Citizen identification cards replace social insurance codes from August 1

VGP - Starting August 1, 2025, personal identification numbers and Citizen Identification Cards will officially replace social insurance codes and unit management codes across Viet Nam, marking a significant milestone in the country’s digital transformation of social insurance management.

Citizens to use ID Card number as social insurance code from August 1

 The Viet Nam Social Security (VSS) announced that this move aims to standardize data management practices, streamline administrative procedures, and promote the use of a unified digital identity system for individuals and businesses in all transactions related to social insurance, health insurance, and unemployment insurance.

According to VSS, the deployment of a unified identification code system will help synchronize national databases, enhance interconnectivity with the national population database, and improve the overall efficiency of public service delivery. This step is part of Viet Nam's broader national digital transformation strategy, which seeks to modernize administrative services, reduce paperwork, and build a more transparent and efficient governance framework.

Efforts are also underway to integrate data across professional software platforms involved in issuing social insurance books, managing health insurance cards, and processing benefit payments. During the interim period, while the software upgrades are being finalized, VSS will continue to accept existing 10-digit social insurance codes and current unit management codes for ongoing administrative operations, including data classification and information retrieval.

From July 1 this year, personal identification number of a citizen issued under the Law on Identification is used as his or her tax code. This means that all individuals, including salaried employees, sole proprietors, business households, and dependents, will use their personal identification number as their sole tax identification number./.
