The plan's objectives include implementing the legal provisions on fisheries synchronously; overcoming inadequacies and limitations as recommended by the European Commission (EC) on combating illegal, undeclared and unregulated (IUU) fishing; removing the "Yellow Card" warning in 2023.
The Government orders relevant ministries, branches and localities to review and enlist the entire number of local fishing boats from now until May 2023.
The relevant ministries, branches and localities are also requested to complete the registration, marking of fishing vessels, and issuance of fishing permits; install the tracking device for vessel monitoring system (VMS) according to current regulations.
They must inspect and control all fishing vessels entering and exiting at sea border posts/stations; inspect and control fishing vessels entering and leaving the fishing port following regulations; and ensure that VMS equipment operates continuously 24/24 hours from the time the fishing vessel leaves the port to the time it arrives at the port.
Relevant ministries, branches and localities have to monitor 24/7 all fishing vessels operating at sea through the fishing vessel monitoring system, to name but a few.
Regarding long-term tasks and solutions, the Government requires relevant ministries, branches and localities to implement programs, schemes, and master plans for sustainable development of the fisheries sector approved by the Prime Minister.
They have to formulate mechanisms and policies for debt freezing and loan rescheduling for owners of lawful fishing vessels that cannot afford to repay debts; develop training programs and improve skills; guide the management of fishery labor under domestic and international labor laws./.
