He noted that over the years, Bulgaria trained more than 30,000 Vietnamese specialists, students, and researchers, many of whom now hold key positions in government as well as in the fields of economy, science, and culture, contributing significantly to the friendship between the two nations.

Bulgaria has become a regional hub for innovation, high technology, and artificial intelligence (AI), producing high-value technological products, he said, calling on both sides to create favorable conditions for their businesses to invest and operate in each other's markets.

General Secretary To suggested that the two countries enhance cooperation in areas where Bulgaria has advantages, such as science and technology, clean agriculture, pharmaceuticals, education, renewable energy, and logistics. 

The Bulgarian leader, for his part, also expressed his desire to strengthen collaboration in education, training, and labor.

General Secretary To highly spoke of the significance of President Rumen Radev's attendance at the forum, describing it as a reflection of Bulgaria's strong commitment to fostering bilateral business and investment cooperation.

He noted that Bulgaria's development is being driven by advances in science, technology, innovation, and digital transformation, which have helped raise labor productivity. He urged both sides to step up collaboration in science and technology, digital transformation, defense and security, defense industry, and human resource development.

The Vietnamese Party chief affirmed that the Party and State of Viet Nam remain steadfast in their commitment to accompany, listen to, and share with international partners and friends. He also expressed his hope for continued support and cooperation from foreign investors, particularly those from Bulgaria, in Viet Nam's national development process.

The two leaders witness the signing ceremony of cooperation documents

On this occasion, the two leaders witnessed the signing of several cooperation documents, including: 

- An arbitration cooperation agreement between the Viet Nam International Arbitration Centre (VIAC) and the Arbitration Court at the Bulgarian Chamber of Commerce and Industry (BCCI);

- A memorandum of understanding on strategic cooperation in education and academic exchange between the Industrial University of Ho Chi Minh City and the University of Economics – Varna; 

- A comprehensive international cooperation agreement between Ha Noi University of Science and Technology and Sofia University in the fields of AI, machine learning, and computer science; 

- A cooperation agreement on space technology between the Viettel Military Industry and Telecoms Group (Viettel) and EnduroSat EAD; and an information technology and digital transformation cooperation agreement between Tri Nam Group and Software Group.

General Secretary  To Lam, his spouse Ngo Phuong Ly, and the high-ranking Vietnamese delegation are paying an official visit to Bulgaria from October 22 to 24 at the invitation of Bulgarian President Rumen Radev. The year 2025 marks the 75th anniversary of the establishment of diplomatic relations between Viet Nam and Bulgaria (1950-2025)./.
