Deputy PM Minh congratulated Brazil on its increasing position in the region and the world and affirmed that Viet Nam wanted to enhance friendship and wide-ranging cooperation between the two countries.

He said that Vietnamese high-level leaders lauded President Dilma Rousseff’s official visit to Viet Nam later this year and considered it as an important event creating stimulus for deepening bilateral relations effectively and practically.

The two foreign ministers agreed that bilateral ties achieved positive developments, particularly a record US$3.35 billion two-way trade turnover in 2014, which showed a 40% year-on-year rise and laid a favorable basis for reaching US$10 billion or a higher value in 2020.

However, they noted that economic and investment cooperation between the two countries remains modest, not on par with each economy’s scale and potential, as well as both countries’ cooperation potential, particularly in agriculture, manufacturing, processing, energy, clean fuels, bio-technology, aviation and infrastructure construction.

Accordingly, ministries and agencies of both countries will make early preparations for a successful visit of President Rousseff and organize the third meeting of the Viet Nam – Brazil Joint Committee on Economic, Trade, Scientific and Technical Cooperation in Viet Nam in 2015.

They will also boost negotiations for a an agreement on encouragement, reciprocal protection of investments and double taxation avoidance and other cooperation documents in agriculture, technology, education, logistics and tourism to improve the legal framework for bilateral cooperation activities.

The two Governments will facilitate the business communities' market access to set up partnerships  and do business directly.

Regarding multilateral cooperation, the two sides valued close bilateral coordination at international organizations and multilateral forums, particularly at the United Nations and its organizations and agencies, the World Trade Organization while joining hands in coping with climate change and using water resources.

Vieira affirmed that Brazil supports Viet Nam’s candidacy to the United Nations Security Council’s Non-Permanent Membership in the 2020-2021 term and to the UNESCO’s Executive Board in the 2015-2019 term. He suggested several technical measures to help Brazil recognize Viet Nam’s market economy.

The two FMs also discussed the regional and international situation of mutual concerns, affirming that the two countries support each other to enhance cooperation in Southeast Asia and Latin America, as well as between the two regions through relations between ASEAN and the Union of South American Nations (UNASUR), the Common Market of the South America (MERCOSUR), as well as the Forum for East Asia-Latin America Cooperation (FEALAC)

The two sides shared a viewpoint in resolving sovereignty-related disputes through dialogues and peaceful means in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea.
