RESOLUTION
THE GOVERNMENT’S REGULAR MEETING – NOVEMBER 2020
THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;
Pursuant to the Government’s Decree No. 138/2016/ND-CP dated October 01, 2016 promulgating the working regulation of the Government;
Based on the discussion of the delegates and the conclusion of the Prime Minister at the Government’s regular meeting in November 2020, held on December 02, 2020,
RESOLVES
1. Regarding the implementation of Resolution No. 01/NQ-CP; socio-economic situation in November and the first 11 months of 2020; and Covid-19 prevention and control situation
The Government unanimously agreed that: Despite complex development of the Covid-19 pandemic around the world, the economy continued recovery in November 2020 with many positive signs. Macroeconomic conditions were relatively stable. CPI edged down with an average growth of 3.51% in 11 months. Monetary market was stable, credit index increased, interest rates were low. The stock market witnessed a return to positive performance, investors' confidence improved. Export and import turnover in 11 months reached US$ 489.7 billion, up 3.59% over the same period, of which exports increased by 5.5%, imports in 11 months increased by 1.6%. Imports came mainly from input materials for production, which indicated that the international supply chain was gradually being reconnected. Trade surplus reached a record high of US$20.1 billion. Public investment capital disbursement continued to see strong improvement, reaching 71.4% of the plan assigned. Realized foreign direct investment capital was estimated at US$17.2 billion. Industrial production clearly recovered. The index of industrial production (IIP) in November increased by 9.2% over the same period last year, of which that of the manufacturing sector grew by 11.9%. Despite impacts of natural disasters, floods and epidemics, agricultural production continued to develop stably. Agricultural production in areas hit by natural disasters, storms and floods were gradually restored. Trade and service activities thrived thanks to decent upsurge in domestic consumption demand. Total retail sales of consumer goods and services increased by 8.5% in November, and up by 2% for the first 11 months compared to the same period last year. The number of newly established enterprises in November increased by 7.3%, registered capital up 72% compared to October. The labor market gradually recovered, especially for areas with broken chains and heavily affected by the Covid-19 pandemic. Many practical activities were held to honor and show gratitude to teachers. Social security and health care received due attention. Residents’ life was stabilized, the number of hungry households decreased by 15.9%. National defense and security were maintained. Foreign relations and international integration achieved many important results such as the successful organization of the 37th ASEAN Summit, the signing of the Regional Comprehensive Partnership Agreement (RCEP) to create more space for economic development and opportunities to access new markets, contributing to enhancing Viet Nam's position and reputation in the international arena.
Besides achievements, the country still had to cope with many risks and challenges. The Covid-19 pandemic situation remained complex in the world and continued to significantly affect the economy of the country. There were several local infection cases of Covid-19. Industrial production continued to grow but remained at a low level. Recovery rates of services such as accommodation, food and travel remained slow. The number of businesses which stopped operation was relatively high. Natural disasters, floods, landslides, and epidemics continued to affect production and business activities and people's lives.
For the rest of 2020, in order to maintain socio-economic recovery and development momentum, strive to achieve the highest level of targets and tasks of 2020, the Government required all levels and branches to continue to implement the “dual goal” seriously and drastically, prioritizing the protection of people's health, avoiding negligent and subjective attitude. At the same, the Government requested to timely, drastically, and synchronously implement solutions to create a solid premise for the implementation of the socio-economic development plan and the state budget estimates in 2021, focusing on implementing a number of key contents as follows:
- Members of the Government, heads of agencies and units shall have specific solutions to promptly overcome the shortcomings and limitations of the branches and fields under their respective responsibility, especially the issues that had been raised by voters and the National Assembly at the 10th session of the 14th National Assembly.
- Ministries, branches, and localities shall continue to closely monitor the global and regional situation in order to come up with appropriate and timely plans, solutions, and policies to prevent the pandemic while ensuring to restore and foster socio-economic development in the last months of the year. Continue to effectively implement the Government's Resolution No. 84/NQ-CP dated May 20, 2020 on the tasks and solutions to further remove difficulties in production and business, promote disbursement of public investment capital, and ensure social order and safety in the context of the Covid-19 pandemic. Proactively formulate directions, tasks, solutions and actively prepare necessary conditions, ensure the synchronous and effective implementation of the 2021 plan right from the beginning of the year in to cope with complicated developments of Covid-19. Strictly implement the Prime Minister's Official Dispatch No. 1699/CD-TTg dated December 2, 2020 on strengthening the implementation of Covid-19 prevention and control. Accordingly, continue to pursue the strategy to strictly control external sources of disease transmission, thoroughly zone off infection areas to ensure effective domestic treatment, rapidly and more drastically trace, detect, and handle infection cases, facilitate, and maintain normal socio-economic activities. Try not to be panic or subjective. Strengthen price management, price stabilization, ensuring the supply and demand of goods, especially essential goods with high consumption demand at the end of the year, and prevention of smuggling, trade fraud, and fake goods.
- The National Steering Committee Against Smuggling, Trade Frauds and Counterfeiting Goods, the Ministry of Finance, the Ministry of Industry and Trade, and localities direct the functional forces to take measures to fight against, strictly control, prevent, and stringently deal with frauds in goods origin, behaviors taking advantage of Viet Nam's origin to export to a third country, so as not to affect trade activities and reputation of the country.
- The Working Group in charge of promoting foreign investment cooperation shall step up efforts to lure FDI projects, especially those with large scale and high technology contents; direct ministries, branches, and localities to promote the attraction of foreign investment and prepare the necessary conditions to welcome the investment flows shifting to Viet Nam.
- The State Bank of Viet Nam shall administer proactively and flexibly monetary and credit policies to meet capital demand for production and business activities, especially for industries and fields heavily affected by Covid-19. It was requested to urgently complete the amendment and supplementation of the Circular No. 01/2020/TT-NHNN dated March 13, 2020 of the State Bank of Viet Nam to promptly provide appropriate support to organizations and individuals facing difficulties due to Covid-19.
- The Ministry of Finance shall develop a Decree guiding the calculation/inclusion of deductible expenses of enterprises and organizations for expenses incurred to support and sponsor Covid-19 prevention and control activities when determining Taxable Corporate Income applicable in 2020 and 2021 as prescribed in Clause 8, Article 3 of Resolution No. 128/2020/QH14 dated November 12, 2020 of the National Assembly on state budget estimates for 2021 according to simplified order and procedures. to the Government in January 2021.
- The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with other ministries, branches and localities in encouraging trade promotion and export market diversification; properly exploit markets with additional room for expansion and markets that Viet Nam had signed FTAs with, especially countries in the CPTPP and EVFTA. Proactively disseminate information about the RCEP to enterprises, especially small and medium enterprises, enterprises manufacturing and producing for export in sectors with high potential or being affected. Proactively build scenarios and solutions on trade policy to respond to policy changes of Viet Nam’s major partners; continue to stimulate domestic consumption through appropriate measures, assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and concerned localities in promoting and renewing the implementation of domestic market development programs and projects, including promotion activities to introduce rural products to urban areas in order to promote production and business, create jobs, and improve living standards in rural areas.
- The Ministry of Transport shall focus on speeding up the progress and ensuring the quality of key transport infrastructure projects; take measures to overcome and mitigate landslides at traffic routes, ensure safety for vehicles and boats in case of storms and floods; coordinate with the Ministry of Public Security to formulate plans to ensure traffic safety at the end of the year, especially during the upcoming New Year 2021 and Lunar New Year.
- The Ministry of Construction shall implement synchronous solutions to remove bottlenecks, creating favorable conditions for the stable and healthy development of the real estate market.
- The Ministry of Agriculture and Rural Development shall continue to closely monitor the weather situation, direct agricultural production and implement measures to protect production, cope with and mitigate damage caused by heavy rain, damaging cold, droughts, and salt water intrusion; deploy reforestation and protection, direct forest fire prevention and fighting; continue to drastically apply measures to properly control disease on crops, animals, cattle and poultry; coordinate with the Ministry of Industry and Trade and relevant agencies to enhance trade promotion activities, boost the export of agricultural products, and at the same time properly exploit the domestic market; proactively take measures in line with international commitments to protect Viet Nam's exports of wood products; assume the prime responsibility for, and coordinate with ministries, branches and localities in elaborating specific programs and projects to deploy the Plan to plant 1 billion trees in the next 5 years.
- The Ministry of Health shall continue to closely monitor the Covid-19 pandemic; as soon as possible, adopt a plan on the production and purchase of vaccines, and report to the Government for consideration and decision-making; assume the prime responsibility for, and coordinate with the Ministry of Labor, Invalids and Social Affairs and related ministries and agencies in studying and formulating policies and support levels on health insurance for children under 16 years old according to the Law on Children, especially for children suffering from dangerous diseases, and ensure to properly align with socio-economic development conditions in each period.
- The Ministry of Education and Training shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications and localities in providing appropriate instructions on the use of mobile phones and technological equipment for students’ learning, ensure the effective and practical use of these devices for the right purpose.
- The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with other ministries, agencies, and localities in continuing to formulate effective solutions to promote the development of an innovative start-up ecosystem so that creative start-ups could take advantage of the Fourth Industrial Revolution; encourage innovative start-ups to apply scientific and technological achievements in practice, contributing to socio-economic development.
- The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with ministries, agencies, and localities in speeding up e-Government development to build digital government and digital economy. The Ministry was assigned to coordinate with the State Bank of Viet Nam, relevant agencies to promote non-cash payments, coordinate with related ministries and agencies to improve the legal corridor for a number of new business models applying technology platforms.
- The Government Inspectorate shall guide and urge the implementation of Decree No. 130/2020/ND-CP dated October 30, 2020 on control of income assets of people with positions and powers in agencies and organizations units. The Government Inspectorate, ministries, branches, and localities shall intensify citizen reception, promptly settle complaints, denunciations, petitions and reflections of people and businesses in localities and establishments so as not to generate hotspots of unrest.
- The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with ministries and agencies in proposing plans to overcome overlaps and interference in functions and tasks among ministries and ministerial-level agencies to complete Program on Government Structure in term 2021-2026; coordinate with agencies and localities in preparing for the upcoming election of the National Assembly, People's Councils at all levels, and the consolidation of the entire government apparatus in localities.
- The Ministry of National Defense shall closely grasp the situation, proactively and promptly respond and handle issues, firmly protect territorial sovereignty; properly perform military and defense tasks associated with Covid-19 prevention and control, natural disaster prevention and control, and search and rescue.
- The Ministry of Public Security shall take the initiative in fighting and preventing plots of hostile and reactionary forces; ensure the absolute safety of major national events; actively implement measures to prevent and fight crimes, strictly handle violations, especially acts of spreading dangerous infectious diseases, appropriating relief goods, black credit, illegal immigration, etc.; and strengthen the prevention and fighting against fire and explosion, ensuring traffic order and safety.
- The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with ministries and branches in reviewing and evaluating Viet Nam's performance as ASEAN Chair in 2020; continue to promote foreign affairs and citizen protection, especially in countries with complicated Covid-19 situation.
- Research institutes including the Viet Nam Academy of Science and Technology and the Viet Nam Academy of Social Sciences actively research problems posed to the country in a new stage of development; coordinate with the Ministries of Science and Technology, Education and Training and other ministries and sectors to propose policies on scientific research and development, improve the quality of human resources, especially in those areas difficult to attract human resources in learning and research.
2. Response and overcoming consequences of storms and floods in the Central region
Over the past 2 months, storms, floods, and landslides occurred in the Central provinces, causing severe damage, greatly affecting people's lives, assets, livelihoods, and production. Many infrastructure works were badly damaged.
With the drastic participation of the entire political system, the business community and the people of the country, the response, rescue, and recovery from natural disasters were implemented in a timely and drastic manner, contributing to reduction in people and property damage. In particular, activities to overcome consequences of floods and storms were implemented actively by ministries, agencies, authorities, and localities under the Government's direction in Resolution No. 169/NQ-CP dated November 11, 2020 and the Prime Minister's Official Dispatch to assist people in affected areas to quickly overcome the consequences and stabilize their lives as soon as possible. In principle, the assistance and assurance of essential conditions to restore the lives and production of people in areas affected by natural disaster and flood were implemented effectively.
The Government highly appreciated and praised branches, levels, agencies, mass organizations, especially the armed forces, and many organizations, individuals, business community and people nationwide for joining hands to support people in the Central region to overcome difficulties and consequences of natural disasters, storms, and floods.
However, storms and floods in the Central region have left extremely heavy consequences, requiring a lot of time and resources for recovery and reconstruction. The Government asked ministries, branches, and localities to continue implementing tasks and solutions to overcome the consequences of storms and floods in the Government's Resolution No. 169/NQ-CP dated November 11, 2020, and at the same time formulate radical and long-term solutions to limit damage caused by natural disasters. Specifically:
- The Central Steering Committee for Natural Disaster Prevention and Control shall assume the prime responsibility for, and coordinate with concerned ministries, branches and localities in urgently evaluating comprehensively the response and overcoming consequences of recent storms and floods in the Central region; cautiously analyze and assess the causes and lessons learned to ensure that natural disaster prevention and control, and rescue activities shall be deployed in a more timely and effective manner, contributing to minimizing damage caused by natural disasters.
- Ministries, branches, especially the Ministries of: Agriculture and Rural Development, Labor, Invalids and Social Affairs, Construction, Industry and Trade, Planning and Investment, Finance, and the State Bank of Viet Nam shall, based on their assigned functions and tasks, take initiative in solving problems and bottlenecks; coordinate with localities to support people in repairing damaged houses, rebuilding collapsed or drifting houses before the Lunar New Year so as to restore production as soon as possible, to ensure people's lives and livelihoods, and prevent hunger and people’s inability to celebrate a Tet holiday; at the same time, formulate plans to restore and reconstruct essential infrastructure, especially works in education, health care, transportation, irrigation, and natural disaster prevention and control in the Central region to ensure a better and more sustainable recovery.
- The Ministry of Finance shall assume the prime responsibility for, and coordinate with the ministries of: Planning and Investment, Agriculture and Rural Development and concerned agencies to urgently report to the Prime Minister on plans to increase national reserve goods in order to meet the demand for timely support to localities affected by floods and storms in promptly restoring agricultural production.
- The Ministry of Agriculture and Rural Development shall coordinate with the Ministry of Finance, the Ministry of Planning and Investment and related agencies to promptly submit to the Prime Minister for decision-making on the issuance of rice, maize, and vegetable varieties to promptly support localities in production organization. In case the local demand for seeds was greater than the national reserve inventory, localities were requested to actively balance from local budget sources to timely buy additional seeds for production.
- The Ministry of Agriculture and Rural Development shall formulate a plan to mobilize donors and coordinate with ministries, branches, and localities in proposing a number of urgent programs and projects on recovery and reconstruction after natural disasters using ODA loan, foreign concessional loans, negotiate and quickly disburse to meet urgent recovery needs after natural disasters.
- The Ministry of Planning and Investment, the Ministry of Finance, and other related ministries, branches and localities shall give priority to allocating and mobilizing resources from the state budget, including contingencies at all levels, medium-term public investment capital plans, ODA loans, and foreign concessional loans in the coming period to focus on supporting the Central provinces in recovery and reconstruction after natural disasters.
- The Ministry of Agriculture and Rural Development and the Ministry of National Defense shall actively review and identify difficulties, shortcomings and overlaps in response to and recovery from natural disasters and rescue activities in current legal documents, coordinate with relevant ministries and agencies to promptly amend and supplement them, ensure their consistency, to create a comprehensive and appropriate legal corridor that is practical, feasible, and responsive to urgent requirements in disaster response, recovery, and rescue.
- The Ministry of Natural Resources and Environment shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and concerned ministries, branches, and localities to quickly review, evaluate, develop zoning maps, and provide warnings of landslide and flash flood risks appropriately, to contribute to minimizing damage caused by natural disasters.
- The Ministries of Agriculture and Rural Development, Construction, and ministries specialized in construction management shall, based on their assigned functions and tasks, review, adjust and supplement construction regulations and standards on planning for manufacturing sites and construction sites of residential areas, urban areas and construction works in areas frequently affected by natural disasters, especially in the Central and Northern mountainous regions to proactively prevent, avoid and mitigate damage caused by natural disasters.
3. Regarding the implementation and disbursement of public investment capital and solutions to promote the disbursement of public investment capital in 2020 and the assigned state budget capital plan in 2021
The Government agreed with the recommendations of the Ministry of Planning and Investment to:
- Allow ministries, central agencies, and localities which, by September 30, 2020, had disbursed less than 60% of the plan assigned at the beginning of the year to continue disbursing the remaining capital within the total capital approved for 2020 by the Prime Minister.
- Allow the Ministry of National Defense and the Ministry of Information and Communications to continue to be allocated and assigned in detail the remaining capital for projects and tasks with full procedures as prescribed.
The Ministry of Planning and Investment was assigned to continue urging ministries, agencies, and localities to accelerate disbursement; urgently review and transfer internal capital among projects of ministries, agencies, and localities to ensure to disburse all allocated capital according to regulations. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Ministry of Finance and concerned agencies in urgently synthesizing and reporting to the Prime Minister before December 15, 2020 adjusted plans for investment using the central budget capital in 2020 of ministries, agencies and localities, which had submitted written proposal to return the capital plan in 2020, and those having unallocated capital by September 30, 2020 and had not submitted any written request for reallocation.
The Minister of Planning and Investment was authorized by the Prime Minister to act on behalf of the Government to report to the National Assembly Standing Committee for the assignment of the state budget capital plan in 2021.
4. Regarding the implementation and solutions to complete the tasks of State budget revenue collection by 2020
The Government and the Prime Minister praised and highly appreciated the Ministry of Finance, concerned ministries, branches and localities for their efforts to collect state budget revenues in an extremely difficult circumstance. Ministries, central agencies, and localities were requested to stay determined to fulfill the state budget collection tasks in 2020 at the highest level, focusing on properly accomplish the following tasks:
- Continue to effectively implement economic stimulus and social security policies issued recently, promptly resolve difficulties and problems in administrative procedures for people and businesses, contribute to removing difficulties for production and business, and create a foundation for enhancing state budget revenues.
- Focus on reviewing revenues, formulate effective solutions to combat revenue loss and recover tax arrears, strictly control tax refund so as to collect tax from the correct subjects, in correct procedure, with correct amount, and in correct timing according to regulations, including taxes and land rents, for which extended deadline had passed for payment to the state budget according to Decree No. 41/2020/ND-CP dated April 8, 2020 and Decree No. 109/2020/ND-CP dated September 15, 2020 of the Government; revenues from land, natural resources and minerals, from e-commerce business, online business, telecommunications and internet services, projects that tax incentive period had ended, and new projects, ...
- Urgently issue conclusions on completed and ongoing inspections; focus on urging and collecting receivables to the State budget according to the conclusions of the State Inspectorate and Audit agencies.
5. Regarding the draft Resolution of the Government on the main tasks and solutions to implement the Socio-Economic Development Plan and the state budget estimates for 2021
2021 shall be a year of particular importance as this was the first year to implement the 10-year Socio-Economic Development Strategy 2021-2030 and the 5-year Socio-Economic Development Plan 2021-2025. In principle, the draft Resolution of the Government on the main tasks and solutions for the implementation of the Socio-Economic Development Plan and the state budget estimate for 2021 closely abided by Conclusion No. 91-KL/TW dated 22nd October 2020 of the 13th Conference of the 12th Party Central Committee and Resolutions of the National Assembly on the Socio-Economic Development Plan and state budget estimates for 2021. The government requested:
- Ministries, ministerial-level agencies, and Government-attached agencies shall urgently give their written opinions on the draft Resolution, which had been submitted by the Ministry of Planning and Investment at the regular meeting of the Government in November 2020, to the Ministry of Planning and Investment (co-sent to the Government Office) before December 15, 2020 for consolidation.
- The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with concerned ministries and agencies in collecting the Prime Minister's instructions in Document No. 10076/VPCP-KTTH dated December 1, 2020 of the Government Office; opinions of the Government members and conclusions of the Prime Minister at the meeting; written opinions of ministries, ministerial-level agencies, and agencies attached to the Government to urgently finalize the draft Resolution to ensure alignment of tasks and solutions in 2021 with orientations of the whole 5-year period; identifying radical, breakthrough and feasible solutions in all fields, overcoming difficulties and challenges, taking advantage of opportunities and advantages to overcome and realize the goals of rapid and sustainable development of the country. The Ministry of Planning and Investment was assigned to report to the Government’s Standing Board for comments on the draft Resolution before December 15, 2020 to complete the first draft, and send it to ministries, branches, and localities before consulting at the Conference of the Government with provinces to ensure the documents’ quality and punctuality.
6. Regarding the proposal to revise Law on Domestic Violence Prevention and Control
The Government approved the Proposal to develop a revise Law on Domestic Violence Prevention and Control. The Ministry of Culture, Sports and Tourism was assigned to assume the prime responsibility for, and coordinate with the Ministry of Justice and concerned agencies in collecting comments of the Government members, opinions of the Government Office, and completing the law formulation proposal. The Ministry of Justice was assigned to include the law formulation proposal into the 2022 Law-making Program to submit to the National Assembly Standing Committee in accordance with the Law on Promulgation of Legal Documents.
7. Regarding the payment of expenses for public products and services in Ha Noi from January 1, 2020 until the bidding results according to the Government’s Decree No. 32/2019/ND-CP had been available
The Government unanimously agreed on the request of the Ha Noi Municipal People's Committee to allow the ordering for the supply of public products and services using the state budget for the amount that had been supplied by suppliers of public product and services using the state budget from January 1, 2020 until the bidding results had been available. The supply price must not be higher than the order price under the 2019 contract and the winning price in 2020, which shall be used as a basis for payment and settlement of expenses.
8. Regarding tax of goods imported for production of exported products
The Government unanimously agreed on the request of the Ministry of Finance that the goods imported for production of exported products, for which an enterprise partially provided imported raw materials, supplies and components, then hired another enterprise to process all or to process one or several stages of product processing, and received semi-finished products for further manufacturing for export or finished products for export, shall be exempt from import tax in accordance with Clause 7 of Article 16 of the Law on Import and Export Tax No. 107/2016/QH13.
The Ministry of Finance was assigned to direct customs offices to refund fixed tax amount paid by enterprises according to regulations, not to retrospectively collect tax for cases where the fixed tax had not been paid; take strict management measures to prevent the abuse and exploitation of policies; urgently review and supplement this content into the draft Decree amending and supplementing Decree No. 134/2016/ND-CP for reporting to the Government. The Ministry of Finance shall assume the prime responsibility for, and coordinate with ministries, branches, and localities in creating favorable conditions for production and business, and at the same time take measures to manage and deploy post-customs clearance inspection of goods imported for production of exported products according to regulations strictly and accurately.
9. Regarding the implementation of tasks and performance results of the Prime Minister's Working Group in November 2020
a) Regarding documents detailing and Work Program of the Prime Minister:
- Ministers, heads of ministerial-level agencies shall uphold personal responsibility, give drastic and strong direction, and utterly handle pending documents and projects in their respective working program, and submit them for promulgation before the December 15, 2020; gather resources, speed up the formulation and submission of documents detailing regulations which shall come into effect from January 1, 2021, and projects in the Work Program in December 2020, avoid creating any backlogs.
- The Ministry of Justice shall continue to innovate and improve procedures and modernize law formulation techniques, in which the Ministry was requested to clearly specify the responsibilities of agencies in the process of law development, ensuring legal uniformity and synchronicity; coordinate with concerned ministries and branches in promptly promulgating detailing documents, strive not to create any backlogs.
b) Regarding e-Government development:
Ministries, agencies, and localities were assigned to focus on implementing some of the following contents:
- The Government Office shall coordinate with the Ministry of Information and Communications to complete a draft Decree on electronic identification and authentication and submit it to the Prime Minister for consideration, signing and promulgation in December 2020.
- The Ministry of Public Security and the Ministry of Natural Resources and Environment shall continue to accelerate the development of the National Database on Population and the National Land Database.
- Ministries, branches, and localities shall continue to strive to fulfill the targets and tasks set out in 2020 stated in the Government's Resolution No. 17/NQ-CP dated March 7, 2019 and Notice No. 339/TB-VPCP dated September 22, 2020 of the Government Office, striving to achieve the target of providing at least 30% of online public services at level 4 in 2020.
- Strictly implement the sending and receiving of electronic documents and renovation of working approach and practices through processing work documents in the electronic environment, applying digital signatures; reviewing statistics, updating administrative procedures on the National Database of Administrative Procedures, focusing on completing the integration and promotion of online payment on the National Public Service Portal; authenticating electronic copies from originals, acknowledging the legality of electronic records according to their competence to accelerate the sharing of electronic data about administrative procedures, and digitalizing the results of administrative procedures according to Decree No. 45/2020/ND-CP.
- The Government Office shall assume the prime responsibility for, and coordinate with ministries, branches, and localities in developing Regulations on management and operation of the National E-Document Exchange Platform and submit it to the Prime Minister in the first quarter of 2021.
c) Regarding the inspection results of the Working Group:
The Ministry of Health was requested to: (1) Review inadequacies in the assignment of health care expenditure estimates by health insurance; complete the project to autonomize Cho Ray Hospital and Viet Duc Hospital, and report to the Prime Minister before December 15, 2020; complete a Project Proposal on developing domestically produced pharmaceutical products and pharmaceutical industry by 2030, and report to the Prime Minister before December 2020; (2) Complete the draft Decree on borrowing, capital mobilization, joint venture, partnership, asset lease, service provider hiring at public non-business units in the health and population sectors, and report to the Government in December 2020; (3) Complete and put into operation 02 Facility Development Projects of Bach Mai Hospital and Viet Duc Hospital in Ha Nam; (4) Accelerate the pilot online payment of hospital fees on the National Public Service Portal./.
