This marks Volodin's third visit to Viet Nam as Chairman of the State Duma, underscoring the significance both countries place on parliamentary diplomacy as a pillar of their comprehensive strategic partnership.

Vietnamese Ambassador to Russia Dang Minh Khoi noted that the visit takes place in a milestone year, with the 75th anniversary of Viet Nam–Russia diplomatic relations, the 80th anniversary of Viet Nam's National Day, and the 80th anniversary of the Soviet victory in the Great Patriotic War. The visit reflects the shared determination to safeguard traditional friendship and further elevate the comprehensive strategic partnership, built on a foundation of strong political trust.

The visit is part a series of high-level exchanges in 2025, following Russian Prime Minister Mikhail Mishustin's visit to Viet Nam in January and General Secretary To Lam's official visit to Russia in May. It is expected to inject fresh momentum into bilateral ties by deepening political trust and identifying new areas of cooperation.

The visit will also enhance collaboration between the Russian State Duma, the Federal Assembly, and the Vietnamese National Assembly (NA), exchanges between specialized committees and friendship parliamentary groups, and coordination at regional and international inter-parliamentary forums.

During the visit, both sides will discuss a wide range of cooperation fields, including economy, trade, oil and gas, science and technology, education, culture, defense, and people-to-people exchanges. The visit will provide an opportunity for the two countries to advance joint projects, remove obstacles, and set future directions for collaboration.

According to Ambassador Dang, Viet Nam–Russia relations have seen clear progress since General Secretary To Lam's visit in May, with notable advances in energy, health, culture, tourism, and construction. Viet Nam organized the first-ever cultural festival at Moscow's Red Square (July 25–August 3), drawing nearly one million visitors.

The latest victory of Vietnamese singer Duc Phuc at the Intervision 2025 international music contest in Russia brought fresh momentum to people-to-people exchanges, further strengthening the bonds between the two countries and paving the way for broader cooperation in the future./.
