Nguyen made the call while addressing the Viet Nam Innovation and Private Capital Summit 2026 (VIPC Summit 2026) which was organized in Ha Noi on May 28.

He stressed the need to prioritize the development of strategic technology sectors such as artificial intelligence, semiconductors, big data, cloud computing, biotechnology, green technology, and digital infrastructure while enhancing technological self-reliance and strengthening Viet Nam's position in global value chains.

It is necessary to identify the development of high-quality human resources as a top priority and provide mechanisms to attract international talent and overseas Vietnamese to contribute to the country's development, Nguyen said.

He called for upholding the role of the Viet Nam National Innovation Center, universities, research institutes, technology enterprises, investment funds, and financial institutions in connecting global knowledge, technology, human resources, and capital flows.

He urged investment funds, financial institutions, and international investors to continue accompanying Viet Nam with a strategic and long-term vision and further increase investment in strategic technology sectors, innovation and digital infrastructure.

The VIPC Summit 2026 serves as a major platform connecting policymakers, global investors, technology firms and startups to increase investment flows and support Viet Nam's rapidly growing innovation ecosystem.

According to the Global Innovation Index (GII) report, Viet Nam currently ranks 44th globally. The nation's innovation startup ecosystem has also risen into the world's top 50 emerging startup ecosystems.

Last year, the total private investment in technology sector reached approximately US$4.5 billion across 149 deals, marking a sharp increase from the previous year. Of this amount, private equity investment hit a record high of around US$4 billion, while venture capital investment rose by about 28 percent./.
