This is part of the Conclusion No. 75-KL/TW of the Party Central Committee on environmental protection and climate change response in the new era, which was presented by Standing Deputy Prime Minister Pham Gia Tuc at a national teleconference held in Ha Noi on July 29 to disseminate the outcomes of the recent 3rd plenum of the 14th Party Central Committee.

According to the Conclusion, in the 2026-2030 period, Viet Nam will strictly control pollution sources through automatically monitoring all major wastewater and emission sources, ensuring that wastewater at all industrial clusters will be treated to meet regulatory standards.

The environmental quality and living conditions will be improved to ensure that at least 80 percent of days each year in centrally governed cities have good or moderate air quality, and to raise the rate of municipal solid waste treatment to 95 percent in urban areas and 85 percent in rural areas.

In addition, green transition will be accelerated, with green economy accounting for 10 percent of national GDP; renewable energy making up at least 26.1 percent of total primary energy supply; and greenhouse gas emissions reduced by at least 9 percent.

By 2030, the nation aims to strengthen its resilience and adaptive capacity to climate change and natural disasters, while protecting people's lives, health, property, and livelihoods.

Areas suffering from severe environmental pollution—particularly urban areas, river basins, industrial parks and clusters, and traditional craft villages—will be prioritized for remediation and ecological restoration.

The quality of the living environment will be substantially improved while major sources of pollution will be brought under strict control.

The Southeast Asian country will speed up the development of green economy, circular economy, and low-carbon economy in tandem with the renewal of the growth model, improvement of economic growth quality, enhancement of environmental security, and the pursuit of rapid and sustainable development.

Looking ahead to 2045, Viet Nam targets to achieve a clean and healthy living environment in harmony with nature and sustainable development.

The nation will establish a modern environmental governance system capable of effectively adapting to climate change, with green economy, circular economy, and low-carbon economy becoming the dominant development model.
