic Cooperation (APEC), the Forum for East Asia-Latin America Cooperation (FEALAC), and South-South Cooperation, on the basis of adherence to the United Nations Charter and international law, and respect for independence, sovereignty and territorial integrity. Chile expressed support for Viet Nam to host APEC in 2027.
11. The Chilean side emphasized its desire to join the Regional Comprehensive Economic Partnership (RCEP) in a bid to strengthen and cement relations with RCEP member countries. Viet Nam welcomed Chile's proposal and pledged to promote discussions among the RCEP member countries on this issue.
12. The two leaders affirmed that the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982) is the legal framework governing the world's oceans and seas, and it is of strategic significance and serves as the legal basis for all activities and cooperation at national, regional and international levels. Both sides underscored the importance of settling maritime disputes through peaceful measures in accordance with international law, especially the United Nations Charter and the UNCLOS 1982.
13. Viet Nam congratulated Chile on the 5th anniversary of the establishment of the ASEAN-Chile Development Partnership (2019-2024). The two countries expressed their wish to promote the effective cooperation in the areas within the ASEAN-Chile Development Partnership framework for 2021-2026, especially sustainable development, trade and investment, minerals and digital economy.
14. On behalf of the State and people of Viet Nam, President Luong Cuong thanked President Chile Gabriel Boric for warm hospitality for him and his entourage during the visit. The two leaders expressed the pleasure at the outcomes of the visit, which will inject strong momentum for deepening the bilateral relations in the time to come. On the occasion, President Luong Cuong extended formal invitation to President Gabriel Boric to visit Viet Nam in 2025. President Gabriel Boric accepted the invitation with pleasure.
