
In his recent Directive on enhancement of electricity saving and development of rooftop solar power, the Prime Minister stresses that 2026 marks the first year of carrying out the 2026–2030 five-year socio-economic development plan, which targets double-digit growth, placing significant demands on ensuring electricity supply, especially the development of baseload power sources and domestic clean energy.
Meanwhile, the international energy market continues to experience complex developments and potential risks, directly impacting the national energy security.
Therefore, the coordinated and decisive implementation of demand-side management measures and the efficient, economical use of electricity nationwide is of critical importance, helping to reduce peak load, improve the efficiency of power system operations, and alleviate pressure on investment in new power generation sources.
Moreover, the development of self-produced and self-consumed rooftop solar power along with appropriate energy storage systems will provide additional on-site supply, and contribute to ensuring national energy security.
The Directive sets the target that during the peak hot months from April to July, at least 10 percent of total electricity consumption will be saved.
The nation will reduce load capacity of the electricity system by at least 3,000 MW during peak hours when there is a risk of supply–demand imbalance.
The development of self-produced and self-consumed rooftop solar power will be promoted, prioritizing installation at government offices, production facilities, businesses, service establishments, and households while the installation of energy storage systems (BESS) to reduce peak-hour load and enhance on-site energy self-sufficiency will be facilitated.
During 2026-2030, approximately 10 percent of government offices and 10 percent of households nationwide will install and use self-produced and self-consumed rooftop solar power each year.
The nation will encourage the use of on-site energy to reduce pressure on electricity supply from the national grid while the Viet Nam Electricity (EVN) shall reduce power losses across the entire electricity system to below 6 percent./.
