Tran hailed Chairman Vyacheslav's official visit as a crucial move to consolidate and further deepen the close, trusted, and effective ties between the two countries, particularly in the year marking the 75th founding anniversary of diplomatic relations.
He called on the State Duma to step up cooperation with the Vietnamese legislative body, focusing on sharing experience in the "smart parliament" initiative, refining the legal framework, and assisting competent agencies and organizations in removing obstacles to facilitate trade, investment, energy, science and technology, education and training, culture, and people-to-people exchanges.
For his part, Vyacheslav congratulated Viet Nam on its impressive socio-economic achievements and expressed confidence in the Southeast Asian nation's ability to realize the Party's goals of prosperity and well-being for its people. The Russian leader reaffirmed that he and the State Duma strongly support the strengthening of all-round ties with Viet Nam and stand ready to expand mechanisms and new areas of collaboration with the Vietnamese NA.
Both sides underlined the role of the Viet Nam–Russia Inter-Parliamentary Cooperation Committee in overseeing and promoting the implementation of high-level agreements and commitments, especially those highlighted in the Joint Statement on major directions of the Viet Nam–Russia Comprehensive Strategic Partnership adopted during President Vladimir Putin's state visit to Viet Nam and General Secretary To Lam's official visit to Russia.
They affirmed their readiness to work closely to unlock economic, trade, and investment potential, particularly through effective implementation of the Viet Nam–Eurasian Economic Union Free Trade Agreement. The two leaders also noted positive results in energy and oil-and-gas cooperation, as well as joint efforts to advance cooperation in nuclear power development in Viet Nam.
The top Vietnamese legislator thanked the State Duma for swiftly ratifying agreements on oil and gas exploration and production in both countries, which were signed during General Secretary To Lam's recent visit to Russia.
Both sides agreed to strengthen cultural and educational cooperation, including Russia's training of Vietnamese professionals in fields of Russian expertise, as well as the teaching of Vietnamese in Russia and Russian in Viet Nam.
The same day, the two leaders co-chaired the 4th meeting of the Viet Nam–Russia Inter-Parliamentary Cooperation Committee—the first and highest inter-parliamentary cooperation mechanism established between the Vietnamese NA and a foreign legislative body.
Following the meeting, the two sides adopted a joint communiqué on the outcomes of the meeting, outlining future directions for inter-parliamentary cooperation in line with the nature of bilateral ties and the needs of both nations in the new context.
The 5th meeting of the Viet Nam–Russia Inter-Parliamentary Cooperation Committee is scheduled to take place in Russia next year./.
