Cumbersome apparatus hinders national development: Party chief
VGP – General Secretary To Lam said cumbersome apparatus has hindered national development as public sector pay accounts for a huge proportion of budget expenditures, prompting the need to rearrange and streamline.

Several ministries and central agencies have rearranged some of their departments and units while rearrangement of central and provincial-level apparatuses remains intact.
To called on the Party's commissions, the National Assembly and the Government to set good examples in rearranging and streamlining their apparatuses to save budget for development investment.
He called for raising the proportion of budget expenditures for development investment, national defense and security, poverty elevation, and social welfare to 50 percent from current 30 percent./.
