THE GOVERNMENT’S REGULAR MEETING IN OCTOBER 2021
Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;
Based on the discussion of the delegates, recommendations of provinces and the conclusion of the Prime Minister at the Government’s regular virtual meeting in October 2021, held on November 06, 2021,
I. Socio-economic situation in October and 10 months of 2021; key tasks and solutions in the last months of the year
The Government unanimously assessed that: Under the leadership of the Party, the management of the State, drastic, timely and unified direction and administration of the Government, the Prime Minister, all levels, branches, agencies, and localities, especially the issuance and effective organization of the implementation of Resolution No. 128/NQ-CP dated October 11, 2021 of the Government, with the determination and participation of the whole political system, the people and businesses, disease prevention and control continued to be implemented drastically, vaccination was deployed faster than planned, with the shift in the motto towards safe adaptation, flexibility, and effective control of the COVID-19 pandemic. In principle, the epidemic situation has been put under control nationwide, the number of new infections and deaths continues to decrease sharply; a roadmap is currently being implemented to gradually reopen the economy together with ensuring disease prevention safety, steadily bringing production and business activities as well as the people's life to a new normal state. As a result, the socio-economic situation has made many positive changes, contributing to strengthening the confidence of the people and businesses.
Macro-economic conditions continued to be maintained stably, major balances of the economy continued to be ensured; inflation was controlled at a low level; the average consumer price index in 10 months increased by 1.81%; budget revenue reached 90.9% of the year estimate, up 5.5% over the same period; newly registered and additional FDI capital increased by 15.8% over the same period, realized capital reached over US$15 billion. In October, the number of newly established enterprises increased by 111.2%, registered capital increased by 74% over the previous month; total retail sales of consumer goods and services increased by over 18%. Merchandise export turnover in 10 months reached US$267.93 billion, up 16.6% over the same period last year; October recorded a trade surplus of US$2.85 billion, that of the first 10 months was 160 million USD. Index of industrial production (IIP) recovered, increasing by 6.9% in October compared to the previous month. In principle, agricultural production witnessed favorable conditions; Summer-autumn rice yield increased by 1.2 quintals/ha, yield reached 11.04 million tons. Intercity and air passenger transport resumed; Some localities started to pilot reopening of domestic tourism.
Cultural and social fields continued to receive due attention; Social security was guaranteed. Defense and security were strengthened; social order and safety were maintained. External relations activities were promoted, especially at the 38th and 39th ASEAN Summits, COP26 and the Prime Minister's working visit to the UK and official visit to France, making an important contribution to consolidating Viet Nam’s position and prestige in the international arena.
However, the economy still faces many difficulties and challenges. There are various potential risks associated with the macroeconomic conditions and major balances of the economy. Many pressures on inflation remain. Domestic revenue tends to decrease. These create incremental pressure on budget balance and higher risks of bad debts. Disbursement of public investment capital is low, not meeting requirements. Production and business activities still face many difficulties. In some places, labor shortage still happens. The pace of industrial production recovery is slowly. Jobs, livelihoods, and lives of a part of the people and workers have been greatly affected, especially in areas with epidemics and natural disasters. There are still barriers to the resumption of production and business activities due to lack of synchronization and alignment among localities. Security, social order, and safety in some areas remain complicated...
It is forecasted that in the coming time, the COVID-19 will continue to evolve complicatedly for a prolonged period. The global economy’s recovery will be uneven, underlying many potential risks, especially in terms of financial stability, currency, inflation, cybersecurity, natural disasters, climate change, shortage of energy supply, ...; thereby having a negative impact on the recovery and socio-economic development of our country. The domestic situation will continue to face many difficulties and challenges. In the initial phase of reopening, the number of infections may increase, especially in some localities with low vaccine coverage and limited capacity of the primary health care system, preventive health care, as well as capacity in the production of drugs and medical equipment.
Against that backdrop, the Government requires all levels, branches and localities to thoroughly uphold, strictly and consistently implement the Resolutions and Conclusions of the Central Party, the Politburo, the Secretariat, the Leaders of the Communist Party of Viet Nam at the Second Session of the 15th National Assembly, the Government's Resolutions, and the Prime Minister's direction on key tasks and solutions in the coming time, especially in the remaining time of year 2021 in accordance with Resolution No. 88/NQ-CP dated August 12, 2021 and Resolution No. 128/NQ-CP dated October 11, 2021 with the motto of safe and flexible adaptation to and effective control of the COVID-19 pandemic, and at the same time, promoting socio-economic recovery and development activities. Attention should be paid on the following key contents:
1. Ministers, heads of ministerial-level agencies, Government-attached bodies, Chairpersons of People's Committees of provinces and centrally run cities, based on their assigned functions, tasks and powers shall:
a) Continue to closely monitor and firmly grasp the situation and developments of the COVID-19 pandemic, take flexible measures for specific situations in epidemic prevention and control associated with the gradual reopening of the economy. Avoid negligence and subjectiveness; prepare resources and plans to respond to epidemic risks, especially paying attention to areas that people have not received the first vaccine dose. Closely deploy medical supervision of people returning from epidemic areas; conduct testing and isolation in accordance with local practical conditions under the guidance of the Ministry of Health.
b) Expeditiously implement policies to facilitate, support, and promote technology transfer for domestic production of vaccines, drugs, equipment, medical biological products and build capacity of the health system, especially primary health care.
c) Implement synchronously, promptly, and effectively mechanisms, policies, and solutions to support people, workers, enterprises, cooperatives, and business households to soon stabilize their lives and restore production and business activities; adopt appropriate policies on fees and charges to stimulate domestic tourism, develop a plan to prepare to welcome international tourists.
d) Speed up the disbursement of public investment capital, especially of large key projects; ensure the safety and progress of construction works during the flood season. Promptly propose to the competent authorities or take the initiative in amending and supplementing legal provisions that are overlapping and obstructing public investment activities.
dd) Actively create clean premises, labor supply, connection infrastructure, speed up the licensing progress of domestic and foreign investment projects, especially large FDI projects; strengthen both on-site and online investment promotion.
e) Expeditiously complete the plannings according to the provisions of the Law on Planning and submit them to competent authorities for consideration and approval.
g) Strengthen the prevention, detection and management according to regulations of negative, corrupt, wasteful behaviors, group interests in procurement of medical equipment, supplies, drugs, biological products, vaccines related to the prevention and control of COVID-19.
h) Ministries of Industry and Trade, Finance, Agriculture and Rural Development, Labor - Invalids and Social Affairs, Health, Defense, Public Security, Transport, Culture, Sports and Tourism, Information and Communications, Natural Resources and Environment, Foreign Affairs, the State Bank of Viet Nam, Government Inspector, Committee for Ethnic Minority Affairs, based on their authority and assigned tasks, shall urgently develop specific contents on strengthening measures to prepare for a joyful, healthy, safe and thrifty celebration of the Lunar New Year; submit it to the Government Office before November 25, 2021 for synthesis and submission to the Prime Minister for consideration and promulgation of a Directive on this issue.
i) Properly prepare and perform the review of 2021 and set out directions and tasks in 2022 of Ministries, agencies, and localities.
k) Allow not to cut the central budget investment plan in 2021 of ministries, central agencies, and localities with disbursement rate of below 60% the allocated budget plan as of September 30, 2021.
l) Heads of Ministries, central agencies and provincial-level People's Committees shall actively reduce the central budget investment plan in 2020 of delayed projects, which has been extended to 2021, to other projects that have good disbursement progress and have additional needs in the list of medium-term public investment plans for the period 2016-2020, transition to 2021-2025 or recover advance capital and payment obligations of the central budget. The Government will set up working groups to inspect and speed up disbursement.
m) The People's Committees of the provinces and centrally-run cities are responsible for:
- Accelerating the implementation of policies to support employers and employees affected by the COVID-19 pandemic, ensuring timeliness, effectiveness, and compliance with regulations. Review and supplement the number of employees working in non-public preschool education institutions and those who have not yet been supported.
- Reviewing, arranging, and supplementing resources for school health work, ensuring that each educational institution has a permanent school health focal point to organize vaccination for students and coordinate with the health sector to conduct epidemic prevention and control tasks during the period when the COVID-19 epidemic has not been completely controlled.
2. The Ministry of Planning and Investment:
a) Assign the Ministry of Planning and Investment to assume the prime responsibility for, and coordinate with the Ministry of Finance, the State Bank of Viet Nam and relevant agencies in, urgently completing the socio-economic recovery and development program, in which clarify the mechanisms and policies on fiscal, monetary and other necessary policies to support the implementation of the program of socio-economic recovery and development, report to the Government and competent authorities before submitting to the National Assembly at the special session in December 2021. Assign the Government Office to coordinate with agencies of the National Assembly to adjust the content of the report at the December 2021 session of the National Assembly.
b) Drastically implement tasks and solutions in Resolution No. 63/NQ-CP dated June 29, 2021, Resolution No. 105/NQ-CP dated September 9, 2021, and the Government's and the Prime Minister’s directions to remove difficulties and obstacles for enterprises, cooperatives, business households and public investment projects.
c) Expeditiously finalize the draft Decree on management mechanism and organization of the implementation of national target programs, and submit it to the Government in the fourth quarter of 2021.
d) Study and propose mechanisms, policies, and solutions to ensure adequate mobilization of the minimum policy credit capital from the state budget approved by the National Assembly in Resolution No. 120/2020/QH14 dated June 19, 2020, to implement the National Target Program for socio-economic development in ethnic minority and mountainous areas, report to competent authorities in the fourth quarter of 2021. Close coordination with the Ministry Agriculture and Rural Development, the Ministry of Labor, Invalids and Social Affairs and relevant agencies shall urgently complete the appraisal procedures and submit them to the Prime Minister for approval for investment in the National Target Program on New Rural Construction for the period of 2021 - 2025, the National Target Program for Sustainable Poverty Reduction for the period of 2021 - 2025 in November 2021.
dd) Assume the prime responsibility for, and coordinate with the Ministry of Finance, the Ministry of Culture, Sports and Tourism and relevant agencies and localities in balancing capital sources for the implementation of the Program on conservation and sustainable promotion of natural resources, and value of Viet Nam's cultural heritage in the 2021 - 2025 period in accordance with the direction of the Prime Minister in Decision No. 1230/QD-TTg dated July 15, 2021.
e) Guide and promptly remove problems related to planning work, and report cases beyond their competence to the Prime Minister for consideration and decision-making. Assume the prime responsibility for and coordinate with the Ministry of Justice in reviewing the problems of the Law on Planning, proposing handling plans, and reporting to the Government in November 2021.
g) Develop a draft resolution on key tasks and solutions for the implementation of the Socio-Economic Development Plan and the state budget estimates in 2022 and report it to the Prime Minister in November 2021 for review and comments before reporting to the Government at the regular Government’s meeting in November 2021.
3. The Ministry of Finance:
a) Continue to take measures to combat revenue loss, ensure correct and complete collection and balance of the State budget; thoroughly adopt thrift practices, cut regular expenditures, especially non-business expenditures of investment nature; proactively plan to mobilize resources to promptly meet spending needs for pandemic prevention and control, support the people, overcome consequences of natural disasters and other urgent tasks.
b) Develop a plan to combat smuggling, commercial fraud, and counterfeit goods during the 2022 Lunar New Year of the National Steering Committee 389.
c) Assume the prime responsibility for, and coordinate with the Ministry of Education and Training and relevant agencies in reviewing, researching and proposing additional content on the policy of exemption from value-added tax, corporate income tax, and land rental for educational institutions, enterprises and educational services in the two affected years 2020 - 2021 and for the period 2022 - 2027 in order to reduce operating costs, encourage and mobilize public - private resources in development, quick recovery and maintenance of operations in the following years; send it to the Ministry of Planning and Investment for inclusion in the program of socio-economic recovery and development.
4. The State Bank of Viet Nam:
a) Flexibly manage monetary policy, closely coordinate with fiscal policy to maintain macroeconomic stability, contributing to promoting production and business; closely monitor the bad debt situation to strengthen control in alignment with the practicality.
b) Expeditiously finalize the Decree on preferential credit policies for the implementation of the national target program on socio-economic development in ethnic minority and mountainous areas and submit it to the Government in the fourth quarter of 2021.
c) Continue to direct credit institutions to implement solutions to remove difficulties for customers (including non-public preschool educational institutions) through solutions to restructure debt repayment period, based on financial ability to exempt or reduce lending interest rates, continue to lend new loans to restore production and business according to regulations.
5. The Ministry of Health:
a) Finalize the overall strategy on COVID-19 prevention and control in the new situation, report to the Government for comments before submitting it to the competent authorities.
b) Assume the prime responsibility for and coordinate with localities in administering appropriate vaccine distribution. Boost vaccine rollout, and complete vaccination in November 2021 for people aged 18 years and over, effective, scientific, and safe vaccination for children from 12 to 17 years old; booster injections for high-risk subjects. Review and promptly transfer vaccines in localities where vaccination is slow to other localities in need. Continue to promote negotiations, purchase, and import of drugs for COVID-19 treatment. Develop a monthly vaccine plan until the end of 2021 and for 2022. Accelerate testing of vaccines and drugs to treat COVID-19, review and simplify administrative procedures for early review and licensing for domestic production. For new domestically produced drugs to treat COVID-19, the Ministry of Health was assigned to assume the prime responsibility for and coordinate with relevant ministries and branches in promoting and reviewing according to its competence and current regulations, ensuring reasonability, effectiveness and compliance with regulations and scientific principles.
c) Agree to recognize results to license new drugs to treat COVID-19 from advanced countries for use in Viet Nam. Assign the Ministry of Health for specific implementation according to current regulations, in case of exceeding its authority, the Ministry was requested to report to the Prime Minister.
d) Formulate and submit to competent authorities for promulgation of regulations on socialization and public-private partnership in disease prevention and control; publicize prices of drugs, equipment, and medical supplies in service of epidemic prevention and control in November 2021. Coordinate with the Ministry of Finance in promulgating general guidelines on testing prices, ensuring publicity and transparency. Propose plans for centralized procurement of medical equipment and supplies, ensuring testing kits and drugs for reservation in different regions, and report to competent authorities.
dd) Assume the prime responsibility for and coordinate with concerned ministries and agencies in continuing to upgrade and improve the national database on epidemic prevention and control.
e) Assume the prime responsibility for and coordinate with the Ministry of Foreign Affairs in studying and developing a list of groups of countries and their respective isolation period for people entering from specific countries based on assessing the epidemic situation in those countries, publish such information and regularly update it for better alignment with the epidemic situation.
g) Assume the prime responsibility for, and coordinate with the Ministries of Foreign Affairs, Public Security, National Defense, and relevant agencies in expeditiously promulgating a unified form of Viet Nam's "vaccine passport", to create favorable conditions for entry and exit, and in line with international practices.
6. The Ministry of Labor, Invalids and Social Affairs:
a) Organize the effective implementation of the Government's resolutions and the Prime Minister's decisions to effectively support employees and employers facing difficulties due to the COVID-19 pandemic, in which the Ministry shall research and propose appropriate adjustments to a number of regulations to facilitate timely support for non-public preschool teachers and employers at non-public preschool education institutions. Focus on ensuring social security, taking care of people's lives, especially children, the elderly, the poor, and the vulnerable... not to leave anyone behind or miss out objects and areas that need support. Work closely with Viet Nam Social Security and relevant agencies to remove difficulties and obstacles arising in the process of implementing the above support policies.
b) Accelerate the implementation of the Program on labor market recovery and development in association with vocational training, job creation, and unemployment reduction. Develop a plan to support workers returning to work at big cities and industrial parks in association with job creation for repatriated workers.
7. The Ministry of Industry and Trade:
a) Assume the prime responsibility for and coordinate with the Ministry of Finance and relevant agencies in strengthening market inspection and control, strictly handling violations, especially for medical products serving epidemic prevention and control and goods for Tet holiday.
b) Maximize market opportunities from signed FTAs to boost exports, especially to large markets that are on the recovery process; strengthen trade remedies to protect domestic production and market.
c) Concentrate on directing the safe and smooth restoration of production and business of enterprises in the new normal conditions; improve supply and production capacity of businesses to meet the sharply increased demand for goods and services after switching to the motto of safe, flexible adaptation and effective control of the COVID-19 epidemic; effectively connect production and consumption and promote domestic consumption.
d) Formulate a plan to ensure energy security, monitor and forecast supply and demand, take measures to stabilize and minimize the impact of energy price fluctuations. Review, promote and remove obstacles in energy projects; flexibly and effectively use the tools of the Stabilization Fund and manage gasoline prices reasonably.
8. The Ministry of Agriculture and Rural Development:
a) Focus on effectively implementing Directive No. 26/CT-TTg dated September 21, 2021 of the Prime Minister in order to promote production, circulation, consumption, and export of agricultural products, ensuring the production plan meet the food demand in the last months of the year and Tet holiday; strengthen inspection and control of input materials for agricultural production, so as not to allow mutations and negative impacts on agricultural production; promptly handle to ensure supply and consumption of agricultural products, overcome stagnation, abnormal price increases or decreases, including pork prices.
b) Organize the close monitoring of weather and natural disasters to advise and direct the prevention, combating and overcoming consequences of natural disasters, especially in the Central region and the Central Highlands; formulate measures to prevent and fight forest fires, arrange permanent forces to deal with the risk of forest fires in areas with high fire risk, especially in the coming dry season months proactively and promptly.
c) Monitor, direct, and strictly control, to prevent outbreaks of diseases in plants and animals, especially the African swine fever, lumpy skin disease...
d) Assume the prime responsibility for and coordinate with the Ministry of Natural Resources and Environment and the Ministry of Industry and Trade in, monitoring and evaluating specifically the situation of water sources in each region to direct appropriate winter-spring crop production plans, especially in the Northern Delta and the Mekong River Delta.
9. The Ministry of Construction shall assume the prime responsibility for and coordinate with agencies and localities to drastically implement policies on development of social housing projects, to create favorable conditions for workers and employees to buy or rent houses.
10. The Ministry of Transport:
a) Expeditiously complete the dossier of the Eastern North-South Expressway Project in the 2021 - 2025 period and submit it to the National Assembly at the special session in December 2021. As soon as possible, complete investment procedures for other high-road projects to submit to competent authorities as prescribed for consideration and decision-making.
b) Continue to ensure smooth transportation of goods between localities, develop a roadmap to gradually open international routes in association with ensuring safety in epidemic prevention and control, contributing to economic promoting socio-economic recovery and development.
11. The Ministry of Natural Resources and Environment:
a) Organize the implementation of the National Land Use Plan for the 2021 - 2030 period, with a vision to 2050 and the 5-year Land Use Plan (2021 - 2025) after they have been approved by the 15th National Assembly at its second session.
b) Study and propose programs, action plans and initiatives on emission reduction in line with the commitments made at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 26), and report to the Prime Minister in December 2021.
12. The Ministry of Culture, Sports and Tourism:
a) Focus on carefully preparing and successfully organizing the National Cultural Conference in November 2021, foreign cultural events, and promote Vietnamese culture abroad.
b) Expeditiously implement solutions to reopen tourism activities associated with measures to ensure disease safety; direct the pilot welcoming of international tourists in a number of areas.
c) Focus on building heritage plannings to ensure progress and quality.
13. The Ministry of Science and Technology:
a) Continue to assume the prime responsibility for and coordinate with the Ministry of Health and relevant agencies in supporting and accelerating technology transfer, research and production of locally produced vaccines, therapeutic drugs, equipment, and medical supplies. Implement the national key science and technology program on vaccine production by 2030 and science and technology programs for epidemic prevention and control.
b) Expeditiously complete and submit to the Prime Minister to promulgate the Strategy for Science, Technology Development, and Innovation until 2030. Accelerate the implementation of national product and national technological innovation programs, develop high technology, develop intellectual property, improve productivity and quality of products and goods of Vietnamese enterprises by 2030.
c) Assume the prime responsibility for and coordinate with the Ministry of Health and the Ministry of Planning and Investment in focusing on building a national-level science and technology program framework for the 2021-2025 period in line with the context of epidemic prevention and control and socio-economic recovery.
14. The Ministry of Education and Training:
a) Review and evaluate online teaching and learning; promptly guide and have appropriate solutions for pupils and students to return to school in association with the application of "green classroom" models, ensuring safety for the prevention and control of COVID-19. Actively work with the Ministry of Finance and relevant agencies on funding sources to support the development of teaching and learning programs on television; in case of exceeding competence, the Ministry of Education and Training shall report to the Prime Minister for consideration according to regulations.
b) Propose policies to support education and training institutions to exempt and reduce tuition fees for pupils and students.
c) Urgently review, research, and report to competent authorities on policies to support non-public preschool institutions with no income in the context of the COVID-19 pandemic.
d) Cooperate with the Ministry of Science and Technology in strengthening scientific research, technology development, and start-up innovation in higher education institutions.
15. The Ministry of Home Affairs:
a) Urgently consolidate functions, tasks, powers and organizational apparatus within each ministry and agency in association with promoting decentralization and delegation of powers, tightening discipline and order in state management; develop a scheme to arrange administrative units at district and commune levels for those that have eligible conditions for the period 2022 - 2025; continue to urge ministries, agencies and localities to implement regulations on public administration, transparency and integrity.
b) Assume the prime responsibility for, and coordinate with the Ministries of Education and Training, Health, and Finance in researching and proposing mechanisms and policies so that public educational institutions, which do not have full-time school health workers, may have a temporary contract (06 months) with a grassroots health care provider, a private healthcare provider, or a person with medical professional qualifications to perform the permanent task of epidemic prevention and control at educational institutions.
c) Based on the results of the Government's National Conference, urgently finalize, and submit to the Government for promulgation a Resolution on promoting decentralization and delegation in state management in November 2021.
16. The Ministry of Justice:
a) Coordinate with agencies of the National Assembly to finalize a draft Law amending and supplementing a number of articles of many laws and submit it to the National Assembly for consideration at the special session in December 2021; proactively provide information, prepare explanatory reports for the National Assembly to discuss, consider, and approve the law project.
b) Expeditiously implement solutions to improve the legal system, develop an annual law and ordinance development program in line with the Politburo's Conclusion No. 19-KL/TW dated October 14, 2021. Continue to review the law to promptly remove difficulties and obstacles for production and business within the competence of the Government, the Prime Minister and relevant ministries and branches.
17. The Government Inspectorate:
a) Expeditiously complete the construction of the (revised) Law on Inspection, while ensuring its quality and timeline. Finalize the national database project on asset and income control.
b) Focus on inspecting and timely detecting negative acts, corruption, wastefulness, group interests in the procurement of medical equipment, drugs, biological products, and vaccines related to the prevention and fight against COVID-19. Quickly issue inspection conclusions for cases of public concern.
c) Direct the functional agencies to properly fulfill their roles in receiving citizens periodically, promptly, and decisively managing newly arising complaints and denunciations; concentrate resources on definitively settling complex and backlogged complaints and denunciations.
18. The Committee for Ethnic Minority Affairs shall assume the prime responsibility for, and coordinate with agencies and localities in expeditiously finalizing and submitting to the Prime Minister to promulgate a Decision on principles, criteria and norms for allocation of central budget capital and requirements on reciprocal capital proportion of the local budget in implementing the National Target Program on socio-economic development in ethnic minority and mountainous areas every year and for the 2021 - 2025 period before November 15, 2021.
19. The Ministry of National Defense shall take the initiative in firmly ensuring national defense, security, and sovereignty; properly perform the rescue of people and overcoming the consequences of natural disasters in the storm and flood season; strictly manage and ensure border security in association with COVID-19 epidemic prevention and control and the restoration of socio-economic activities.
20. Ministry of Public Security:
a) Firmly grasp the situation, avoid being passive, unprepared, be proactive, and promptly implement measures to maintain security, social order, and safety, and prevent hot spots; properly perform the rescue of people and overcoming the consequences of natural disasters.
b) Actively organize attacks to suppress and chase criminals, focusing on robberies, theft, gambling, "black credit" activities, shark loan, black credit, high interest loans, debt collection services, drugs, smuggling, counterfeit goods, banned goods, food hygiene and safety, trading and possession of firecrackers, and other crimes related to epidemic prevention and control.
c) Strengthen immigration management; at the same time, review the visa issuance process and entry and exit procedures in the direction of creating favorable conditions associated with COVID-19 prevention and control.
21. The Ministry of Foreign Affairs:
a) Actively implement the outcomes of high-level diplomatic activities; continue to promote the strategy of vaccine diplomacy and international cooperation in response to the COVID-19 epidemic, contributing to economic recovery; promptly and effectively implement citizen protection for overseas Vietnamese and other related work.
b) Promote negotiations on mutual recognition of “vaccine passports” with other countries in order to safely reopen international travel in accordance with the epidemic control situation to facilitate the travel of experts, investors, overseas Vietnamese who have been fully vaccinated and have tested negative for COVID-19.
c) Propose to strengthen high-level dialogue with businesses, investors, and international organizations; take advantage of cooperation frameworks and mechanisms (strategic and comprehensive partnerships, high-level visits, FTA networks, etc.) to promote economic, trade, investment, and digital transformation, science and technology, innovation.
22. The Ministry of Information and Communications:
a) Focus on properly fulfill its communication tasks, ensuring to provide timely, honest, accurate and objective information. Actively transmit messages to unify awareness and actions under the motto of safe and flexible adaptation to, and effective control of the COVID-19 pandemic; results in treatment, efforts to overcome difficulties of frontline forces against the epidemic, the active participation and contributions of the people and businesses in joining hands to support the pandemic prevention and control.
b) Accelerate the national digital transformation, especially the digital transformation of sectors and localities; direct the connection and integration of data. Expeditiously unify information technology tools to meet requirements, serve epidemic prevention and control, and create favorable conditions for the people to adopt.
23. The Viet Nam Television Station, the Voice of Viet Nam, and the Viet Nam News Agency shall:
a) Diversify methods and forms of communication to orient public opinion, provide timely, objective, and accurate information, to arouse the spirit of solidarity, mutual affection, consensus and trust of the people and businesses on undertakings, policies and measures for epidemic prevention and control and socio-economic recovery and development.
b) Actively provide official information; promptly respond to false and misleading information about epidemic prevention and control and the situation of socio-economic recovery and development. Develop a communication plan for major and momentous events of the country.
24. The Committee for Management of State Capital at Enterprises shall concentrate on directing the State-affiliated groups and corporations to overcome difficulties and promote production and business activities associated with ensuring safety of the employees, fighting against the COVID-19, contributing to promoting socio-economic recovery and development; to soon overcome and handle existing weak projects according to the conclusions of competent authorities; organize a review of the restructuring of state-owned groups and corporations in the 2016-2020 period, clarifying the advantages and disadvantages, shortcomings, limitations, causes and lessons learned to formulate and approve the restructuring project for 2021 - 2025 period according to regulations.
25. Ministries and ministerial-level agencies shall urgently formulate, or issue construction plans for promulgation according to their competence or submit to competent authorities to promulgate documents handling petitions reflecting conflicting legal provisions which are overlapping and/or inconsistent with practicality according to the conclusion of the Prime Minister in Document No. 8059/VPCP-PL dated November 3, 2021, of the Government Office.
26. Ministries, agencies and localities shall coordinate with the Government Office to promote the provision of online public services at level 3 and 4 on the National Public Service Portal and innovate the implementation of the one-stop-shop mechanism in handling administrative procedures, ensuring its practicality and efficiency; promoting the connection and sharing of information and general data to serve the direction and administration of the Government and the Prime Minister according to Decision No. 1498/QD-TTg dated September 11, 2021 of the Prime Minister.
27. Ministers and heads of ministerial-level agencies shall soon submit to the Prime Minister plans to reduce and simplify regulations related to business activities under their respective management functions; at the same time, direct functional units to create statistics and fully update regulations related to business activities of people and enterprises into the statistical software according to the guidance of the Government Office. These must be completed no later than November 20, 2021.
II. The pilot scheme to separate compensation, support, resettlement, and site clearance from investment projects:
In principle, the Government agreed on the viewpoints, objectives, scope, and contents in Report No. 7659/TTr-BKHĐT dated November 5, 2021, of the Ministry of Planning and Investment. The Minister of Planning and Investment was assigned to assume the prime responsibility for, and coordinate with relevant agencies in collecting appraisal opinions of the Ministry of Justice and opinions of Government members, expeditiously completing the project dossier and reporting to the Prime Minister, before acting on behalf of the Government, as authorized by the Prime Minister, to submit to the National Assembly at the special session in December 2021.
III. The Government requested ministries, agencies, and localities, according to their assigned functions and tasks, to seriously and effectively implement the tasks and solutions mentioned in this Resolution; regularly inspect and evaluate the implementation; promptly report and propose to the Government and the Prime Minister on arising problems that are beyond their competence.
The Government Office shall monitor, urge, summarize and report to the Government and Prime Minister the implementation results of this Resolution./.
