Viet Nam, China to sign 40 cooperation documents during Xi Jinping’s upcoming visit

VGP - As many as 40 cooperation documents across a wide range of fields will be signed during the upcoming State visit of Chinese General Secretary and President of China Xi Jinping to Viet Nam, creating an important foundation for more effective cooperation in the time to come.

Deputy Prime Minister, Foreign Minister Bui Thanh Son made the above statement in a recent interview ahead of the Chinese leader's upcoming State visit to Viet Nam.

Xi will pay a State visit to Viet Nam from April 14-15 at the invitation of General Secretary To Lam and President Luong Cuong.

Bui said, the visit, which takes place less than a year after General Secretary To Lam's State visit to China, is a major political and diplomatic event for both Parties and countries.

It holds strategic significance and will have long-term impacts on the development of Viet Nam–China relations, especially as both countries are entering a new era and a new stage of development.

It marks Xi's fourth visit to Viet Nam as the top Chinese leader, and his second visit during the tenure of the 13th National Congress of the Communist Party of Viet Nam and the 20th National Congress of the Communist Party of China.

Notably, the visit takes place during the Year of China-Viet Nam Humanistic Exchange 2025 and as the two countries commemorate the 75th anniversary of the establishment of diplomatic ties (1950–2025).

During the visit, the Chinese leader is expected to hold high-level talks with General Secretary To Lam and President Luong Cuong, and have separate meetings with Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man to discuss measures, approaches, and major orientations to further promote bilateral relations across various fields.

According to Bui, the Vietnamese Party and State leaders express their hope that the visit will strengthen high-level strategic exchanges, especially through regular contacts between the two sides' senior leaders, therefore solidifying the foundation of political trust, sharing experiences in governance and national development, and orienting the stable and sound development of bilateral relations amid the continuing complexity of the international and regional landscape.

Through the visit, both sides will define key directions and priorities for cooperation across various sectors; and elevate the quality, effectiveness, and sustainability of practical cooperation between the two countries.

The two countries will foster cooperation, particularly in areas where Viet Nam has demand and China has strengths—such as standard-gauge railways, agricultural trade, science and technology, education and training, digital economy, and green economy—to meet the aspirations and interests of both peoples.

The Vietnamese diplomat expects that the positive impact of the visit will spread across all levels, sectors, and segments of society in both countries; promote the effective implementation of the Year of China-Viet Nam Humanistic Exchange 2025.

The two nations will have opportunities to enhance friendly exchanges between mass organizations and socio-political groups; and local-to-local exchanges with a view to deepening mutual understanding and trust, fostering traditional friendship, and strengthening the solid foundation of public support for the bilateral relationship.

Through exchanges conducted in a spirit of frankness, sincerity, substance, and mutual understanding, the two sides aim to properly address existing issues related to borders and territory, as well as to better manage and resolve maritime differences in accordance with high-level common perceptions.

The goal is to ensure that these issues do not negatively impact the healthy development of relations between the two Parties and countries, thereby contributing to the maintenance of peace, stability, cooperation, and development in the region and beyond.

Highlights in Viet Nam-China relations

Regarding key results in Viet Nam–China cooperation in recent years, Deputy Prime Minister, Foreign Minister Bui said, since the establishment of the comprehensive strategic cooperative partnership in 2008, and particularly following recent mutual visits between the two countries' top leaders, bilateral ties have seen comprehensive and robust progress across multiple areas.

Political trust has been enhanced through frequent high-level visits and contacts, both bilaterally and multilaterally, notably the official visit to China by former General Secretary Nguyen Phu Trong (October 2022) and Xi's third state visit to Viet Nam (December 2023), and the state visit to China by General Secretary and State President To Lam in August 2024.

In term of economic, trade, investment, and infrastructure connectivity cooperation, in 2024, bilateral trade reached new heights, exceeding US$200 billion according to Vietnamese statistics, and US$260 billion according to Chinese figures.

Viet Nam remains China's largest trading partner in ASEAN and its fourth-largest trading partner globally. In the first quarter of 2025, the figure hit US$51.25 billion, up 17.46 percent year-on-year.

China has become the largest market for Vietnamese agricultural, forestry, and fishery products, bringing tangible benefits to millions of Vietnamese farmers.

China is currently Viet Nam's sixth-largest investor, with total registered capital of US$31.26 billion.

Currently, about 24,000 Vietnamese students are studying in China, doubling the number five years ago. In tourism, China remains the top source of international visitors to Viet Nam post COVID-19.

Bui expresses his belief that the visit will be successful in all aspects, marking a new milestone in the friendly neighborly relations and the comprehensive strategic cooperative partnership, as well as the building of a community with a shared future of strategic significance between Viet Nam and China./.
