Action program on implementation of ASCC Strategic Plan approved
VGP - Deputy Prime Minister Bui Thanh Son signed Decision No.155/QD-TTg approving the action program on the implementation of the ASEAN Socio-Cultural Community (ASCC) Strategic Plan in Viet Nam for the 2026–2035 period.

The action program targets to successfully implement the ASCC Strategic Plan in Viet Nam during 2026–2035, contributing to the building of an integrated, self-reliant, resilient, sustainable, and people-centered ASEAN Community by 2045.
Under the plan, Viet Nam will focus on implementing the following 12 strategic objectives:
1. Building a people-centered, people-oriented, and highly connected Community, with the smooth movement of people, goods, and services, and with a shared sense of ownership and ASEAN identity.
2. Ensuring the full realization of human potential and improvement of quality of life, encouraging active, inclusive, and sustainable participation and promoting social cohesion, thereby ensuring shared prosperity, especially for vulnerable groups, and leaving no one left behind.
3. Optimizing demographic advantages to help ASEAN become a hub for growth and innovation by promoting inclusive, holistic, and transformative education in a favorable learning environment, in order to develop a highly skilled and competitive workforce while creating decent and high-quality jobs.
4. Building a healthy ASEAN Community with longer life expectancy, ensuring well-being for all age groups, preventing communicable and non-communicable diseases, and working toward universal health coverage and accessible, sustainable, and resilient healthcare systems.
5. Creating an enabling environment for people to play an active role in all aspects of life by promoting human security and strengthening community resilience via the development of appropriate public–private partnerships aligned with ASEAN's sustainable development agenda.
6. Building an ASEAN Community with a shared identity that is adaptive and responsive to the evolving needs of countries as well as relevant regional and global challenges.
7. Empowering women to participate fully and effectively in the ASEAN Community-building process and realize their full potential in decision-making.
8. Promoting the youth's meaningful contributions to strengthening a dynamic, innovative, and resilient ASEAN Community, addressing emerging challenges, advancing sustainable socio-economic development, and reinforcing ASEAN awareness, values, and identity.
9. Nurturing pride in the Community's identity and enhancing responsibility for the preservation, safeguarding, and promotion of cultural heritage, arts, and traditions, while promoting cultural industries.
10. Developing sports, contributing to building ASEAN into a center of sporting excellence to promote peace, inclusion, health, education, and socio-economic development.
11. Enhancing empowerment, flexibility, and self-reliance to respond to future crises and long-term challenges, continuing to narrow development gaps through appropriate initiatives and promoting equitable, inclusive access and participation in economic opportunities.
12. Building a green ASEAN by promoting sustainable growth on land and at sea through advancing green economy and regional ocean-based economy, while strengthening ASEAN's role in boosting sustainability and responding to climate change.
The ASCC Strategic Plan, one of the four strategic documents of the ASEAN Community, is formulated as a continuation of the ASCC Blueprint 2025 and aims to build a resilient, inclusive, adaptive, sustainable, innovative, dynamic, and people-centered ASEAN Community.
The strategy sets out specific approaches to deliver greater benefits to the peoples of ASEAN and enhance the region's capacity to cope with challenges. The ASCC Strategy has a 10-year timeframe (2026–2035).
The ASCC Strategic Plan comprises 12 strategic objectives, including 10 strategic objectives that operationalize the ASEAN Community Vision 2045 and two cross-pillar strategic objectives on narrowing development gaps and on growth and sustainable development, 16 objectives and 112 concrete measures./.
