He urged the Ministry to quickly establish centers for evaluating and verifying English training quality and English question and test banks in big cities, then introducing them nationwide.

The Ministry needs to create breakthroughs in (i) political determination and awareness of English teaching, (ii) standardizing English teachers, (iii) modern and IT-based curricula, and (iv) attracting international investment and donations for foreign language training.

Việt Nam adopted a Project on foreign language training for the period 2008-2020,  under which primary school pupils are compulsory to learn English right at grade three.

In the school year 2010–2011, 20% of grade three pupils will learn the new English curriculum, and the figure will be raised to some 70% in the school year 2015-2016, and 100% in 2018-2019.

By 2020, the Project targets to produce at least 60,000 standard English teachers. Majority of Vietnamese youth who graduate from vocational schools, colleges, and universities can work in multi-language environment.
