On behalf of the Party, State, Government and people of China, Xi warmly welcomed Nguyen who is on an official visit to China, expressing his pleasure to meet with Nguyen after five years.
Xi said that Nguyen's ongoing visit to China is of special importance for the Viet Nam-China relations as the Vietnamese Party chief is the first foreign leader to visit China following the 20th National Congress of the Chinese Communist Party and it is his first foreign visit after the 13th National Congress of the Vietnamese Communist Party.
Nguyen expressed sincere thanks to the warm and friendly welcome given to him by Xi, other leaders and people of China.
In a sincere and frank atmosphere, the two leaders informed each other about the situation in their respective Parties and countries and discussed the relations between the Parties and the countries.
Party leader Nguyen once again congratulated China on the success of the 20th National Party Congress and Xi on his election as the General Secretary of Communist Party of China Central Committee.
Nguyen underlined that the traditional friendship between Viet Nam and China, built and reinforced by President Ho Chi Minh and President Mao Zedong and senior leaders of the two nations is the valuable asset of the two Parties, countries and peoples.
Viet Nam appreciates the great and valuable assistance by the Party, State and people of China for Viet Nam's struggle for national liberation in the past and the current national development course, Nguyen stressed.
He affirmed that Viet Nam always attaches and gives top priority to advancing the comprehensive strategic cooperative partnership with China.
Trong reassured that Viet Nam sticks to its foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multi-lateralization of external relations, active and proactive international integration, being a reliable friend and partner and active and responsible member of the international community.
For his side, Xi congratulated on the achievements gained by Viet Nam over the recent past, especially the outcomes of the implementation of the Resolution adopted at the 13th National Congress of the Communist Party of Viet Nam.
Xi spoke highly of the major development goals and guidelines set out at the 13th National Congress of the Communist Party of Viet Nam by 2025, 2030, and 2045 when the Southeast Asian country marks the 100th founding anniversary of the Democratic Republic of Viet Nam, now the Socialist Republic of Viet Nam.
He expressed his belief that under the leadership of the Communist Party of Viet Nam headed by General Secretary Nguyen Phu Trong, Vietnamese people will surely realize the goals and tasks figured out at the 13th National Congress of the Communist Party of Viet Nam.
Xi affirmed the Party, Government and people of China attach great importance to the relationship with Viet Nam, wishing and standing ready to work with the Party, State and people of Viet Nam to further consolidate the friendship and cooperation and to elevate the comprehensive strategic cooperative partnership between the two countries to new heights.
The two Party chiefs expressed their pleasure at the healthy development trajectory and highly valued the positive developments in the relations between the two Parties and countries over the past time. Despite the COVID-19 pandemic, the two sides have managed to maintain high-level meetings and exchanges.
Since the beginning of 2020, the two Party leaders spoke over the phones four times and exchanges messages on the occasion of the major political events in respective countries. Both sides have promoted effective and practical cooperation between the organs and branches of the two Parties, Governments, Parliaments, Fatherland Fronts, public security and national defense sectors.
Local-to-local cooperation, especially between border provinces, has been maintained while economic, trade and investment cooperation has been the bright spot in the bilateral ties.
The two leaders held that the stable development in Viet Nam and China as well as their achievements are of significant importance for the two countries and peoples.
They discussed on major orientations to further enhance mutual trust, consolidate friendship, improve the effectiveness of cooperation across fields, sustain peace and stability at sea, and deepen the relationship between Viet Nam and China in a healthy, stable and sustainable fashion in the time ahead.
Both sides agreed to continue high-level exchanges and contacts in order to strengthen mutual understanding, timely handle emerging issues, maintain the friendship and healthy and stable development of the Viet Nam-China relations.
The two sides agreed to promote and improve the effectiveness of the existing cooperation mechanisms between the two Parties and countries, particularly the high-level meetings and the Viet Nam-China Steering Committee for Bilateral Cooperation, in order to shape major cooperation orientations that match the two countries' demands and interests, thereby contributing to effective implementation of the agreements and perceptions reached by the leaders of the two Parties and countries.
Both sides agreed to further deepen cooperation in such areas like diplomacy, defense, security and coordinate effectively at multilateral forums.
The two Party leaders agreed on the need to strengthen the effectiveness of economic, trade and investment cooperation in a bid to create solid foundation for the development of the bilateral relations.
Both sides agreed to step up effective management of their shared borderline in accordance with the documents signed by the two countries.
On sea-related issues, the two Party leaders held that the maintenance of peace and stability at sea is of great importance for the development of the two Parties and countries. Party General Secretary Nguyen asked the two sides to abide by the high-level perceptions, respect the legitimate interests of respective countries, settle disputes and divergences through peaceful measures in line with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982), effectively utilize negotiation mechanisms, fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC), and strive to reach a substantive and effective Code of Conduct in the East Sea in accordance with international law, including the UNCLOS 1982.
On behalf of the Party and State of Viet Nam, Nguyen invited Xi to visit Viet Nam soon and the latter gladly accepted the invitation./.
