RESOLUTION
The Government’s regular meeting - September 2010
The
Government on September 30 convened its regular meeting for September 2010 to
discuss and decide the following issues:
1.
The reports on socio-economic performance in September and the first nine
months, domestic and global economic forecast; on prices of goods and solutions
to control and stabilize prices until the year end; the PM’s Draft Instruction
on solutions to control prices and stabilize the market until early 2011; on commodity
supply and demand, market stabilization until the year end; on electricity supply in the rest months and
2011; on the implementation of the Government’s August resolution and September
working program; on inspection work, settlement of complaints and accusations,
and anti-corruption in September; on administrative reforms in Q3; on the
compilation and presentation of legal documents in the first three quarters; on
the implementation of economic agreements and commitments reached during the
Party and State leaders’ visits in the first nine months. The reports were presented
by the Minister of Planning and Investment, the Minister of Finance, the Minister
of Industry and Trade, the Minister-Chairman of the Office of Government, the Inspector
General, the Minister of Home Affairs, the Minister of Justice, and the Minister
of Foreign Affairs.
The
Government agreed that: The socio-economic performance in September and the first
nine months continued to advance comprehensively. The first-three-quarter
economic growth is estimated at 6.25%, of which industrial production and
construction, agriculture-forestry-aqua-culture, and services rose 7.29%,
2.89%, and 7.24% respectively. Macro-economy has been promoted; key economic indicators
maintained; inflation reined in; State budget collection, development
investment, capital disbursement, and FDI are on the rise; export grows fairly
high and trade deficit is on downward trend; capital mobilization, credit balance,
and total means of payment are in line with macro-economic situations. Social
security continued to be secured, people’s living standard improved; culture,
education, healthcare, job creation, social housing construction received
greater attention and investment. Socio-politic stability, national defense and
security, and social order have been guaranteed. Legislative work,
administrative reforms, settlement of complaints and accusations, and
anti-corruption have been further enhanced. The conclusion and fruitful
realization of international commitments and agreements, at home and abroad
diplomatic activities have contributed to beefing up economic ties between Việt
However,
in the last quarter of 2010, the national economy still faces challenges:
unstable growth quality, low competitiveness, complicated price changes, unsolved
shortage of electricity, unpredictable natural disasters and epidemics that may
affect production and people’s life.
To
fulfill this year’s key targets, the Government asks ministries, sectors, and
localities to continue seriously translating the solutions enshrined in the
Government’s Resolution 03/NQ-CP dated on January 15, 2010, Resolution 18/NQ-CP
dated on April 6, 2010 and others adopted this year into reality, focusing on
the following spotlights:

To expand price stabilization, to control consumer price index escalation; to exercise
strict management over some input materials like petrol, oil, electricity,
coal, and other key consumer goods, particularly milk and medicines. To
continue active and flexible monetary policies in accordance with the preset
growth targets and inflation control; to proactively take measures to improve
the performance of credit organizations and to reduce lending interest rates;
to regulate the exchange rate and foreign exchange market in favor of
production, business, and export for macro-economic stability. To actively
develop the domestic market and balance good supply-demand, especially primary consumer
commodities, to avoid goods shortage and price hike; to further channel domestically-made
products to rural areas.
The
Ministry of Finance will take prime responsibility, in collaboration with the
Ministry of Industry and Trade, the State Bank of Việt Nam, and relevant
agencies, to collect Cabinet members’ comments to quickly finalize the PM’s
draft Instruction on solutions for curbing price escalation in the last quarter
of 2010, then submit it to the PM for approval prior to October 11, 2010; and to
organize a national-scale conference on the implementation of the Instruction.

The Ministry of Finance will examine and direct localities to strive for a higher-than-target
volume of State budget collection while exercising strict management over
expenditure to pull down the State overspending down to some 5.95% of the gross
domestic product (GDP); to proactively allocate State budget resources for
emerging issues and to limit unplanned or in-advance capital allocation; to
enhance inspection and control over the tax declaration and registration; to
continue to streamline customs procedures in favor of export and import
activities.

The Ministry of Planning and Investment will take prime responsibility, in
collaboration with ministries, sectors, and localities, to remove barriers and
difficulties, speed up the implementation and capital disbursement of projects using
State fund, governmental bonds, ODA, and FDI; not to expand the list of
Governmental bond-used projects; to review and reallocate resources for key or
urgent projects; to give advance to the projects which can be completed right in
2010; to review the realization and performance of FDI projects, to continue
perfecting the investment and business environment; to encourage BOT, BTO, BT,
PPP investment projects on infrastructure development; to review and adjust
bidding mechanisms and policies relating to State funded projects; to
coordinate with the Ministry of Education and Training and the Ministry of
Labor, War Invalids and Social Affairs to instruct ministries, sectors, and
localities to develop their human resource planning schemes for the period of 2011-2020,
thereof summing up and mapping out a national human resource development plan,
then submit it to the Government in December 2010.

The Ministry of Industry and Trade will coordinate with the Ministry of
Finance, the State Bank of Việt Nam and relevant bodies to continue export-promoting
solutions and implement the export-facilitating program; to strictly control
import activities, especially the products that are not encouraged or those with
high import values or can be produced domestically; to quickly build up
technical barriers against specialized imports and to effectively rein in
excess of imports to protect domestic production; to intensively inspect the
quality and keep in quarantine imports, especially food, vegetables, and fruits.
To
intensively take measures to utilize the existing power plants’ capacity,
regulate power supplies, reduce
electricity shortage, gradually balance the power supply in both long
and short terms; to drastically save electricity both in production and
consumption; to pay special attention to the power targets outlined for the
period of 2006-2010, and propose solutions for re-arrangement of power production
and distribution systems; to effectively supervise issues relating to electricity
prices, such as the selling prices applied by power plants to the Electricity
of Việt Nam, publicize the cost prices of electricity production, thereby suggest
the Government manage properly the price of electricity on the basis of market
rules; preferential power prices for low-income groups will continue to be
applied; to review and issue mechanisms to manage the development of some key
industrial products like cement and steel, which are in line with the power
supply capacity.

The Ministry of Construction will be fully responsible for, in collaboration
with the Ministry of Transport and the Ministry of Agriculture and Rural
Development, proposing plans to consume cement on the home-ground, with focus
on the development of rural roads, irrigation and other infrastructure works.

The Ministry of Agriculture and Rural Development will take prime
responsibility, in collaboration with ministries, sectors, and localities, for
removing obstacles and speeding up agriculture-forestry-aquaculture production;
deploy supportive policies on post-harvest technologies; increase the consumption
of farmers’ agriculture and aqua-culture products; proactively prevent and protect
plants and domestic animals from epidemics; increase quarantine work over the slaughtering
and transport of domestic animals and poultry in order to avoid the spread of
germs; proactively prepare effective measures to respond to natural disasters,
timely assist disaster-hit residents to stabilize production and life.

The Ministry of Labor, War Invalids and Social Affairs will serve as main
implementer, in coordination with ministries, sectors, and localities, to
continue fruitful solutions and policies on poverty reduction, job creation,
and social security, focusing on the Government’s Resolution 30a/2008/NQ-CP on
sustainable poverty reduction and the Project on vocational training for rural
residents in poor and disadvantaged areas; to speed up the national poor
household census and quickly publicize new poverty benchmark; to draft the
National Goal Program on poverty reduction for the period of 2011-2015.

The Ministry of Health will continue improving the quality of medical
examinations and treatments without abusing drugs (including foreign-imported
ones), clinical tests, and technical services which can lead to patients’
unnecessary spending; to step up the project on renovating operations and
finance of public medical facilities; to develop the affordable price list of
health services which shows transparency in the State’s investment and people’s
contributions.

The Ministry of Planning and Investment will take prime responsibility, in
collaboration with relevant bodies, to review the current decentralized
mechanisms of economic management and investment, and suggest revisions and
supplementations so that those mechanisms will encourage the active role at local
level and ensure the central management.

The Ministry of Information and Communications will instruct mass media and
news agencies to further accurately disseminate the Party’s guidelines, State’s
policies, and Government’s instructions in order to create wide-spread
consensus in concretizing socio-economic development targets.
-
The Ministry of Culture, Sports, and Tourism will take prime responsibility, in
collaboration with Hà Nội and other relevant localities, to well organize the
1000th birthday anniversary of Thăng Long-Hà Nội in a solemn, safe,
and economical manner. The Ministry of Foreign Affairs will be fully
responsible for, in coordination with the Ministry of National Defense and
related bodies, preparing well for the upcoming 17th ASEAN Summit
and ASEAN Defense Ministers’ Meeting Plus (ADMM ) in October this year.
The
Ministry of Public Security, the Ministry of National Defense, and the Ministry
of Transport will, in collaboration with Hà Nội and other localities, be ready
to ensure security and safety, deal with traffic congestion during the millennium
anniversary of Thăng Long-Hà Nội and international conferences until the year
end.

Ministries, sectors, and localities will continue administrative procedures
reforms in order to fulfill the 3rd stage of Project 30; focus on
the fight against corruption and prodigality; completely address complaints and
accusations by individuals and businesses.
2.
The Government listened to and gave comments to the report on Vinashin Group,
presented by the Minister of Transport.
The
Government generally agreed with the report; assigned the Ministry of Transport
to take prime responsibility, in collaboration with the Office of Government,
to collect Cabinet members’ ideas, and then finalize the contents of the report.
The Minister of Transport, under the assignment of the PM, will present the
report to the 12th NA at its 8th working session.
3.
The Government discussed the report on national land use planning until 2020
and the related plan for the period of 2011-2015, presented by the Minister of
Natural Resources and Environment.
The
Ministry of Natural Resources and Environment will collect Cabinet members’
comments, and then finalize the report and the plan. The Minister of Natural
Resources and Environment, under the assignment of the PM, will present them to
the 12th NA at its 8th working session.
4.
The Government heard the Minister-Chairman of the Office of Government to
report Cabinet members’ ideas on a draft decree which replaces Decree 62/2006/NĐ-CP
dated on June 21, 2006 on administrative punishments against maritime
violations; the Minister of Transport to report on the issues of different
views.
The
Ministry of Transport was asked to coordinate with the Ministry of Justice and the
Office of Government to collect Cabinet member’s opinions to finalize the draft
decree, then submit it to the PM for approval after the Law on Inspection is
adopted at the 12th NA’s 8th working session.
