On behalf of the Communist Party of Viet Nam (CPV) Central Committee, General Secretary To Lam sincerely thanked the Central Committee of the Communist Party of China for extending congratulations to the 14th National Party Congress of Viet Nam.

To Lam also sincerely thanked Xi for sending a congratulatory letter to him upon his re-election as the General Secretary of the CPV Central Committee.

Xi, on behalf of the Party, State and people of China, warmly congratulated on the success of the 14th National Party Congress, and To Lam on his re-election as the General Secretary.

Xi expressed his belief that under the sound leadership of the CPV Central Committee headed by General Secretary To Lam, Viet Nam will successfully realize the Resolution of the 14th National Party Congress and the two centenary goals to mark the 100th anniversary of the CPV in 2030 and 100th anniversary of the National Day in 2045.

Briefing Xi about the outcomes of the 14th National Party Congress, To said the Congress adopted major targets and orientations for the next five years as well as the strategic guidelines for the future of Viet Nam in the new development era, reaffirming Viet Nam's determination to build a peaceful, independent, democratic, strong, prosperous, civilized and happy country.

Viet Nam remains steadfast to the goal of national independence and socialism, and to the foreign policy of independence, self-reliance, self-strengthening, peace, friendship, cooperation and development, diversification and multilateralization of external relations, To reassured.

He congratulated China on the great achievements under the leadership of the CPC Central Committee, with Xi at its core, affirming that Viet Nam persists with the "One China Policy".

To also highly valued China's role as a major power for peace and development in the region and the world, reiterating Viet Nam's support for China's initiatives on global development, security, civilization and governance.

The Party chief affirmed that Viet Nam always attaches great importance and gives high priority to advancing the relations with China, standing ready to work with China to further strengthen cohesion between the two socialist countries under the leadership of the two Parties.

General Secretary To Lam suggested that both sides work together to elevate political trust to a new level to comprehensively lead all areas of cooperation, continue to strengthen high-level exchanges in a regular and flexible manner; promote the pivotal role of key and regular areas of diplomacy, defense, and security; and promote breakthroughs and significant changes in areas of substantive cooperation.

To requested General Secretary and President Xi to pay attention to directing the expansion of import of goods, especially agricultural and aquatic products from Viet Nam; both sides should give the highest priority to railway cooperation, strengthen high-quality investment cooperation associated with technology transfer and human resource training; and promote cooperation in science and technology to become a new highlight of the bilateral ties.

He also expressed his wish for both sides to continue strengthening the friendship, mutual understanding and trust between the people of the two countries, and to promote tourism cooperation.

Both sides agreed to maintain close exchanges and coordination at multilateral forums; and to better control and manage disagreements.

On the occasion of the upcoming Lunar New Year of the Horse 2026, the two General Secretaries sent New Year greetings to the two Parties, the two countries, and the people of both nations, wishing each country even greater achievements in building socialism, the people of both countries peace and prosperity, and the continued healthy and stable development of relations between the two Parties and countries./.
